The State Bank has just issued Official Dispatch No. 4085/NHNN-TT to credit institutions, foreign bank branches and payment intermediary service providers on promoting non-cash payment activities.

Accordingly, the State Bank recommends that units actively continue to research and apply preferential policies, exemptions and reductions of payment service fees and reasonable payment intermediary service fees to promote cashless payments. Among them, preferential policies are applied to online payment transactions for public services and customers in the group of beneficiaries of social security policies when opening and using bank accounts and e-wallets to receive social security benefits.
In addition, based on their needs and business conditions, each unit will consider, respond to, and support the above policy through appropriate incentive programs and promotional policies during the event (in June and culminating on Cashless Day, June 16).
Specifically, for credit institutions and foreign bank branches, the State Bank recommends researching and applying reasonable incentive policies, coordinating with payment acceptance units to implement promotional programs, promote services, and show gratitude to customers to encourage customers to use non-cash payments such as exempting or reducing payment service fees; gifts, refunds, discounts on goods and services, giving bonus points... to customers when opening payment accounts, bank cards...
Or pay bills, pay for goods and services using non-cash payment methods (card payment, payment via mobile phone application, payment via QR code…).
In addition, credit institutions and foreign bank branches should consider offering preferential discount fees to payment acceptance units that participate in and accompany promotional programs, service promotion, and customer appreciation during the event.
For payment intermediary service providers, the State Bank also recommends coordinating with credit institutions, foreign bank branches, goods and service providers, etc. to research and apply appropriate incentive and promotional policies (discounts, rebates, refunds, giving/accumulating bonus points, giving gifts, etc.) for customers using payment intermediary services.
Organizations providing e-wallet services have reasonable incentive policies such as fee exemptions, discounts, gift vouchers, etc. for customers who successfully register, open, and link e-wallets with domestic debit cards and payment accounts opened at banks.
Credit institutions, foreign bank branches and payment intermediary service providers shall proactively develop their own incentive programs and policies, promote them to customers and coordinate with relevant organizations and units for implementation.
