An Giang is one of the bright spots in implementing the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025, notably for integrating science and technology tasks into the program, bringing research topics and science and technology application projects to directly serve poverty reduction efforts. At the same time, the province has deployed many smart applications based on Industry 4.0 technology; paid attention to supporting science and technology enterprises participating in rural development projects; and encouraged startup and innovation models among rural youth.
Science and technology are becoming a crucial driving force helping many localities escape outdated production methods, opening up new opportunities for farmers and the poor to access modern markets. In communes and wards, poor and near-poor households not only receive support in terms of seedlings, livestock, agricultural tools, and production equipment, and access to loans, but also gain access to scientific and technological knowledge and digital skills through training programs and technology transfer. This helps people confidently transform their production methods, abandon small-scale, fragmented practices, actively participate in commodity production, and increase their income.
According to Pham Ho Quoc Tuan, Standing Deputy Secretary of the Party Committee and Chairman of the People's Council of Tan Thanh commune, encouraging people to boldly apply science and technology and new techniques to production has become a suitable direction contributing to creating sustainable livelihoods for the people. Poverty reduction efforts do not stop at short-term support but are implemented through fundamental changes in people's production mindset, helping them escape poverty and limit the risk of falling back into poverty. To date, the lives of people in the commune have improved significantly, and living conditions, living environment, and access to social services are gradually being ensured.
In many localities, poor and near-poor households receive comprehensive support in terms of capital, technology, and production organization, along with guidance on applying science and technology to production. Access to knowledge helps people be proactive in production, reduce disease risks, and improve productivity and product quality. Ms. Thai Thi Hong, residing in Dong Cham hamlet, Long Thanh commune, shared: “Previously, my family was classified as a poor household. The government and local authorities provided support in building a solidarity house, providing livestock, and guiding me in applying science and technology to pig farming, helping me stabilize my life and have the opportunity to escape poverty.”
Many agricultural cooperatives cultivate according to VietGAP standards, applying water-saving irrigation systems, deep processing techniques, and scientific quality management systems, achieving higher production efficiency compared to traditional farming methods; gradually building an agricultural production system oriented towards commodity production, modernity, and sustainability, and affirming the brand of agricultural products. The province has been granted a trademark registration certificate for An Giang rice by the Intellectual Property Office. This is an important basis for identifying and developing the An Giang rice brand in the future.
Science and technology have also brought breakthroughs in the consumption of agricultural products. Currently, many farmers are proactively embracing digital transformation and applying e-commerce, bringing clean agricultural products and distinctive local products to consumers, opening up opportunities for increased value and stable outlets.
Thanks to the accelerated application of science and technology, bringing scientific and technical achievements into daily life in conjunction with digital transformation, the province's poverty rate has decreased year by year, and rural life is increasingly improving, especially in ethnic minority areas. Currently, the province has 12,736 poor households, accounting for 1.27%; and 24,687 near-poor households, accounting for 2.46%. The total number of poor ethnic minority households is 2,869, accounting for 2.9%.
Entering a new phase, the province continues to promote the application of science and technology, innovation linked to digital transformation, considering this a crucial pillar for improving productivity, product quality, competitiveness, and people's lives. The province focuses on digital transformation in rural areas, bringing agricultural products to e-commerce platforms; applying science and technology in deep processing to enhance the value of key products; and developing smart rural models linked to digital infrastructure, digital education, and digital healthcare. At the same time, the province encourages science and technology enterprises to participate in poverty reduction programs; strengthens international cooperation in science and technology to expand markets and update new technologies; and supports vocational training, especially for women and poor laborers, helping them achieve economic self-reliance.
