To improve management and address violations by organizations that are slow to put land into use, the Chairman of the People's Committee of Son La province, Hoang Quoc Khanh, signed Directive No. 15/CT-UBND, assigning specific tasks to departments, agencies, and the People's Committees of districts and cities.
Accordingly, the Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to review and compile a list and management files of organizations that have been allocated or leased land for projects but have not used the land for 12 consecutive months or have been slow to put the land into use for 24 months; and to summarize the difficulties, obstacles, and reasons for not or being slow to put the land into use. This should be completed before September 30, 2023.

Inspect and monitor projects and constructions that fail to utilize land or are behind schedule in land use; strictly and thoroughly handle projects and constructions in violation of the law; resolutely reclaim land from projects and constructions that have terminated their investment projects or whose land use extension period has expired but have not yet completed investment and put the land into use. Advise on land reclamation for investment projects that are subject to land reclamation due to failure or delay in putting the land into use, in order to improve land use efficiency.
Compile and list projects and works with violations, publicly post them on the provincial People's Committee's electronic portal, and send the information for public posting on the Ministry of Natural Resources and Environment 's electronic portal before November 30th of each year.
The Department of Planning and Investment and the Provincial Industrial Parks Management Board will review and compile a list of projects that are behind schedule but are eligible for schedule adjustments, as well as projects that are behind schedule but are not eligible for schedule adjustments.
In coordination with the Department of Natural Resources and Environment, review and summarize difficulties and obstacles, assess the causes of project delays; advise the Provincial People's Committee on solutions to overcome difficulties and obstacles in order to accelerate project implementation.
Organize inspections and audits of projects that have received investment approval but show signs of violations; strictly and thoroughly handle projects and works with violations in accordance with the law; advise the Provincial People's Committee to terminate the operation of investment projects with violations in accordance with the provisions of investment law.
The People's Committees of districts and cities shall strictly implement Decision No. 529/QD-UBND dated March 5, 2019, of the Provincial People's Committee on the regulations for coordination between the Department of Natural Resources and Environment and the People's Committees of districts and cities in implementing some contents of state management of land.
Continue to direct the Chairpersons of the People's Committees of communes, wards, and towns to be responsible for detecting, preventing, and promptly handling illegal land use rights transfers and land use purpose changes; detecting, applying measures to prevent, and promptly handling the construction of structures on encroached land or land used for purposes other than those permitted in the locality, and compelling those who commit violations to restore the land to its original condition before the violation occurred.
Regularly review, inspect, and monitor the progress of land use for projects in the area, promptly identify projects that are behind schedule or not being implemented, and report to the Provincial People's Committee (through the Department of Natural Resources and Environment) for handling according to regulations.
Continue implementing the commitments signed between the Chairpersons of the People's Committees of districts and cities and the Chairperson of the Provincial People's Committee regarding strengthening the role and responsibility in resource management and environmental protection.
The Provincial People's Committee requests that departments, agencies, and the People's Committees of districts and cities report their results to the Provincial People's Committee through the Department of Natural Resources and Environment before June 15th and December 15th; the Department of Natural Resources and Environment will compile and report to the Provincial People's Committee before June 30th and December 31st annually.
