Regarding this issue, reporters from Gia Lai Newspaper and Radio & Television had a discussion with Major General Le Quang Nhan - Director of the Provincial Police.
* Could you please explain the core contents of the "Three Best" emulation movement; the key requirements and solutions for officers and soldiers to effectively implement the spirit of "Most Disciplined - Most Loyal - Closest to the People" in their work?
Major General Le Quang Nhan.
- Implementing the Minister of Public Security 's plan on the "Three Best" emulation movement, the Provincial Police have thoroughly disseminated the meaning, objectives, and core content of the movement to all officers and soldiers.
We clearly define the overarching requirement as synchronized, substantive, and effective implementation; absolutely no formality or pursuit of achievements.
The movement focuses on three key areas: the strictest discipline in adhering to regulations and work procedures; absolute loyalty to the Party, the Fatherland, and the people; and being closest to the people in carrying out tasks and resolving issues at the grassroots level.
In fact, the spirit of "Most disciplined - Most loyal - Closest to the people" has been consistently maintained by the police force throughout the province, linked to each field and each task.
However, in light of the need to ensure security and social safety in the new situation, promoting this movement is of great importance in unifying understanding, tightening discipline and order, and improving the quality and effectiveness of work, especially at the grassroots level.
We are committed to continuing to use local peace, people's trust, and satisfaction as the highest criteria for evaluating the results of the movement.
Accordingly, the entire force must stay close to the local area, focusing on the grassroots level, proactively monitoring the situation, listening to the opinions of the people, and promptly resolving issues arising right from the residential areas, avoiding being caught off guard or unprepared.
Each officer and soldier should shift strongly from awareness to action, linking emulation with political tasks and tangible work results; at the same time, strengthen inspection and supervision, and promptly correct shortcomings and limitations in the implementation process.
* Based on the spirit you just mentioned, how did the Provincial Police concretize the "Three Best" movement in the "Quang Trung Campaign," where more than 650 officers and soldiers were rapidly mobilized to assist 103 households in repairing and rebuilding their homes after the floods?
- It can be affirmed that the "Quang Trung Campaign," launched at the beginning of December, is a vivid example of how the "Three Best" emulation movement has been concretized through very practical and effective actions, strongly oriented towards the grassroots and the people.
With a proactive and urgent approach, the Provincial Police mobilized more than 650 officers and soldiers, establishing 106 task forces directly led by leaders of professional departments, coordinating closely with Party committees, authorities, and forces at the grassroots level.
Officers and soldiers directly went to the affected areas, participating in dismantling, clearing, transporting materials, and assisting people in repairing and rebuilding their homes, helping them to stabilize their lives as soon as possible.
The campaign implementation process was always well-organized, according to plan and work procedures, ensuring absolute safety for the people and participating forces.
Currently, the Provincial Police are assisting in the construction and repair of a total of 103 houses for households affected by floods, including 20 houses supported by the Ministry of Public Security with a subsidy of 50 million VND per house. To date, construction has begun on 80 houses, with 3 already completed.
Along with supporting the construction and repair of houses, the Provincial Police also donated 103 packages of essential goods to help households overcome difficulties while waiting for their new homes to be completed.
At the same time, the Provincial Police, along with professional units and local police forces, actively mobilized legitimate social resources, calling for the joint efforts and contributions of organizations and individuals.
As a result, more than 2.6 billion VND and over 123,000 hollow bricks were raised to support the people, along with tens of tons of cement and 800 m² of floor tiles.
The "Quang Trung Campaign" not only helped people gradually stabilize their lives after the natural disaster but also contributed to strengthening the people's trust in the police force, spreading the image of police officers "serving the people".

* To ensure that the "Three Best" movement truly goes in-depth and creates sustainable changes in maintaining security and order, what key tasks will the Provincial Police focus on in the coming period, Comrade?
- In the coming period, the Provincial Police Department has determined that the implementation of the "Three Best" emulation movement must continue to be carried out synchronously, decisively, and effectively, closely linked to the task of ensuring security and order in each locality and each field of work.
The focus is on continuing to stay close to the grassroots, proactively grasping the situation, and improving the quality of advisory work for Party committees and governments at all levels; using the effectiveness of maintaining security and order at the grassroots level as an important measure to evaluate the results of the movement.
In addition, the Provincial Police will continue to tighten discipline and order; strictly adhere to regulations, procedures, and work rules; and uphold individual responsibility and the exemplary role of leaders.
Every officer and soldier must perform their duties within their responsibilities and authority, avoiding formality and superficiality; strengthen inspection and supervision, and promptly correct any deviations from established norms in the performance of their duties.

Through this, we can proactively prevent and effectively combat all types of crime, avoiding being caught off guard or surprised, contributing to maintaining security and order, and creating a safe environment to serve the socio-economic development of the province.
