Accordingly, the Minister of Culture, Sports and Tourism decided to assign the Department of Organization and Personnel to preside over and coordinate with relevant agencies and units to develop a Circular amending and supplementing a number of articles of the Circulars of the Minister of Culture, Sports and Tourism stipulating codes, professional title standards and salary scales for civil servants specializing in cultural heritage, libraries, grassroots culture, physical education and sports, fine arts, performing arts and cinema, and cultural propagandists.
Establish a drafting team and a working group to assist in developing the Circular. The drafting team and the working group are responsible for researching and developing the Circular and submitting it to the Minister of Culture, Sports and Tourism for promulgation; ensuring the implementation of tasks and progress according to regulations.
Drafting Circular amending, supplementing and abolishing a number of Circulars regulating decentralization and division of authority in areas under the Ministry of Culture, Sports and Tourism when organizing two-level local government.
The Department of Personnel Organization is the standing unit of the Drafting Team and the Working Group assisting in the development of the Circular. The Department of Personnel Organization is responsible for presiding over and coordinating with relevant units to organize the development of the Circular according to the Plan approved by the Ministry's leaders; Develop estimates, approve estimates, and finalize the budget for the Circular according to regulations.
Department of Cultural Heritage; Department of Vietnam Sports and Physical Training; Department of Performing Arts; Department of Fine Arts, Photography and Exhibition; Department of Grassroots Culture, Family and Library; Department of Science, Technology, Training and Environment coordinate with Department of Organization and Personnel to develop Circular according to the Plan approved by the Ministry's leaders.
The Legal Department coordinates with the Personnel Organization Department to develop the Circular according to the Plan approved by the Ministry's Leaders; Appraises the draft Circular documents before submitting them.
The Department of Planning and Finance shall arrange the budget to ensure the implementation of the circular development according to the plan approved by the Ministry's leaders for signing and promulgation.
