Signing of the BOT Contract for the Tan Phu - Bao Loc Expressway Project

Provincial leaders of Lam Dong attended the contract signing ceremony.

Attending the signing ceremony were Comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee; Comrade K' Mak, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council; Comrade Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee; Comrade Pham Trieu, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Lam Dong province; along with representatives from the Provincial People's Committee and various departments and agencies.

Representatives from the participating units attended the contract signing ceremony.

On the investor's side was Mr. Nguyen Viet Hai, Chairman of the Board of Members of Son Hai Group Co., Ltd.; representing the Project Enterprise was Mr. Nguyen Van Huy, Director of Tan Phu - Bao Loc Expressway Investment Co., Ltd.; and representing the competent state agency for signing the contract was the Lam Dong Provincial Investment and Construction Project Management Board No. 1, represented by Mr. Nguyen Nhan Ban, Director of the Board.

The signing of the BOT contract for the Tan Phu - Bao Loc Expressway Project was carried out in accordance with Document No. 8902/UBND-XDCT dated December 10, 2025, of the Lam Dong Provincial People's Committee, marking an important step in the investment and construction process of the expressway connecting Lam Dong province with the Southern key economic region, meeting the requirements for the development of inter-regional transport infrastructure.

Chairman of the Lam Dong Provincial People's Committee, Ho Van Muoi, delivered a congratulatory speech at the ceremony.

The project received investment approval from the Prime Minister in Decision No. 1386/QD-TTg dated November 10, 2022; the Lam Dong Provincial People's Committee approved the project in Decision No. 1189/QD-UBND dated June 5, 2025, and made adjustments and additions in Decision No. 1814/QD-UBND dated October 23, 2025.

Accordingly, the Tan Phu - Bao Loc Expressway Project is a Group A project, a Class I road transport project, with a total length of approximately 65.88 km, of which the section through Dong Nai province is about 11.91 km long and the section through Lam Dong province is about 53.97 km long.

The project's starting point is at Km59+798.33, coinciding with the end point of the Dau Giay - Tan Phu expressway, located in Phu Trung commune, Tan Phu district (now Phu Lam commune), Dong Nai province; the end point is at Km125+675, passing through the intersection with Nguyen Van Cu road, Bao Loc city (now Ward 1, Bao Loc), Lam Dong province.

Mr. Nguyen Viet Hai, Chairman of the Board of Members of Son Hai Group Co., Ltd., delivered a speech at the ceremony.

The total investment for the phased implementation of the project is approximately VND 18,002 billion; of which, state budget capital accounts for VND 6,500 billion, representing 36.11% of the total investment, including VND 2,000 billion from the central government budget and VND 4,500 billion from local government budgets.

The capital contributed by the investor is approximately VND 11,502 billion, accounting for 63.89% of the total investment, including VND 1,725 billion in equity and VND 9,777 billion in mobilized capital.

The project's toll collection and payback period is estimated at 23 years and 9 months. The project will be implemented in the two provinces of Dong Nai and Lam Dong, with investment preparation and implementation from 2022 to 2027, and is expected to be completed and put into operation in the fourth quarter of 2027.

Leaders of Lam Dong province presented flowers to congratulate the units at the signing ceremony of the BOT contract for the Tan Phu - Bao Loc expressway project.

Upon completion, the Tan Phu - Bao Loc expressway will contribute to meeting the increasing demand for travel and goods transportation, creating momentum to promote socio-economic development, strengthening regional connectivity, and ensuring national defense and security for Lam Dong province and the Central Highlands region.
