Building a culture of compliance with the law.

Law compliance is gradually becoming a way of thinking and behaving in daily life. In Quang Ninh province, many flexible approaches in disseminating and educating people about the law have contributed to raising awareness of voluntary compliance and bringing the law closer to the people.

At Dong Trieu High School (Dong Trieu Ward), since the beginning of 2026, the work of disseminating and educating about the law has been implemented through many lively forms, linked to issues relevant to students' age group such as preventing and combating drug abuse in schools, safe traffic participation skills, etc.

Notably, at the mock trial promoting drug prevention in schools, a hypothetical scenario was constructed based on a case of "Organizing the illegal use of narcotics," in which the perpetrators were all teenagers and students. The script was staged by the school's own students, ensuring relatable and easily understandable content, creating engagement and positive interaction.

A mock trial to raise awareness about drug prevention and control in schools was organized by the People's Procuracy of Region 5 at Dong Trieu High School.

The scenario reflects a worrying reality: driven by a desire for self-expression, curiosity, or a lack of understanding, some teenagers are easily lured and enticed into drug-related activities. These impulsive and thoughtless choices not only lead to legal consequences but also negatively impact their studies, future, and social order and safety.

The trial was conducted in accordance with the provisions of the Criminal Procedure Code, including questioning, debate, indictment, and sentencing; helping students gain a more visual understanding of legal responsibility for violations, thereby enhancing their awareness of law compliance.

Teacher   Ngo Quoc Binh , Principal of Dong Trieu High School, said: "In recent times, the school has always focused on innovating the dissemination and education of law in a visual way, linked to practical situations and the psychology of students. Experiential activities such as mock trials, traffic safety awareness campaigns, or skills in preventing and combating social evils not only help students easily absorb knowledge but also contribute to forming awareness and responsibility in behavior and compliance with the law."

In the province, legal awareness campaigns are increasingly being implemented in a practical and realistic manner. The content focuses on clarifying the methods and tactics of various types of crimes, especially online fraud, drug-related crimes, and violations involving young people, students, and university students; while also strengthening early warning systems to help people increase their vigilance and proactively equip themselves with preventative skills.

Furthermore, the application of digital platforms in disseminating legal information is increasingly emphasized to deliver information to the public faster, more widely, and in line with current trends. The entire province currently maintains nearly 2,000 Zalo groups managed by local police forces, with over 133,000 participants... Through these channels, thousands of news articles, videos, and propaganda materials are regularly posted; contributing to the dissemination of positive information, promptly refuting fake news, harmful and malicious information; and simultaneously creating a channel for quickly receiving reports and denunciations of crimes from the public.

Simultaneously, the provincial judicial sector is also promoting digital transformation in the dissemination and education of law to expand access to information for the people. Through practical methods in disseminating and educating the public about the law, the awareness of voluntarily complying with the law is increasingly being raised, contributing to the formation of a culture of law compliance in the community.
