An Giang strives to become a center of marine economy

The Secretary of the An Giang Provincial Party Committee affirmed that the Congress is a major political event, of special significance for the development path in the context of the country entering a new era of development.

On the morning of October 3, in Rach Gia ward, the 1st Congress of An Giang Provincial Party Committee, term 2025-2030 opened in an exciting and hopeful atmosphere.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense attended and directed the congress. Party Central Committee member, Vice President Vo Thi Anh Xuan; former leaders of the Party, State, An Giang hometown; representatives of central ministries, branches, Military Region 9; provincial leaders, former provincial leaders of different periods, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor and 448 delegates, representing 131,548 Party members of the entire Party attended the congress.

The Congress Organizing Committee announced the Politburo 's Decision on appointing the Executive Committee, Standing Committee, Secretary and Deputy Secretary of the An Giang Provincial Party Committee for the 2025-2030 term. Accordingly, the Provincial Party Committee Executive Committee has 66 members, the Standing Committee has 16 members. Comrade Nguyen Tien Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee for the 2020-2025 term, was appointed to hold the position of Secretary of the An Giang Provincial Party Committee.

The Congress Organizing Committee also announced the Secretariat's Decision to appoint the Inspection Committee, Chairman and Vice Chairmen of the Inspection Committee of An Giang Provincial Party Committee for the 2025-2030 term, with 12 members; the Politburo's Decision to appoint the Delegation of the An Giang Provincial Party Committee to attend the 14th National Congress of the Party, with 37 official delegates and 5 alternate delegates.

In his opening speech, Party Central Committee member and An Giang Provincial Party Secretary Nguyen Tien Hai affirmed that the Congress is a major political event, of special significance for the province's development path in the context of the country entering a new era of development. This is an opportunity to look back on the efforts of the past term, and determine the position of the Party Committee and the locality in the development process.

During the past term, the leadership capacity, fighting strength of the Party organization, and the quality of Party members were improved. The activities of the political system became increasingly effective and efficient - especially after implementing the Central Government's policy on streamlining the apparatus, administrative units, and building a two-level local government, creating high consensus among cadres and people.

The economy recovers and grows year by year; the economic structure shifts in the right direction; urban infrastructure is increasingly invested in synchronously; there are many positive changes; the appearance of rural areas, the material and spiritual life of the people are constantly improved; national defense and security are maintained; foreign affairs, integration, international cooperation and regional connectivity are strengthened.

General Phan Van Giang requested that the province build a clean and strong Party Committee and political system, perfect a streamlined organization, operate effectively, efficiently and effectively. The provincial Party Committee needs to assess and correctly assess the general situation and context, clearly identify the potential and advantages of the locality, select key tasks and development breakthroughs, to focus on leadership and direction, and create new changes in socio-economic development.

Based on the implementation of the Central's strategic breakthroughs, An Giang will apply them into 3 development breakthroughs for the province in the coming time. These are: Focusing on developing the marine economy, becoming a strong marine economic center of the country; focusing on developing marine tourism, focusing on Phu Quoc Special Zone with a unique and outstanding mechanism, becoming a locomotive, spreading development to other regions and fields; prioritizing the development of urban areas and infrastructure for marine economic development.

The province completes and upgrades infrastructure such as completing intra-provincial and inter-regional highways, upgrading airports to meet new requirements, especially Phu Quoc airport, developing multi-purpose seaports and river ports to serve logistics, import, export, and tourism; making breakthroughs in applying science and technology, digital transformation, and focusing on digital government.

The province promotes institutional reform, improves competitiveness, creates a transparent and favorable investment and business environment, promotes selective investment attraction, especially in industrial, high-tech, logistics and cultural and ecological tourism projects, develops border trade economy, effectively promotes existing industrial parks and expands new industrial spaces, closely links with large FDI enterprises, and actively participates deeply in the global value chain.

The General expects that with its great potential and space, An Giang can absolutely achieve an economic growth rate of 11% or more in the new term. The province needs to proactively and actively integrate internationally, especially in the international economy, to attract more resources, enhance its overall strength, and mobilize the potential of the whole society. An Giang strives to become the economic locomotive of the Mekong Delta, focusing on investing in the Phu Quoc Special Zone, bright-green-clean-beautiful, worthy of hosting APEC 2027.

The province focuses on ensuring harmony between economic development and solving social issues, constantly improving the material and spiritual life of the people; synchronously deploying solutions to implement Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 71-NQ/TW on breakthroughs in education and training development; Resolution No. 68-NQ/TW on private economic development and other resolutions... The Party Committee needs to continue to consolidate and build a national defense, a national defense posture close to people's security, people's security posture, build a defense zone, a solid "people's hearts posture".

In the 2020-2025 term, the province effectively implemented three breakthroughs in socio-economic development, including: Administrative reform with many solutions to modernize the administration, build and develop e-government, digital government, improve the business environment, enhance competitiveness; strengthen resource mobilization and release, focus on investment in building socio-economic infrastructure, especially synchronous and modern transport infrastructure; develop quality human resources in basic fields to meet development requirements.

The province effectively implemented 5 key programs, including: Urban development program, human resource development program, national target program on new rural construction, socio-economic development program for ethnic minority and mountainous areas, national target program on sustainable poverty reduction, contributing to the completion of many important socio-economic targets of the province.

In the 2020-2025 term, the province's GRDP growth averaged 5.68%/year, the economic scale expanded, and the structure shifted in the right direction. The agricultural sector played a supporting role in the economy, focusing on improving productivity, quality, and competitiveness. Trade, services, and tourism continued to grow positively, with total export turnover reaching 9.29 billion USD, an average increase of 9.39%/year.

At the same time, the marine economy has developed strongly, accounting for 80% of the province's GRDP; the border economy has been consolidated through investment in the border gate system, logistics and cross-border trade, forming a new growth pole, associated with ensuring national defense and security.

An Giang Provincial Party Committee currently has 107 Party Committees directly under the Provincial Party Committee, 931 grassroots Party organizations and 131,548 Party members. The province has completed the arrangement of two-level local government administrative units with 102 commune-level units. Social culture, education, health care, and social security have improved, with the poverty rate at 0.91%. National defense and security have been maintained, and foreign relations have expanded, especially with Cambodia./.
