An Cu transforms from 3 national target programs

Many projects are being implemented

An Cu commune has 68% of the population being ethnic minorities. Most of the people live on agriculture, focusing on irrigation in the highlands; the land here is not fertile, rice yield is 400 - 550 kg/ ^1,000m2 so income is unstable; service and trade sectors are slow to develop. In addition, the roads are small, welfare works, especially schools, are degraded, 15/15 schools do not meet standards. The implementation of 3 national target programs in the area has brought many practical results.

From the new rural construction program for the period 2021 - 2025, An Cu commune was allocated nearly 17.5 billion VND of public investment capital from the central budget. On that basis, the locality implemented 11 lists of projects with the Project Management Board and Construction Investment of Tinh Bien Area (before the merger) as the investor. To date, 10 projects have been completed and put into use, 1 project is being implemented, expected to be completed in 2025. Thanks to that, An Cu commune achieved 16/19 criteria and 54/57 targets in new rural construction. The locality strives to meet new rural standards by 2030.

The national target program on sustainable poverty reduction has achieved remarkable results. By early 2025, the commune had 240 poor households and 50 near-poor households, of which 184 were Khmer poor households and 32 were near-poor households. In the period of 2021 - 2025, An Cu commune implemented 9 poverty reduction models and projects, with a total capital of nearly 5.5 billion VND, supporting 161 poor, near-poor and newly escaped poverty households. Introduced more than 4,000 workers to jobs in and outside the province, introduced 25 workers to sign labor contracts abroad.

In addition, the locality also supported the construction and repair of houses for 630 poor, near-poor, policy families, and families in difficult circumstances, with a budget of more than 42.6 billion VND. Implementing the program of eliminating temporary and dilapidated houses, the commune built 296 new houses, with a budget of 26.63 billion VND; supporting 334 households that are not beneficiaries.

Regarding the national target program for socio -economic development in ethnic minority and mountainous areas, An Cu commune focuses on implementing project 1 to solve the shortage of residential land, housing, production land, and domestic water; project 4 is investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas and public service units in the ethnic sector. The total medium-term public investment capital for the period 2021 - 2025 is nearly 37.8 billion VND. The commune has invested in 17 categories, to date completing and putting into use 13 projects, the remaining 4 projects will be implemented in 2025...

People's lives improve

Vice Chairman of the People's Committee of An Cu Commune, Lam Van Ba, said that the implementation of the three national target programs in the area has brought positive results. Many infrastructures, rural transportation, educational facilities, and people's housing have been upgraded, repaired, and newly built. The program supports many economic models, helping people change production, increase income, and improve the quality of life.

The family of Mrs. Neang Rot, residing in Vinh Lap hamlet, is a poor household in the commune. Mrs. Neang Rot said that her family received support from the local government to build a house from Program 167, and 2,000 square ^meters of agricultural land for rice cultivation. “In 2023, my family received support for a pair of cows. After selling the cows, I bought tables and chairs and opened a small shop. Every day, my family earns about 200,000 VND. In addition to the money from selling food, my children also regularly send money home from work. Up to now, my family has escaped poverty,” Mrs. Neang Rot said happily.

According to Mr. Lam Van Ba, despite receiving many investment capital sources, the 3 national target programs have not brought about the expected results. Accordingly, the programs have many implementation contents, leading to small capital, not fully promoting the motivation. The beneficiaries are almost the same and 1 subject should not enjoy 2 similar regimes and policies. On the other hand, the capital allocation time is slow, the implementation instructions are sometimes not timely; the support level still has many inappropriate contents...

To develop the socio-economy and improve the quality of people's lives, in the coming time, the locality will integrate capital from 3 investment programs into breakthrough content. In addition, it will implement the conversion of crop density on ineffective land; take advantage of capital sources for infrastructure investment; and develop tourism. The locality focuses on developing services and trade along newly invested roads such as: Provincial Road 948, Provincial Road 949; Tra Su Melaleuca Forest Tourist Area, resort project, brocade weaving village, traditional bull racing... Striving to achieve new rural standards by 2030.
