E5 RON 92 gasoline price increased by 109 VND per liter.

Specifically, according to the joint directive of the Ministry of Industry and Trade - Ministry of Finance, E5 RON 92 gasoline increased slightly by 109 VND/liter, not exceeding 21,799 VND/liter; RON 95-III gasoline decreased by 34 VND/liter, not exceeding 22,990 VND/liter; 0.05S diesel fuel did not exceed 20,196 VND/liter, a decrease of 87 VND/liter compared to the current retail price; kerosene did not exceed 21,116 VND/liter, an increase of 172 VND/liter compared to the current retail price; and 180CST 3.5S fuel oil did not exceed 15,729 VND/kg, an increase of 91 VND/kg compared to the current retail price.

For this price adjustment period, the Ministry of Industry and Trade and the Ministry of Finance have decided not to allocate funds to or use the Price Stabilization Fund for all petroleum products.

According to the inter-ministerial committee, the global oil market during this price adjustment period (from November 23, 2023 to November 29, 2023) was influenced by factors such as: Investors focusing their attention on expectations that OPEC+ would cut new supply and ignoring the increase in US crude oil, gasoline, and distillate product reserves; the impact of storms in the Black Sea region disrupting exports from Kazakhstan and Russia, increasing the risk of short-term supply constraints… These factors caused global oil prices to fluctuate, both increasing and decreasing, in recent days.

The average price of refined petroleum products in the world between the price adjustment period of November 23, 2023 and the price adjustment period of November 30, 2023 was 91.756 USD/barrel for RON 92 gasoline used to blend E5 RON 92 gasoline (an increase of 0.657 USD/barrel, equivalent to a 0.72% increase compared to the previous period); 97.110 USD/barrel for RON 95 gasoline (a decrease of 0.153 USD/barrel, equivalent to a 0.16% decrease compared to the previous period); 106.180 USD/barrel for kerosene (an increase of 1.027 USD/barrel, equivalent to a 0.98% increase compared to the previous period); and 101.946 USD/barrel for diesel oil (a decrease of 0.524 USD/barrel, equivalent to a 0.51% decrease compared to the previous period). 463,360 USD/ton for 180CST 3.5S fuel oil (an increase of 3,333 USD/ton, equivalent to a 0.72% increase compared to the previous period).

According to Decree No. 80/2023/ND-CP amending and supplementing a number of articles of Decree No. 95/2021/ND-CP dated November 1, 2021 and Decree No. 83/2014/ND-CP dated September 3, 2014, recently issued by the Government on petroleum business, the time for adjusting/announcing petroleum prices will be shortened from 10 days to 7 days, and petroleum prices will be adjusted every Thursday.
