Eight communes in coastal and island areas were recognized to have escaped from poverty in 2024 in Thanh Hoa, Quang Tri, Ben Tre and Kien Giang provinces.
The Prime Minister has just signed Decision No. 1535/QD-TTg, dated December 9, on recognizing 8 extremely difficult communes in coastal and island areas in the 2021-2025 period in Thanh Hoa, Quang Tri, Ben Tre , and Kien Giang provinces to escape the situation of extreme difficulty in 2024.
The Decision states that 8 communes with special difficulties in coastal and island areas in the period of 2021 - 2025 in Thanh Hoa, Quang Tri , Ben Tre, and Kien Giang provinces will escape the situation of special difficulties in 2024;
At the same time, these 8 communes were also removed from the List of extremely disadvantaged communes in coastal and island areas for the period 2021 - 2025 in Appendix II issued with Decision No. 353/QD-TTg dated March 15, 2022 of the Prime Minister approving the list of poor districts and extremely disadvantaged communes in coastal and island areas for the period 2021 - 2025 as follows:
Thanh Hoa Province (1 commune): Ngu Loc commune, Hau Loc district;
Quang Tri Province (3 communes): Hai An commune, Hai Khe commune in Hai Lang district and Gio Hai commune in Gio Linh district;
Ben Tre Province (3 communes): Thanh Hai commune, An Thanh commune, An Qua commune in Thanh Phu district;
Kien Giang Province (1 commune): Tho Son commune, Hon Dat district.
The Prime Minister also assigned the People's Committees of Thanh Hoa, Quang Tri, Ben Tre and Kien Giang provinces to announce this Decision.
Along with that, prioritize and allocate local budgets to continue to fully implement poverty reduction policies and complete the infrastructure system at commune and inter-commune levels to serve people's lives, production, and access to basic social services of communes recognized as having escaped the situation of special difficulty in this Decision;
Maintain and improve the quality and results achieved in the criteria for assessing extremely disadvantaged communes in coastal and island areas in the 2021-2025 period, focusing on the criteria for the rate of poor and near-poor households, infrastructure for accessing basic social services, and serving people's livelihoods to ensure sustainability when escaping from extremely difficult situations.
The People's Committees of the provinces are fully responsible before the law, the Prime Minister, the inspection and auditing agencies for the accuracy of information, data, content and implementation of solutions committed to proposing recognition of escaping the situation of special difficulty in 2024.
This Decision takes effect from the date of signing. The Ministry of Labor, Invalids and Social Affairs is responsible for monitoring, inspecting and supervising the provinces of Thanh Hoa, Quang Tri, Ben Tre and Kien Giang in implementing the responsibilities specified in Clause 1 and Clause 2, Article 2 of this Decision.
Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of Thanh Hoa, Quang Tri, Ben Tre and Kien Giang provinces are responsible for implementing this Decision.
Decision No. 1535/QD-TTg takes effect from December 9, 2024.
Article 4 of Decision No. 36/2021/QD-TTg dated December 13, 2021 stipulates criteria for determining communes with special difficulties in coastal and island areas: Criteria for determining particularly disadvantaged communes in coastal and island areas include 02 criteria, specifically as follows: 1. Communes with a boundary adjacent to the coast or communes on sandbanks, islets, lagoons, peninsulas, and islands with a poverty and near-poor household rate of 15% or more according to the multidimensional poverty standard for the period 2022 - 2025; Communes affected by continuous saltwater intrusion for 3 months or more a year and have a poverty and near-poor household rate of 12% or more according to the multidimensional poverty standard for the period 2022 - 2025. 2. Lack (or not achieved) of 3/9 infrastructure works to access basic social services, serving people's lives, specifically: a) The commune has not met the national criteria on health according to regulations of the Ministry of Health. b) The facilities of the kindergarten, primary school or secondary school have not yet reached level 2 of the national standards as prescribed by the Ministry of Education and Training. c) The rate of solid classrooms in nurseries and kindergartens according to regulations of the Ministry of Education and Training is below 75%. d) There is no cultural house or multi-purpose hall and sports field serving the cultural and sports activities of the whole commune that meets the standards prescribed by the Ministry of Culture, Sports and Tourism. d) The rate of households with access to clean water for daily life according to regulations of the Ministry of Health is below 85%. e) The rate of households using hygienic toilets according to regulations of the Ministry of Health is below 70%. g) The rate of kilometers of commune and inter-commune roads asphalted or concreted to meet the technical standards of the Ministry of Transport is below 85%. h) The rate of kilometers of village and hamlet roads that are hardened and meet the technical standards of the Ministry of Transport is below 75%. i) The rate of kilometers of main intra-field roads that are hardened and convenient for motor vehicles to travel, meeting the technical standards of the Ministry of Transport, is below 40% (in the Mekong Delta region alone, it is below 30%). |
