Yen Bai ranked 9th on the SIPAS Index and PAR INDEX

Yen Bai - This morning, April 6, at the regular Government meeting in March 2025 and the Government's online conference with localities, the results and rankings of the People's Satisfaction Index for the Service of State Administrative Agencies (SIPAS) in 2024 and the Public Administration Reform Index (PAR Index) in 2024 of the People's Committees of provinces and centrally run cities were announced.

According to the 2024 Public Administration Reform Index results, Yen Bai province ranked 9th (up 1 place compared to 2023).

Accordingly, Yen Bai province achieved 86.42%, ranked 9th out of 63 provinces and cities in the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS Index) and in the Administrative Reform Index (PAR Index) reached 90.54%, ranked 9th out of 63 provinces and cities in the rankings (up 1 rank compared to 2023).

To achieve this result, in the past time, the Provincial People's Committee and the Provincial Steering Committee for Administrative Reform have resolutely led and directed all levels and sectors to synchronously implement 6 areas of administrative reform including: Institutional reform; Administrative procedure reform; Reform of the state administrative apparatus; Reform of the civil service regime; Public finance reform and Building and developing e-Government and digital Government. At the same time, the Department of Home Affairs (the Standing Office of the Provincial Steering Committee for Administrative Reform) has been directed to strengthen inspection and supervision, promote information and propaganda work to raise the sense of responsibility of cadres, civil servants and public employees in the province to be determined to perform well the tasks of administrative reform in the province; closely coordinate with the Ministry of Home Affairs to assess the impact of people's and organizations' satisfaction with the services of state administrative agencies in the province.

Yen Bai ranked 9th in the Satisfaction Index of people and organizations with the services of state administrative agencies.

It is known that the level of people's satisfaction with the service of state administrative agencies in general is synthesized from the level of satisfaction with 23 contents of policy formulation and implementation and from the level of satisfaction with 16 contents of public administrative service provision. In 2024, the level of satisfaction with the service of state administrative agencies in general (SIPAS Index 2024) nationwide is 83.94%.

The satisfaction level with the service of state administrative agencies of 63 provinces and cities is between 78.17% - 91.10%, of which the 5 provinces and cities with the highest satisfaction level in 2024 are: Hai Phong, Thai Nguyen, Hai Duong, Quang Ninh, Ba Ria - Vung Tau.

Regarding the PAR Index in 2024, provinces and cities across the country continued to maintain positive growth, with the highest average value in history, reaching 88.37%, 1.39% higher than in 2023. This is also the second consecutive time that 63/63 localities achieved an PAR Index result of over 80%.

According to the assessment, Hai Phong city ranked first in the 2024 Public Administration Reform Index with a result of 96.17%, 4.30% higher and 1 rank higher than in 2023.
