Spring arrives in the mountainous town of Son La.

On the eve of the new spring, strolling on Khau Ca hill, gazing out at the Sơn La city center evokes a flood of emotions. The vast Northwest Square, with its majestic statue of President Ho Chi Minh, stands out amidst the rolling mountains and forests. New constructions and urban areas spring up one after another, creating a more spacious, modern, and distinctive urban landscape.

We are proud and moved to see this spring marking the historic transformation of the two-tiered local government model. Son La City – the city of Hoa Ban flowers – has entered history, laying a solid foundation for the four new wards of To Hieu, Chieng Coi, Chieng An, and Chieng Sinh, with their expansive spaces. From the very beginning of implementing the two-tiered local government model, guided by the six clear principles of "clear person, clear task, clear time, clear responsibility, clear product, clear result," the Party committees and governments of the wards have led and directed departments, agencies, and units to effectively implement socio -economic development and national defense and security goals in the area. As 2025 draws to a close, the wards have successfully completed their tasks in all fields. Notably, in the area of ​​digital transformation, the People's Committees of all wards were rated as good, with To Hieu ward ranking first, Chieng Coi ward ranking second, and Chieng Sinh and Chieng An wards ranking sixth and eighth respectively out of a total of 27 wards and communes that were rated as good.

To Hieu Ward was established by merging four wards: Chieng Le, To Hieu, Quyet Thang, and Quyet Tam, expanding development space, optimizing resources, and attracting investment. The ward boasts a spacious and modern administrative area, with the To Hieu Flower Garden in front – one of the projects celebrating the Party Congresses at all levels for the 2025-2030 term. This project also marks the transition from a three-tiered to a two-tiered local government model, officially operational from July 1, 2025. Built on an area of ​​4,200 m², the flower garden is named after Comrade To Hieu – a steadfast communist soldier who dedicated his entire life to the revolutionary cause of the Party and sowed the seeds of revolution in Son La.

In a New Year's story, Comrade Tong The Anh, Secretary of the Party Committee of To Hieu Ward, informed: Proud to bear the name of the steadfast revolutionary soldier To Hieu, with the efforts of the entire political system, the consensus of the people and the business community, in 2025, the ward's economy will develop stably, maintaining its growth momentum; key infrastructure projects will be implemented synchronously. The ward has completed and exceeded 19 out of 19 socio-economic targets for 2025. Budget revenue in the area is estimated at 129.2 billion VND, equivalent to 467.3% of the provincial budget allocation. During the year, the ward completed the appraisal, approval and submission to the Provincial People's Committee for approval of the partial adjustment of 3 planning projects; 112 new enterprises and 1 cooperative were established, creating jobs for over 5,000 workers.

Adjacent to To Hieu ward is Chieng An ward, established by merging Chieng An ward and Chieng Den and Chieng Xom communes. Entering a new phase of development, with high determination, the ward's Party Committee and government focus on leading comprehensive, civilized, distinctive, and modern development. The ward has over 2,200 hectares of coffee and 1,200 hectares of plum trees. The ward aims to develop large-scale commercial agriculture, applying science and technology, and moving towards green and organic farming. This year, the ward successfully organized the first Chieng An Ward Coffee Festival, attracting over 4,000 visitors. Building on this foundation, the ward plans to invest in deep processing and diversify products, from roasted and ground coffee, instant coffee, and specialty coffee to dried plums, jams, and juices. At the same time, it supports organizations and individuals in registering trademarks and geographical indications to enhance their value and competitiveness.

Chieng An also possesses many advantages in terms of natural landscapes and diverse cultural identity for developing ecotourism and community-based tourism. Comrade Nghiem Van Tuan, Chairman of the People's Committee of Chieng An Ward, said: Entering the new year, the ward continues to do a good job of planning, zoning, building, restoring, and protecting potential tourist attractions such as: stilt houses, rice fields, caves, ecological forests, apricot and plum blossom gardens, coffee plantations... Along with that, we are connecting with tourism businesses to build experiential tours so that tourists can visit, harvest, process, and enjoy agricultural products on-site; combined with homestay accommodation and enjoying traditional cuisine of ethnic minorities.

From peaceful villages along the Nam La stream, to sprawling rice paddies and orchards, and new urban areas, Chieng Coi ward today is transforming, becoming a unique ecological and cultural tourism urban space, a place where the traditional values ​​of the Thai ethnic group converge with the aspiration for modern, sustainable development. Especially, twice a month on Saturday evenings, the Hoang Quoc Viet pedestrian street comes alive with music, traditional folk dances, and folk songs. All these elements blend together to create a unique cultural space, contributing to a dynamic and modern Son La that still retains its rich cultural identity.

With a focus on developing eco-tourism linked to preserving cultural identity, Chiềng Cơi ward is gradually concretizing the goals of building a model new rural area and a civilized urban area associated with sustainable tourism. Mr. Nguyễn Văn Thản, Chairman of the People's Committee of Chiềng Cơi ward, said: The ward is focusing on reviewing and replanning tourism spaces in the direction of preserving and promoting traditional cultural values, while supporting people in transforming production models and developing distinctive products. The goal is to form an agricultural tourism chain connecting Hùn and Mòng villages, developing more check-in points, creating attractive destinations, contributing to increasing people's income and promoting the image of Chiềng Cơi to tourists inside and outside the province.

Located at the southeastern gateway, on the main transportation axis connecting administrative, commercial, service areas and new urban areas, Chiềng Sinh ward has favorable conditions for trade and economic development. This is an important foundation for promoting digital transformation, urban economic development, improving the quality of life, and building a civilized, smart, and sustainable urban area. The ward has focused on reviewing all bottlenecks and obstacles related to planning, land clearance, and procedural issues of public investment projects to accelerate investment progress. It has also reviewed and balanced additional capital for investment in educational facilities, urban beautification, and flood control.

Notably, the Chiềng Sinh - Chiềng Ngần road construction project (section from Km2+327m to Km7+527m) has a main route of 5.13 km, a roadbed width of 36m, with the starting point at Ka Láp intersection and the end point at Híp village. In addition to the main route, the project also includes a branch road leading to Phiêng Bó Tòng area, 0.85 km long, with a roadbed width of 25m. Mr. Lò Phong Nam, Chairman of the Chiềng Sinh Ward People's Committee, reported: Immediately after taking over the project, Chiềng Sinh ward intensified its propaganda efforts; organized public meetings to widely disseminate the purpose, significance, scope, scale; land acquisition plan, land and property surveying and inventory, and procedures for land clearance, which received high levels of public support. Construction is progressing rapidly, with completion and handover expected in June 2026, six months ahead of schedule.

Welcoming the Year of the Horse, amidst the vibrant and bustling atmosphere of spring, the Party committees, authorities, and people of the wards all share a common determination to achieve development goals and aspire to build a green, rapid, sustainable, and distinctively developed mountainous town in Son La.
