Spreading the spirit, will and determination of the 20th Nghe An Provincial Party Congress

After 2 days of serious, urgent, democratic and responsible work, with the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", on the morning of October 3, the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, completed the proposed contents and programs and was a great success.

The delegates focused their intelligence, promoted democracy and responsibility, discussed enthusiastically and frankly, and contributed many profound opinions to the Political Report and the Review Report of the 19th Provincial Party Executive Committee. The delegates unanimously approved the Resolution of the Congress, highly agreed with the Action Program to implement the Resolution, identified goals, targets, orientations and breakthrough tasks, demonstrating the great determination of the entire Party Committee, government and people of Nghe An in the new term.

The Political Report at the Congress affirmed the important and relatively comprehensive results that the province has achieved in the 2020 - 2025 term, and at the same time frankly pointed out the limitations, causes and drew lessons in leadership and direction of implementation. On that basis, the Congress clearly identified the viewpoints, goals, tasks and major solutions for the 2025 - 2030 period, with the spirit of renewing development thinking, towards a modern growth model, based on science, technology, innovation and digital transformation as the main driving force; institutional and governance innovation as a lever; Nghe An culture and people as the foundation. The Congress also emphasized the orientation of strongly shifting from extensive to intensive development, focusing on developing green economy , digital economy, marine economy, circular economy, high-tech industry and high-quality services. In particular, focusing on creating a breakthrough for rapid development in the Eastern region and sustainable development in the Western region of Nghe An province.

By 2030, Nghe An strives to become a fairly developed province in the country, a growth pole with national influence; a center of the North Central region in high-tech industry and agriculture, healthcare, education - training, science - technology, trade, logistics and tourism. The province aims to build a synchronous and modern infrastructure system that effectively adapts to climate change; improve the material and spiritual life and health of the people; preserve and promote the value of the forest, sea, island ecosystems, culture, history and traditions, especially Nghe An culture. National defense, security, border and island sovereignty continue to be maintained. Vision to 2045, Nghe An strives to become a high-income, comprehensively developed, civilized and modern province.

The Congress identified 39 main targets and groups of targets for the 2025-2030 term, including 5 groups of targets on Party building and the political system; 10 groups of targets on economics, science and technology; 17 targets on culture and society; 5 targets on the environment; and 2 targets on national defense and security.

Also in the 2025 - 2030 term, the Congress set a target of an average GRDP growth rate of 12%/year; average income per capita of 163 - 190 million VND/year; total social investment capital in the 2026 - 2030 period is estimated at 1,150 trillion VND. The province strives for an average increase in state budget revenue of 12% or more, a reduction in poor households of 0.5 - 1.5%/year, a health insurance coverage rate of over 95% of the population and over 80% of communes and wards ensuring safety standards for security and order.

In his closing speech at the Congress, Nghe An Provincial Party Secretary Nguyen Duc Trung emphasized: In the coming term, the political system will continue to have revolutionary changes in the direction of streamlining, effectiveness and efficiency. The two-level local government has been operating stably, promoting new roles and responsibilities. However, in the face of development requirements in the new period, the province faces many challenges, especially in terms of capacity, responsibility and proactiveness and creativity of cadres, civil servants and public employees at all levels; requirements for innovation in operating mechanisms, improving the effectiveness of policy implementation; higher requirements for exemplary, pioneering and flexible cadres and party members.

Comrade Nguyen Duc Trung requested that Party committees at all levels, authorities, the Fatherland Front and socio-political organizations in the province urgently organize the dissemination and study of the Congress Resolution in a serious and systematic manner to all cadres, party members and people of all walks of life, creating high unity in awareness, consensus in will and determination to act.

The Provincial Party Secretary emphasized the need to promptly develop and promulgate programs, projects, and plans to implement the Resolution, in which it is necessary to clearly assign people, tasks, time, responsibilities, resources, and outputs, creating a vibrant competitive atmosphere right from the beginning of the term.

In particular, each delegate attending needs to promote the role of a core propagandist, spreading the spirit, will and determination of the Congress to agencies, work units and the masses; be active and exemplary in implementing the contents that have been resolved, contributing to bringing the Congress Resolution into life soon, becoming a practical driving force to promote the rapid and sustainable development of the province.

Immediately after the Congress, the Provincial Party Secretary also requested all levels, sectors, localities and units in the province to focus on directing the overcoming of severe consequences caused by storm No. 10, ensuring that no one goes hungry or homeless; to soon stabilize life, study, work, restore production, business and develop the socio-economy.

Regarding personnel work, the Congress elected the 20th term Nghe An Provincial Party Executive Committee consisting of 68 comrades; elected 30 official delegates and 3 alternate delegates to attend the 14th National Congress of the Party.

At the first meeting of the Provincial Party Executive Committee, the 20th term, the Executive Committee members elected the Provincial Party Standing Committee consisting of 17 comrades; elected comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee for the 2020-2025 term, to hold the position of Secretary of the Provincial Party Committee for the 2025-2030 term, elected Deputy Secretaries of the Provincial Party Committee and the Provincial Party Committee's Inspection Committee. The election results achieved a high percentage of concentrated votes, demonstrating the solidarity, unity and trust of the entire Party Committee in the team of key leaders in the new term.
