Cases of land expropriation for national defense and security purposes.
According to Article 78 of the 2024 Land Law, the State will reclaim land for national defense and security purposes in cases where it is truly necessary. This regulation aims to ensure that land use directly serves the task of protecting national security and defense.

Specifically, there are 10 cases of land reclamation stipulated as follows:
- To be used as a military base or headquarters for the people's armed forces.
- Building military bases.
- Constructing national defense structures, battlefields, and other special structures serving national defense and security.
- Construct railway stations, ports, and communication facilities to support military and security operations.
- Construct industrial, scientific -technological, cultural, and sports facilities that directly serve national defense and security.
- Building up the arsenal of the people's armed forces.
- Construct shooting ranges, training grounds, testing areas, and weapons destruction sites.
- Construct training facilities, training centers; and facilities for rest, recuperation, and medical examination and treatment for the people's armed forces.
- Constructing official housing for the People's Armed Forces.
- Establish detention facilities, temporary detention centers, and custody centers; compulsory education facilities; and reform schools managed by the Ministry of National Defense or the Ministry of Public Security .
Regulations on land expropriation notification
Article 85 of the 2024 Land Law also specifies the procedures for land acquisition. Accordingly, the competent state agency must send a notice of land acquisition to land users and relevant parties before issuing the official decision.
The deadline for sending notifications is stipulated to be no later than 90 days for agricultural land and 180 days for non-agricultural land.
A key point to note is that the land acquisition notice must include important information such as: the reason for acquisition, the area, location, implementation schedule, and the plan for investigation, surveying, measurement, and counting. In particular, the notice must clearly state the compensation, support, and resettlement plan, as well as the plan for relocating residents from the affected area.
This regulation aims to ensure the legitimate rights, as well as the right to know and monitor, of people whose land is being expropriated, contributing to increased transparency in land management.
