Recognizing urban development as a breakthrough task and a driving force for socio -economic development, Tien Hai district has focused on upgrading and building technical and social infrastructure, and developing urban areas. In particular, priority has been given to allocating resources to develop Tien Hai town and its surrounding areas into a type IV urban area, based on the general plan approved by relevant authorities.

Tien Hai town is the administrative, political , economic, and cultural center of the district. After nearly 38 years of construction and development since being recognized as a type V urban area in 1986, Tien Hai town has achieved many important accomplishments in socio-economic development and urban construction, contributing to improving the quality of life for its people. According to the Thai Binh Provincial Planning for the period 2021-2030, with a vision to 2050, Tien Hai town is one of the three district capitals of the province according to the criteria of a type IV urban area, in the period 2021-2025. The expanded Tien Hai urban area includes 5 communes and towns under its jurisdiction, including the existing Tien Hai town and the communes of Tay Giang, Tay Ninh, Dong Lam, and Dong Co, with a natural area of ​​over 3,330 hectares and an urban population density of 1,305 people/ ^km² .

According to Mr. Cao Xuan Bang, Chairman of the People's Committee of Tien Hai town: To achieve the goal of making Tien Hai town meet the criteria of a type IV urban area, in recent times, the People's Committee of the district and the People's Committee of the town have focused on planning, construction management, and investment in the town's development according to type IV criteria. This includes issuing a plan for the comprehensive construction and development of urban infrastructure with projects such as urban flood control, the Hung Vuong Boulevard project, the renovation and upgrading of Hoang Vinh and Phan Ai roads, the Vu Trong road project, and the beautification of sidewalks and drainage ditches along National Highway 39 and Tay Ninh road... Along with that, the administrative center, cultural and sports facilities, markets, commercial centers, convenience stores, and school facilities in the town have been invested in, maintained, and improved to meet national standards. Medical facilities have received infrastructure investment and the addition of many modern equipment, contributing to improving the quality of healthcare for the people. Cultural, artistic, and sports activities are developing strongly.

The development of Tien Hai town to meet the criteria of a type IV urban area has created important conditions for establishing its position, strongly attracting investment resources, and providing impetus for socio-economic development in Tien Hai district, as well as Thai Binh province. The town is currently one of the localities with the fastest economic growth rate in the district and one of the four key urban areas of the province with strong development in the industrial sector. The foundation is the Tien Hai Industrial Park, covering an area of ​​466 hectares, which is attracting many businesses to invest in production, providing jobs for more than 20,000 workers.

Mr. Cao Xuan Bang, Chairman of the People's Committee of Tien Hai town, said: In recent years, the town and its expanded area have always strived to achieve the set goals and tasks. Specifically, the average per capita income in 2023 reached 71 million VND/year; the average economic growth rate over the three years from 2021 to 2023 was over 10%; the economic structure developed towards gradually increasing the proportion of industry, trade, and services; the poverty rate according to the multidimensional poverty standard in the expanded town area decreased to 1.6% in 2023; the non-agricultural labor force in the town is nearly 81%; the percentage of solid houses is over 98%; nearly 95% of alleyways are illuminated; and 100% of the population uses clean and hygienic water.

Thanks to the efforts of the government and the people, Tien Hai town has now achieved 45 out of 53 standards corresponding to the 5 criteria for a type IV urban area; of which, 32 standards achieved the maximum score, 10 standards achieved the average score, 3 standards achieved the minimum score, and 8 standards have not been met. On October 11th, the Ministry of Construction held a conference to appraise the proposal to recognize the expanded Tien Hai town as meeting the criteria for a type IV urban area. The appraisal council voted and unanimously approved the proposal to recognize the expanded Tien Hai town as meeting the criteria for a type IV urban area with a score of over 83/100 points.

Mr. Pham Ngoc Ke, Chairman of the District People's Committee, said: During the process of building Tien Hai town to meet the criteria of a type IV urban area, the district received support and participation from the entire political system, as well as encouragement and support from all the people in the project area. The district has made systematic and serious investments from the beginning according to the urban network plan approved by the Prime Minister and the plan approved by the Provincial People's Committee. The goal of building Tien Hai town to meet the criteria of a type IV urban area is just the starting point, a prerequisite for the district to continue building the town to meet the criteria of a type III urban area and upgrading Tien Hai district to Tien Hai town, becoming one of the two coastal towns of the province in the future.

Currently, Tien Hai district is continuing to address the shortcomings that have not yet met the criteria for a type IV urban area, as well as further improving the quality of the criteria already achieved; focusing on investing in urban infrastructure development; actively carrying out street beautification, constructing new sidewalks and drainage ditches on main arterial roads...; completing the dossier and project for the Provincial People's Committee to submit to the Ministry of Construction for consideration and decision on recognizing Tien Hai town as a type IV urban area.
