Ho Van Mung, member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang province, delivered a speech at the conference.
Speaking at the conference, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested local Party committees and authorities to definitively complete land clearance work. The Chairman assigned the Director of the Department of Agriculture and Environment to advise the Provincial People's Committee on resolving issues and ensuring the supply of construction materials for projects serving the APEC 2027 Conference and other key projects in accordance with the law, preventing any corruption. Investors are required to report to the Department of Agriculture and Environment to ensure the supply of construction materials as per regulations. The Department of Construction is requested to publish construction material prices that closely reflect market fluctuations and to prevent corruption.
The provincial inspectorate is tasked with conducting inspections of land clearance work throughout the province. The provincial police are responsible for monitoring and ensuring that there is no dishonest reporting on material sources or the transfer of materials to projects outside the province, and for promptly detecting and handling violations according to regulations.

Chairman of the Provincial People's Committee Ho Van Mung emphasized that the investor must be held responsible if the contractor is incompetent, fails to meet the construction schedule, or does not complete the payment documents as required; investors must resolutely apply corrective measures in accordance with the contract and legal regulations.
The Chairman of the Provincial People's Committee stated that in the coming period, the Chairman and Vice-Chairmen of the Provincial People's Committee will conduct unannounced on-site inspections of construction projects to promptly address difficulties and obstacles, accelerate construction progress, and expedite the disbursement of public investment funds. At the same time, he requested that localities strictly implement legal regulations on land acquisition; and that departments, agencies, and the Phu Quoc Special Economic Zone continue to accelerate the implementation of projects serving the APEC Conference.
The conference was held online with communes, wards, and special zones within the province.
According to the Department of Finance's report, the total capital plan allocated by the Prime Minister to An Giang province in 2026 is 28,508 billion VND; of which the initial allocation was 27,303 billion VND, and an additional 1,205 billion VND was allocated.
To date, the province has allocated detailed capital plans totaling over 27,739 billion VND, achieving 100% of the assigned plan; of which, central government budget capital is nearly 13,124 billion VND, and local government budget capital is over 14,615 billion VND.
The cumulative disbursement as of May 27, 2026, is VND 4,353 billion, reaching 15.94% of the capital plan assigned by the Prime Minister at the beginning of the year, 15.27% of the additional capital plan assigned by the Prime Minister, and 16.41% of the capital plan assigned by the Provincial People's Council; an increase of VND 653 billion compared to the 3rd session (May 13, 2026), representing a 2.29% increase.

Across the province, 75 out of 117 units have disbursed funds (an increase of 33 units compared to the third session). Of these, 13 out of 15 provincial-level units have disbursed funds; and 29 out of 102 commune, ward, and special zone People's Committees have disbursed funds.
Specifically, projects serving the APEC Conference have disbursed 2,409 billion VND, reaching 17.5% of the allocated capital.
Overall, the volume of public investment capital allocated to the province in 2026 is large, requiring a high implementation schedule. However, the implementation process still faces many difficulties and obstacles, especially in compensation and land clearance; the supply of construction materials and fuel is unstable; regulations on investment procedures are still complex, and the preparation time is lengthy; the responsibility of the heads of some investors has not been fully utilized, and they have not been decisive in directing and managing; some contractors lack or have weak financial capacity, equipment, and construction personnel…
