To ensure a clear site for the construction of the Nguyen Trai Bridge, part of the Nguyen Trai Bridge Construction and Urban Redevelopment Project in the surrounding area, on the morning of August 15th, the People's Committee of Ngo Quyen Ward continued to hold a meeting to disseminate information and persuade 27 households who have not yet agreed to hand over the land in the apartment complex at No. 6, Nguyen Trai Street and No. 8, May To Street.
Subsequently, officials from the ward's specialized department, in coordination with the Ngo Quyen Area Project Management Board, directly sent notices regarding the forced land reclamation to each household. This was because, despite efforts to disseminate information, persuade, and explain policies and legal regulations, the households refused to relocate and hand over the land.
According to the People's Committee of Ngo Quyen Ward, the two aforementioned residential areas, with an area of nearly 760 m², are directly related to the construction site of the most important component: the bridge pillars. The delay in handing over the land will slow down the project's progress. This area has 33 households; to date, 6 households have agreed to hand over the land, while 27 households have not yet agreed due to ongoing requests regarding resettlement arrangements.
According to the residents, the apartments they are currently living in were previously public property but have been liquidated and distributed to the people. Therefore, when the land is reclaimed, the city should arrange resettlement with apartment buildings or allocate land with land use fees in the resettlement area to help the residents stabilize their lives. The households do not agree with the plan to support them by arranging rental housing in new apartment buildings that are also public property of the city.
In response to the residents' petition, Vice Chairman of Ngo Quyen Ward People's Committee Vu Phi Tung stated that the ward has been coordinating with relevant departments to review and provide full information to residents based on legal regulations regarding compensation and support policies when the state reclaims land. Simultaneously, they have reported to the city for guidance on resolving the issues raised by the residents. Following the land reclamation process, the ward is completing the enforcement dossiers, reporting to the city for approval, and sending the land reclamation enforcement decision to each specific household. Enforcement will be implemented if residents refuse to hand over the land.

Expedite the relocation of assets.
According to Nguyen Quoc Thai, Chairman of the People's Committee of Ngo Quyen Ward, recognizing the crucial role of the Nguyen Trai Bridge Construction Investment Project and urban beautification in the surrounding area for the socio -economic development of the city, the local authorities have been implementing related tasks in recent days to accelerate the land clearance process for the project.
The ward is focusing on disseminating information and persuading households in the two apartment complexes to agree to hand over the land as soon as possible. At the same time, it is urging organizations that have agreed to hand over the land but have not yet relocated their assets to promptly move them so that the structures can be demolished, ensuring a clean site for construction.
Specifically, on August 5th, the ward, in coordination with the Ngo Quyen Area Project Management Board, relocated assets and dismantled warehouses, handing over the land to the Port Technical Services Joint Stock Company, immediately resolving land-related issues directly affecting the construction of the Nguyen Trai bridge.
Currently, the project site is still obstructed by the railway system and the Hoàng Diệu Port railway station, which belongs to the Vietnam Railway Corporation and has not yet been dismantled. Land plots belonging to organizations such as the City Military Command and Hai Phong Port Joint Stock Company have had land handover agreements signed, but most assets have not yet been moved due to delays in infrastructure and facility completion at the new port area in Lạch Huyện. Although these areas are not directly related to the construction of the Nguyễn Trãi bridge, continued delays in relocation by these organizations will negatively impact the overall progress of the project.
In the coming days, Ngo Quyen ward will continue to focus on urging organizations to move all assets out of the project site. In addition, the ward will coordinate with the Department of Finance, the Vietnam Railway Authority, the Vietnam Railway Corporation , and the Hai Phong Investment and Construction Project Management Board for Transportation and Agriculture to develop a process for handing over and receiving railway infrastructure assets to the city, with the goal of completing the land clearance for the entire project in the ward as quickly as possible.
The Nguyen Trai Bridge construction and urban renovation project in the surrounding area is a key project, a transportation connection project with significant implications for the city's socio-economic development, contributing to urban beautification and expansion.
