Determined to overcome the timeline

The Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1 is 188.2km long, has 4 lanes, and a total investment of 44,691 billion VND. The project is divided into 4 component projects; in which the Provincial People's Committee is the managing agency of component project 1, 57km long, with a total investment of 13,526 billion VND.

On September 26, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Mung had a working session with the Project Management Board and contractors, requesting the units to complete the technical traffic opening of the entire project component 1 before December 10. This is a flexible timeline set by the province, earlier than the general direction of the Prime Minister (December 19) to ensure the project is completed safely and on schedule. To achieve this goal, the general spirit is to "eat quickly, sleep quickly, overcome the sun and overcome the rain". The Chairman of the Provincial People's Committee requested contractors to increase the work "3 shifts" and strictly comply with the regulations on technical and construction quality.

The two biggest problems at present are the supply of sand and stone. Comrade Ho Van Mung directed the Department of Agriculture and Environment to coordinate with the Project Management Board to complete the procedures to immediately supply 500,000m3 ^of sand from Tan My mine (according to legal regulations); at the same time, the units must ensure the source of stone for construction.

According to the Director of the Provincial Project Management Board, Dinh Van To, the investor closely monitors the project implementation progress every week to urge implementation. At the same time, closely coordinates with the sectors and contractors to promptly remove difficulties and obstacles in the construction process to speed up the implementation progress and ensure the project quality.

Flexible application of technical solutions

On September 12, Vice Chairman of the Provincial People's Committee Ngo Cong Thuc had an inspection and urging session, requesting units to focus on proposing and applying innovative technical solutions. Contractors and consultants proposed a plan to change the road surface structure, replacing the material with grade I aggregate stone. This breakthrough solution can shorten the time by at least 120 - 140 days compared to the original plan. Comrade Ngo Cong Thuc requested the Department of Construction to urgently review and approve, if necessary, consult the Ministry of Construction soon to ensure the legality and quality of the project.

According to the Provincial Project Management Board, as of September 26, the construction output of component project 1 reached 59.81% of the contract value, exceeding the plan (59.79%). The estimated value of the implemented output reached about 5,018 billion VND out of the total contract value of 8,391 billion VND. However, the major challenge of sand supply is still being urgently resolved. Currently, the units supplying 6,735,962m3 ^of sand for component project 1, reaching about 72% of the total required volume of ^9,321,000m3 .

The total capital allocated to component project 1 to date is VND 3,886,394 billion, of which the central budget capital accounts for VND 3,833,261 billion and the provincial budget capital accounts for VND 53,133 billion. As of September 26, the project has disbursed VND 2,417,047 billion, reaching 62.2% of the total allocated capital. If comparing this disbursement value with the total capital allocated at the beginning of 2025 (VND 3,449,247 billion), the disbursement rate of 70.1% shows that the disbursement progress is being focused on and accelerated according to the requirements of the Government and the Provincial People's Committee.

In addition to the road surface, comrade Ho Van Mung requested the synchronous completion of items such as fences on both sides of the route and related items to be completed before December 10. In particular, the Chairman of the Provincial People's Committee affirmed that the province will strictly screen contractors. Units that perform well will be proposed to the Government and introduced to do the next project. Contractors that are not proactive and do not ensure progress will have their contracts revoked and projects not assigned in the province. This is a strong move to improve responsibility and construction quality.

With the strong leadership of the provincial leaders and the synchronous participation of departments, branches, sectors and contractors, component project 1 of the Chau Doc - Can Tho - Soc Trang expressway project phase 1 is racing against time, promising to reach the finish line soon, bringing a new look and strong development momentum to the key economic region in the South.
