An Giang province places particular emphasis on improving its institutional framework, considering it a core element in creating a competitive advantage in the development of science and technology, innovation, and digital transformation. The review, supplementation, and renewal of management mechanisms for science and technology activities are carried out continuously to create the most favorable legal environment for these activities. The province places citizens and businesses at the center of all policies, promoting the development of an innovation and startup ecosystem and encouraging new ideas and initiatives. At the same time, the province proactively develops mechanisms and policies on digital transformation to ensure that citizens and businesses benefit maximally from public services and social amenities in a more convenient, faster, and more efficient manner.
Through this, An Giang has achieved impressive results in building and developing digital infrastructure, creating a solid foundation for digital transformation. Currently, high-speed fiber optic internet has covered 100% of commune, ward, and town centers; broadband mobile internet covers 100% of hamlets and villages, maximizing the needs of people for service use and information searching. In particular, 100% of industrial parks, businesses, schools, and hospitals have internet connectivity for management and operation, and 100% of the province's state agencies have local area networks as well as internet connections and dedicated data transmission networks of Party and State agencies, ensuring smooth operation.
According to the Director of the Department of Science and Technology, Le Quoc Cuong, the province has promptly implemented activities to disseminate the policies and resolutions of the Central Government and the province, especially Resolution 57-NQ/TW of the Politburo and Resolution 03/NQ-CP of the Government. An Giang has concretized legal documents and policies of the Central Government to suit the local situation, perfecting the legal framework for science and technology in the province. Many encouraging results have been achieved in the digital transformation of public services, bringing clear benefits to people and businesses. Currently, there are over 1,200 online public services implemented, helping people and businesses carry out administrative procedures anytime, anywhere. The rate of timely resolution of administrative procedures reaches over 99%, showing the professionalism and efficiency of the administrative apparatus. Alongside infrastructure development, An Giang's human resources in science and technology, innovation, and digital transformation have also been strongly strengthened in both quantity and quality. Currently, the province has 49 science and technology organizations, with 32,215 people holding a university degree or higher (accounting for 85.41%).
In particular, the implementation of Project 06/CP in the province has achieved many positive results: Of the 18 tasks in collaboration with ministries and agencies, 5 have been completed and are being regularly implemented, 9 are currently underway, and 4 are being regularly carried out. Currently, An Giang is continuing to seriously and effectively implement 42 pilot models according to the coordination plan between the working group implementing Project 06/CP and the Provincial People's Committee. To date, 39 out of 42 models have been implemented, of which 19 have produced concrete products and results. A prime example is model 32: Information on criminal record certificates on VNeID, which was officially connected and implemented on November 11, 2024. By February 19, 2025, the entire province had received 5,318 applications for criminal record certificates, of which 1,642 were received through the VNeID application, accounting for 30.87%. Model 5: Deploying online public services on VNeID, connecting the procedure for issuing criminal record certificates from VNeID to the province's Public Service Portal, as well as procedures for residence notification, vehicle registration, etc.
At the meeting of the Steering Committee on Science and Technology Development, Innovation, Digital Transformation, Administrative Reform, and Project 06/CP of An Giang province, Chairman of the People's Committee of An Giang province, Ho Van Mung, emphasized the necessity of focusing investment and development on science and technology, viewing it as a key driving force for the province's sustainable development. The Chairman of the People's Committee requested that all sectors and levels strengthen the application of science and technology in production, with a focus on agriculture, as this not only optimizes production processes but also opens up many new opportunities for the province's agricultural products. At the same time, members of the Steering Committee, heads of departments and agencies, and People's Committees at all levels need to enhance their responsibility in implementing the policy on science and technology development, innovation, and digital transformation in the province. In addition, the Office of the Provincial People's Committee, in coordination with relevant units, will urgently advise the head of the steering committee to issue regulations on the operation of the steering committee and assign tasks to its members, as well as advise on handling proposals and recommendations related to the development of science and technology, innovation, digital transformation, etc.
