The 4th meeting of the Central Steering Committee on Housing Policy and Real Estate Market

On the morning of December 17th, at the Government Headquarters, Prime Minister Pham Minh Chinh – Head of the Central Steering Committee on Housing Policy and Real Estate Market – chaired the 4th meeting of the Steering Committee.

Attending the conference were Deputy Prime Minister Tran Hong Ha; Minister of Construction Tran Hong Minh; and leaders of relevant ministries, sectors, and agencies.

Permanent Vice Chairman of the Provincial People's Committee Dang Van Chinh, along with leaders of various departments and agencies, attended the meeting.

The meeting was live-streamed to provinces and cities nationwide. At the Vinh Long branch, Comrade Dang Van Chinh – Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; along with leaders of several relevant departments and agencies, attended the meeting.

The meeting focused on evaluating the implementation of the contents raised in the 3rd session; assessing the market situation, especially indicators related to social housing policies.

From the beginning of 2025 until now, under the decisive direction of the Government and the Prime Minister, the entire political system has mobilized, focusing on urgently removing difficulties and obstacles related to institutions, legal barriers, capital sources, land, etc. In particular, specific policies and mechanisms for the development of social housing have been issued, accelerating the implementation of social housing projects. With the simultaneous implementation of many solutions, the development of social housing has seen many positive changes and achievements.

According to a report by the Ministry of Construction, to date, the whole country has 3,297 housing and urban area projects with a scale of 5.9 million units and a total investment of VND 7.42 trillion. Of these, 2,358 are commercial housing and urban area projects, with a scale of 5.2 million units and a total investment of VND 6.74 trillion (564 projects completed, 1,429 projects under construction, and 365 projects with approved investment policies). Social housing projects comprise 698 projects, with a scale of over 657,000 units and a total investment of VND 596 trillion (193 projects completed, 200 projects under construction, and 305 projects with approved investment policies). This represents 62% of the target set in the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021 - 2030".

According to reports from local authorities, the inventory of real estate in projects in the third quarter was approximately 26,717 units/plots. Of these, the inventory of apartments and detached houses tended to increase, while the inventory of land plots tended to decrease.
