Focus on leading and directing the effective implementation of Conclusion No. 01-KL/TW of the Politburo, Regulation No. 144-QD/TW of the Politburo, Directive No. 87-CT/QUTW of the Central Military Commission Standing Committee, Resolution No. 847-NQ/QUTW of the Central Military Commission, including studying and following Ho Chi Minh's ideology, morality and lifestyle in the action programs and plans to implement resolutions of Party committees and organizations at all levels. Key tasks, new or urgent tasks all have specific leadership policies and solutions. Implement well the assignment and assignment of responsibilities of individuals and collective Party committees and commanders in implementing resolutions, ensuring clear people, clear work, clear responsibilities; at the same time, improve the capacity to organize and carry out tasks according to assigned responsibilities and tasks.

In the coming years, the world and regional situation will continue to develop in a complex and unpredictable manner; hostile forces will step up the implementation of the strategy of "peaceful evolution", promoting "self-evolution" and "self-transformation". The goal of building a revolutionary, disciplined, elite and modern Vietnam People's Army places increasingly high demands and requirements on staff work and direction to ensure military and technical security for the entire army.

From the above situation, to build a strong Party organization in terms of politics, ideology, ethics, organization and staff, the Party Committee of the General Department of Personnel and Organization identified a number of key contents that need to be focused on leadership and direction as follows:
