Focus efforts on disbursing funds for national target programs.

The implementation of national target programs in the northern region of Thai Nguyen province is facing high demands regarding progress and capital efficiency. The volume of projects is large, construction conditions are complex, and the deadline for completion in 2025 is fast approaching. In light of this, localities are focusing on mobilizing resources, strengthening direction and management, and decisively addressing difficulties to accelerate progress and strive for plan completion.

In the final days of the year, taking advantage of favorable weather conditions, the construction unit mobilized maximum machinery and manpower to accelerate the progress of the main village road leading to Suoi Boc in Ban Nhuan village, Cho Moi commune. The project, funded by the National Target Program for socio-economic development in ethnic minority and mountainous areas, is over 887 meters long, with a total investment of 1.2 billion VND, and involves the concreting of the entire route along with supporting items.

According to Do Xuan Khan, head of Ban Nhuan village, the investment in the road has created clear consensus among the people. Residents voluntarily donated land, contributed funds and labor to reinforce the embankments on both sides of the road. With the road extending all the way to the village, the people are excited and actively cooperating to complete the final items as soon as possible.

The Suoi Boc road is one of many projects that Cho Moi commune is simultaneously implementing in the post-merger period. Local leaders said that organizing and implementing national target programs currently presents many challenges as the commune receives many projects from the district level, in the context of expanding territory, rapidly increasing workload, and increasingly high management requirements.

Mr. Duong Quang Dung, Head of the Economic Department of Cho Moi Commune, said: In 2025, the locality was allocated a total capital of approximately 15.8 billion VND, of which over 5.3 billion VND was for investment and the remainder for operational expenses. To date, nearly 60% of the investment capital has been disbursed, and over 3 billion VND of the operational expenses have been disbursed. The locality is striving to complete the projects before January 31, 2026. To achieve this goal, the commune maintains weekly meetings to review the progress of each project and promptly address any arising issues.

Not only Cho Moi, but before the merger, 37 communes in the northern part of the province were allocated a total of nearly 600 billion VND from three national target programs. The reorganization of administrative units led to adjustments in many aspects of the implementation process, from reallocating funds and transferring responsibilities from the district level to the commune level to strengthening the grassroots staff.

In addition, from August to October, prolonged heavy rains accompanied by floods and landslides prevented many projects from being implemented as planned.

In Thanh Thinh commune, in 2025 alone, the total allocated capital for the three national target programs was over 15.5 billion VND, with the National Target Program for socio-economic development in ethnic minority and mountainous areas accounting for a large proportion.

By mid-December, the disbursement progress had reached over 45%. Under pressure to meet deadlines, the locality is simultaneously urgently consolidating its organizational structure after the merger and focusing on reviewing each project and funding source to accelerate progress in the final months of the year.

According to Le Quang Huy, Vice Chairman of the People's Committee of Thanh Thinh commune: The locality has clearly identified its key task as the comprehensive and decisive implementation of national target programs. To date, the implementation results have basically met the requirements, and the commune strives to complete the disbursement according to the plan by the end of 2025.

During the remaining time, communes and wards should continue to take advantage of favorable weather conditions, proactively direct concentrated construction, strengthen quality control, promptly resolve arising difficulties, and bring projects into use as soon as possible, ensuring that national target program funds are disbursed on schedule and yield practical results.
