At the meeting of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 on the morning of May 17, Minister and Head of the Government Office (VGP) Tran Van Son reported on a number of tasks assigned to the VGP in implementing Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation and Resolution No. 71/NQ-CP of the Government: Amending, supplementing and updating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
According to Minister and Head of the Government Office Tran Van Son, in the direction and administration work, the Government and the Prime Minister have given very strong direction and issued many documents to direct the implementation of administrative procedure reform.
Regarding the results, by May 16, more than 400 administrative procedures under the authority of districts had been assigned to commune and provincial levels and transferred to a number of ministries and branches. Specifically, of the more than 400 administrative procedures under the authority of ministries, 14.5% of administrative procedures were reduced; 66.2% of administrative procedures were transferred from district to commune level; 15.6% of administrative procedures were transferred to provincial level; 2% of administrative procedures were transferred toeducational institutions; and about 2% of administrative procedures were transferred to ministries.
Thus, more than 400 administrative procedures under the authority of the district level have been assigned to the commune level, provincial level and some ministries.
Regarding decentralization and delegation of authority under the direction of the Prime Minister, by the end of April 2025, about 56% of the plan had been achieved. According to the Minister and Head of the Government Office, from now until the end of 2025, there is still a large proportion of administrative procedures that need to be decentralized and delegated from the ministerial level to localities as well as from the ministerial level to departments, divisions and offices.
According to the Prime Minister's direction, the latest updated report as of yesterday (May 16) of the Ministries, branches and localities shows that there are currently 6,358 administrative procedures at 4 administrative levels. The Minister and Chairman emphasized that this is a very large volume of administrative procedures. If we add the administrative procedures from other documents, there will be a total of 8,785 business conditions and according to the request, 30% of this volume of business conditions must be cut.
This is a huge amount of work, the Government Office will actively advise so that in the coming time, the Prime Minister will direct the assignment of tasks to ministries, branches and localities to cut down on business conditions and administrative procedures for products and goods that need specialized inspection.
Regarding products and goods that need specialized inspection, the Minister and Head of the Government Office said that according to the latest report, there are 3,086 products and goods that need specialized inspection.
Regarding the construction of the National Public Service Portal, according to the direction of the Central Steering Committee on Science and Technology Development, from now until July 1, the National Public Service Portal will be upgraded to meet the requirements of handling administrative procedures regardless of administrative boundaries.
To ensure the completion of administrative procedure settlement regardless of administrative boundaries within the provincial level in 2025, the Minister and Head of the Government Office requested ministries and branches to review and develop plans to amend regulations and requirements so that people and businesses can carry out administrative procedures right at their place of residence or at the provincial and commune-level public administrative service centers.
For localities, the Minister and Head of the Government Office requested to urgently develop a roadmap and implementation plan that is suitable to local conditions. Arrange human resources at the commune level, upgrade the information technology infrastructure system to meet digitalization requirements; promote the implementation of qualified online public services and strengthen propaganda and guidance for people and businesses in implementing administrative procedures.
