After 05 years of implementing Resolution No. 43-NQ/TW of the Politburo and 03 years of implementing Resolution No. 119/2020/QH14 of the National Assembly, Da Nang city has achieved a number of outstanding results such as Promoting the effectiveness and efficiency of the state administrative apparatus from city to ward in the direction of ensuring uniformity and smoothness; Promote the mechanism of decentralization and authorization from city authorities to district and ward authorities, reducing intermediaries, shortening processes, procedures and time to resolve work of state administrative agencies.
However, through preliminary review, the implementation of Resolution No. 119/2020/QH14 still faces some difficulties and obstacles; The implementation process of some mechanisms and policies is still slow compared to plan. Although some mechanisms have been implemented, their effectiveness is still low. Some mechanisms and policies have not been specifically regulated or are waiting for documents. The guidelines should be implemented slowly, mainly focusing on piloting the urban government model, lacking specific policies and mechanisms that are groundbreaking, motivating, and pervasive.
