Yen Bai - This morning, April 6th, at the regular Government meeting for March 2025 and the online Government conference with localities, the results and rankings of the Satisfaction Index of Citizens with the Services of State Administrative Agencies (SIPAS) for 2024 and the Public Administration Reform Index (PAR Index) for 2024 of the People's Committees of provinces and centrally-administered cities were announced.
According to the 2024 Administrative Reform Index results, Yen Bai province ranked 9th (an increase of 1 position compared to 2023). |
Accordingly, Yen Bai province achieved 86.42%, ranking 9th out of 63 provinces and cities in the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS index) and in the Public Administration Reform Index (PAR index) achieved 90.54%, ranking 9th out of 63 provinces and cities in the ranking (an increase of 1 rank compared to 2023).
To achieve these results, the Provincial People's Committee and the Provincial Steering Committee for State Administrative Reform have decisively led and directed all levels and sectors to synchronously implement six areas of administrative reform, including: Institutional reform; Administrative procedure reform; State administrative apparatus reform; Civil service system reform; Public finance reform; and the development of e-government and digital government. Simultaneously, they directed the Department of Internal Affairs (the Standing Agency of the Provincial Steering Committee for State Administrative Reform) to strengthen inspection and supervision, promote information and communication to raise awareness and responsibility among officials and civil servants in the province, and ensure the successful implementation of administrative reform tasks; and to closely coordinate with the Ministry of Internal Affairs to assess the impact on citizen and organizational satisfaction with the services provided by state administrative agencies in the province.
Yen Bai ranks 9th in the Index of Satisfaction of Citizens and Organizations with the Services of State Administrative Agencies.
It is known that the level of public satisfaction with the services of state administrative agencies in general is compiled from the level of satisfaction with 23 aspects of policy development and implementation and from the level of satisfaction with 16 aspects of public administrative service provision. In 2024, the level of satisfaction with the services of state administrative agencies in general (SIPAS 2024 Index) nationwide was 83.94%.
The level of satisfaction with the services of state administrative agencies in 63 provinces and cities ranges from 78.17% to 91.10%, with the 5 provinces and cities having the highest satisfaction levels in 2024 being: Hai Phong, Thai Nguyen, Hai Duong, Quang Ninh, and Ba Ria - Vung Tau.
Regarding the 2024 Administrative Reform Index, provinces and cities nationwide continued to maintain positive growth, with the highest average value in history, reaching 88.37%, 1.39% higher than in 2023. This is also the second consecutive time that all 63/63 localities have achieved a score above 80% in the Administrative Reform Index.
According to the assessment, Hai Phong city topped the ranking of the Administrative Reform Index in 2024 with a score of 96.17%, 4.30% higher and one rank higher than in 2023.
