Chau Doc - Can Tho - Soc Trang Expressway: A race against time.

The province is focusing all its efforts and showing high determination to complete component project 1 (57km long) of the key Chau Doc - Can Tho - Soc Trang expressway, ensuring technical opening to traffic before December 10, 2025, nearly 10 days earlier than the general directive of the Prime Minister.

Determined to surpass the deadline.

Phase 1 of the Chau Doc - Can Tho - Soc Trang expressway project is 188.2 km long, with 4 lanes, and a total investment of VND 44,691 billion. The project is divided into 4 component projects; in which the Provincial People's Committee is the managing agency for component project 1, which is 57 km long and has a total investment of VND 13,526 billion.

On September 26th, Mr. Ho Van Mung, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, held a working session with the Project Management Board and contractors, requesting that all units complete the technical opening of the entire Component 1 of the project before December 10th. This is a flexible deadline set by the province, earlier than the general directive of the Prime Minister (December 19th), to ensure the project is completed safely and as committed. To achieve this goal, the general spirit emphasized is "eating quickly, sleeping urgently, overcoming the sun and rain." The Chairman of the Provincial People's Committee requested that contractors increase their work to "3 shifts and 4 teams" and strictly adhere to regulations on technical standards and construction quality.

The two biggest issues currently are the supply of sand and stone. Comrade Ho Van Mung directed the Department of Agriculture and Environment to coordinate with the Project Management Board to immediately complete the procedures for granting 500,000 of sand from Tan My mine (according to legal regulations); at the same time, the units must ensure the supply of stone for construction.

According to the Director of the Provincial Project Management Board, Dinh Van To, the investor closely monitors the project's progress weekly to expedite implementation. Simultaneously, they closely coordinate with relevant departments and contractors to promptly resolve difficulties and obstacles during construction, thereby accelerating progress and ensuring project quality.

Flexibly apply technical solutions.

On September 12th, Vice Chairman of the Provincial People's Committee Ngo Cong Thuc conducted an inspection and urged relevant units to focus on proposing and applying innovative technical solutions. Contractors and consultants proposed a plan to change the road surface structure, replacing the material with Grade I crushed stone. This breakthrough solution could shorten the project by at least 120-140 days compared to the original plan. Mr. Ngo Cong Thuc requested the Department of Construction to promptly review the proposal and, if necessary, seek the opinion of the Ministry of Construction early to ensure the legality and quality of the project.

According to the Provincial Project Management Board, as of September 26th, the construction output of component project 1 reached 59.81% of the contract value, exceeding the planned target (59.79%). The estimated value of completed work is approximately VND 5,018 billion out of a total contract value of VND 8,391 billion. However, the major challenge regarding sand supply is still being urgently addressed. Currently, suppliers have provided 6,735,962 of sand for component project 1, reaching approximately 72% of the total required volume of 9,321,000 .

The total capital allocated to component project 1 to date is VND 3,886.394 billion, of which central government budget accounts for VND 3,833.261 billion and provincial budget accounts for VND 53.133 billion. As of September 26th, the project has disbursed VND 2,417.047 billion, reaching 62.2% of the total allocated capital. Compared to the total allocated capital at the beginning of 2025 (VND 3,449.247 billion), the disbursement rate of 70.1% shows that the disbursement progress is being accelerated in accordance with the requirements of the Government and the Provincial People's Committee.

Besides the road surface, Comrade Ho Van Mung requested the simultaneous completion of other items such as fences on both sides of the route and related items, to be finished before December 10th. In particular, the Chairman of the Provincial People's Committee affirmed that the province will strictly screen contractors. Units that perform well will be recommended to the Government and introduced to the next project. Contractors who are not proactive or do not ensure progress will have their contracts revoked and will not be assigned projects in the province. This is a firm move aimed at improving responsibility and construction quality.

With decisive leadership from the provincial authorities and the coordinated efforts of various departments, agencies, and contractors, component project 1 of the Chau Doc - Can Tho - Soc Trang expressway project, phase 1, is racing against time, promising to reach completion soon and bring a new look and strong development impetus to the Southern key economic region.
