Deputy Prime Minister Bui Thanh Son: Ensuring the most successful signing ceremony of the Hanoi Convention

On the afternoon of October 13, at the Government headquarters, Deputy Prime Minister Bui Thanh Son chaired a meeting to complete the preparations of the Steering Committee for the Signing Ceremony of the United Nations (UN) Convention against Cybercrime and related events in Vietnam (Steering Committee for the Signing Ceremony of the Hanoi Convention).

The Steering Committee was established by Prime Minister Pham Minh Chinh with the following tasks: Advising and proposing specific and effective plans, solutions and methods to carry out activities for the signing ceremony of the UN Convention against Cybercrime and related events in Hanoi from October 25-26; assisting the Prime Minister in directing, coordinating and urging relevant ministries, branches and localities in the process of organizing the signing ceremony of the Convention and related events in Vietnam; performing other tasks as required by the Prime Minister.

Reporting at the meeting, Deputy Minister of Public Security Pham The Tung said that from January 2025 to present, the Ministry of Public Security, the Ministry of Foreign Affairs and relevant ministries and branches have actively prepared for the signing ceremony.

As of October 8, more than 100 delegations representing UN member states and international organizations led by senior leaders, heads of ministries and international organizations have confirmed their attendance at the signing ceremony. The event will also be attended by technology companies, researchers, media and international press.

The Ministry of Public Security and the Ministry of Foreign Affairs have closely coordinated with the United Nations Office on Drugs and Crime (UNODC) to develop the program for the signing ceremony, including the official welcoming ceremony for the Heads of Delegations attending the signing ceremony; the high-level opening session co-chaired by President Luong Cuong and the UN Secretary-General; the signing ceremony of the Convention chaired by the UN (as this is an activity within the framework of the UN).

According to Deputy Foreign Minister Dang Hoang Giang, in addition to preparing for the signing ceremony, the Ministry of Foreign Affairs and the Ministry of Public Security have actively coordinated with ministries and branches to prepare for high-level delegation exchanges; sideline events, including 8 talks, 32 seminars and more than 20 exhibition booths of countries and international organizations related to science, technology, digital transformation, cybersecurity and combating cybercrime.

Concluding the meeting, the Deputy Prime Minister emphasized that the UN's selection of Hanoi as the venue for the signing ceremony of the Convention is a very special event, marking the first time a global multilateral Convention in a field of great interest to the international community has been associated with a Vietnamese location.

The Deputy Prime Minister especially appreciated the Ministry of Public Security and the Ministry of Foreign Affairs for proactively coordinating with relevant ministries, branches and Hanoi City to deploy preparation work according to the right direction and roadmap.

Due to the limited time left to organize the event while the workload is very large, the Deputy Prime Minister requested the Sub-committees to continue to actively and proactively promote the implementation of tasks, ensuring quality and time; promptly report to the Steering Committee on situations arising beyond their authority to ensure the most successful Convention Signing Ceremony to celebrate the 14th National Party Congress.

Regarding specific tasks, the Deputy Prime Minister requested the Ministry of Public Security and the Ministry of Foreign Affairs to continue to coordinate with the Office of the President and relevant agencies to complete the overall project and projects on content, finance - logistics, diplomacy and high-level mobilization, protocol, communications - culture, security - health, on that basis, build very specific plans and assign tasks clearly.

Regarding finance and logistics, the Ministry of Finance urgently synthesizes budget proposals from ministries and branches, especially the Ministry of Public Security and the Ministry of Foreign Affairs, to develop a spending framework for activities within the framework of the event.

The Deputy Prime Minister requested to ensure security and order early and from afar; smooth traffic; and propaganda before, during and after the event.

The UN Convention against Cybercrime was initiated in 2019 with the development of the first draft of a universal, globally-encompassing document. Vietnam and other member states supported the UN in starting the negotiation process for this document.

After 8 formal negotiation sessions and 5 mid-term meetings lasting about 30 months (February 2022 to August 2024), the UN General Assembly officially agreed to adopt the Convention on December 24, 2024. The Convention promises to become an "important universal, globally inclusive legal instrument" for all member states on cooperation in preventing and combating cybercrime.
