Administrative reform associated with digital transformation has been identified by An Giang province as an important breakthrough, contributing to building a streamlined, professional, and modern administration. With high political determination, the province has concretized the Party's resolution with synchronous solutions, creating a clear change in serving the people and accompanying businesses.

Streamlined apparatus, efficient service

Implementing Resolution No. 18-NQ/TW on organizational structure, Resolution No. 57-NQ/TW on science - technology , innovation and Resolution No. 60-NQ/TW on two-level government, An Giang province has deployed many synchronous solutions. After the merger, the province has an area of ​​9,888 km², a population of nearly 5 million people, with 102 commune-level administrative units. The two-level apparatus operates smoothly, stably, in a streamlined and effective direction.

People come to resolve documents at An Giang Provincial Public Administration Service Center, procedures are quick and transparent.

At the same time, administrative procedure reform is promoted on the digital technology platform. 100% of administrative agencies from the province to the commune handle procedures in the electronic environment; data is connected and communicated with the National Public Service Portal and the National Population Database. These are clear evidences of the strong transformation in the leadership and direction of administrative reform.

At the Provincial Public Administration Service Center, the working atmosphere is always busy but orderly. Each file is received and processed quickly, publicly and transparently. Mr. Le Truong Son, Director of the Center, Deputy Chief of Office of the An Giang Provincial People's Committee said: "The Center always determines to take the satisfaction of people and businesses as a measure. We publicize and transparently handle procedures, strongly apply digital technology, minimize the time to process files, so that administrative reform can truly come into life."

People are at the heart of innovation

Not only changing the process, An Giang province also pays special attention to the human factor. The staff and civil servants are trained and fostered in digital skills, while practicing service style, considering people's satisfaction as an important criterion. At the grassroots level, many officials go to households to guide people on online operations, helping the elderly or people with difficulty in traveling to access public services more conveniently.

Ms. Ngo Thi My Xuyen, a civil servant of the People's Committee of Giong Rieng Commune , shared: "At first, many people were hesitant about online public services. We went to their homes to guide them and promoted the role of the community digital technology team in the hamlet. Now, even the elderly are familiar with the operation, significantly reducing the congestion of paper documents."

Ms. Tran Kim Thuy (71 years old), residing in So Tai hamlet, expressed her satisfaction: “Previously, to do land procedures, I had to go to the district, which was both costly and time-consuming. Now, the commune officials come to my place to guide me step by step, I can submit my application right at the commune and receive the results quickly. What I appreciate most is the dedicated and detailed service attitude, helping people feel secure, clearly seeing the innovation and closerness of the government.”

An Giang province also launched the "Digital Education for All" movement, launching the SmartAnGiang application to help people easily open digital payment accounts. More than 10,200 people were supported, making transactions convenient right at home; 100% of agencies and units in the province made salary and fee payments via banks. More than 20,000 activated electronic public service accounts also helped officials reduce paperwork pressure, focusing more on serving the people. Thanks to that, the administrative reform index reached 84.32%, the satisfaction index reached 82.17%.

Dedicated staff provide guidance from the grassroots, demonstrating people-centered administrative reform.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang province Ho Van Mung said that after completing the arrangement of administrative units and implementing the two-level government, the provincial apparatus has operated stably, streamlined, effectively and efficiently. People's Councils at all levels have increasingly promoted their role as state power agencies in the locality, promptly institutionalizing policies and resolutions; at the same time, strengthening supervision, ensuring discipline and transparency. People's Committees at all levels have also innovated their management methods, created development, served the people and accompanied businesses.

Administrative reform is identified as a breakthrough, with 100% of administrative agencies performing procedures in the electronic environment, data is linked with the National Public Service Portal and the National Population Database. Administrative reform indicators and people's satisfaction level have all been raised. An Giang is determined to continue building e-government, digital government , improving the investment environment, enhancing competitiveness and moving towards a modern, professional administration, best serving the people.
