In the exciting and confident atmosphere of all the staff of the Ministry of Foreign Affairs at home and abroad towards the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, term 2025-2030, as Secretary of the Party Committee and Ambassador of Vietnam to Cuba, I am deeply aware that this is not only a great event but also an opportunity to affirm that over the past 80 years under the direct leadership of the Party and President Ho Chi Minh, the Vietnamese diplomatic sector through generations has been and continues to strive to study and promote the pioneering role of foreign affairs in well implementing the 3 goals: "Creating and maintaining a peaceful and stable environment", "mobilizing external resources for national development" and "enhancing the position and prestige of the country" as set forth by the 13th National Party Congress.
This congress is an important historical milestone when “our country is standing at a new historical starting point. Bringing the country into a new era, an era of rising up, is in line with the trend of the times and reality”, this is an opportunity for Vietnam to achieve the 100-year strategic goal under the leadership of the Party, creating a solid foundation to achieve the goal of 100 years of national founding.
With that profound meaning, the Party Committee in Cuba organized and implemented a political activity called "Researching, thoroughly grasping, and propagating the guiding ideology and major orientations of the Party and General Secretary To Lam on the new era - the era of national rise". The activity was widely deployed throughout the Party Committee and Youth Union in Cuba, helping each cadre, Party member, and youth union member to have a deeper understanding of the guiding viewpoints, policies, and major decisions of the Party and General Secretary To Lam. In particular, it aroused pride, enthusiasm, and confidence in the Party's leadership, creating motivation to successfully implement the Resolutions of Party Congresses at all levels and the 13th National Party Congress, towards the 14th National Party Congress.
As Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said, “to bring the country into a new era, it is necessary to build an increasingly comprehensive, modern, and professional foreign affairs and diplomacy to meet the requirements of the new period. Accordingly, it is necessary to arrange and organize a streamlined foreign affairs apparatus that operates effectively and efficiently, in parallel with mechanisms and policies favorable to foreign affairs; to build a team of foreign affairs and diplomacy cadres who not only have qualifications, capacity, and political courage, but also dare to think, dare to do, dare to innovate, dare to pioneer, make breakthroughs, and have skills and qualifications on par with international standards.”

Faced with the role and tasks of the Ministry of Foreign Affairs in the new era, the Party Committee in Cuba needs to continue to do well:
Firstly, to innovate the leadership methods of Party committees and organizations at all levels. In particular, to focus on promoting the role and professional strengths of grassroots Party organizations in implementing resolutions and directives of the Central Committee and the Party Committee at higher levels; to standardize the working style and procedures of the Party Committee; to regularly conduct inspections and supervisions with the motto "supervision must be expanded", "inspection must be focused and key" to promptly detect shortcomings and defects for correction.
Second, direct the good implementation of political tasks, especially key and urgent tasks; direct the work of researching, forecasting, advising and assessing the situation, recommending measures to promote Vietnam-Cuba relations in many fields; prioritize the implementation of tasks to enhance economic, trade and investment cooperation between the two countries. At the same time, strongly implement the work of overseas Vietnamese; focus on caring for and strengthening the close relationship and solidarity between party members, the masses and the Vietnamese community in Cuba; support the community to feel secure in developing, turning towards the homeland and contributing their enthusiasm and intelligence to the cause of building and defending the Fatherland.
Third, constantly improve the quality, strongly innovate the content and methods of activities of Party cells in the direction of expansion and democracy, while strengthening discipline, overcoming formality and monotony in activities, ensuring the leadership, education and fighting spirit of grassroots Party organizations. Along with that, build a team of diplomatic cadres and Party members who are absolutely loyal to the Party's ideals and the interests of the nation, possessing all the qualities of "both red and professional"; demonstrating the mettle, ethics and diplomatic style of Ho Chi Minh, always being alert, proactive in prevention, not allowing self-evolution, self-transformation, corruption and negativity.
Entering a new era, an era of the Vietnamese nation's rise, each cadre and party member at the Party Committee in Cuba will constantly train and cultivate revolutionary ethics, striving to become diplomatic officials who are "both red and professional" as the late General Secretary Nguyen Phu Trong said at the National Foreign Affairs Conference in December 2021: "The deeper we integrate with the world, the more we need diplomats and foreign affairs activists with strong political will; with enough qualifications, prestige and style to stand shoulder to shoulder with other countries and international friends; wholeheartedly serving the Fatherland and the people. Diplomats and foreign affairs activists need to always remember that behind them is the Party, the country, and the people."
