
On March 21, the Standing Committee of the Bac Kan Provincial Party Committee issued Decision No. 1612-QD/TU on the establishment of the Steering Committee for the reorganization of administrative units and agencies of the Vietnam Fatherland Front, political and social organizations, and mass organizations assigned tasks by the Party and State. Comrade Hoang Duy Chinh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, is the Chairman of the Committee. Comrades Phuong Thi Thanh, Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; and Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, are the Vice-Chairmen. The fact that key provincial leaders serve as the Chairman and Vice-Chairmen of the Steering Committee demonstrates the province's responsibility and seriousness in undertaking this extremely important task.
Based on the guidance and direction from the Central Government and the direct guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Steering Committee, all levels, sectors, localities, and the entire political system have joined hands to implement the contents according to the prescribed timelines. For more than a month now, the Board of Directors and many specialized departments of the Department of Internal Affairs have been working at full capacity, regardless of holidays, and even working at night to ensure the progress and quality of the assigned tasks.
To prepare for the 27th session of the Provincial People's Council, the Provincial People's Committee has directed specialized agencies to prepare the contents. Accordingly, it is expected that there will be two items drafted by the Department of Internal Affairs: a submission of a draft Resolution approving the principle of rearranging commune-level administrative units in Bac Kan province; and a submission of a draft Resolution approving the principle of merging Bac Kan province and Thai Nguyen province.

Mr. Vu Van Yen, Deputy Director of the Department of Internal Affairs: The workload is enormous, and the tight timeframe requires the unit's leaders, officials, and civil servants to make every effort to complete the assigned tasks in advising and organizing the implementation of administrative unit mergers. On April 15th, the Standing Committee of the National Assembly issued Resolution No. 76/2025/UBTVQH15 on the arrangement of administrative units in 2025. Two days later, Bac Kan urgently organized a public consultation on the draft plans for merging commune-level administrative units and consolidating Bac Kan and Thai Nguyen provinces, with nearly 100% of voters agreeing. Various options were proactively developed by the department beforehand to align with the central government's guidelines on the percentage of commune-level administrative units to be merged.
Mr. Ha Kim Oanh, Chairman of the People's Committee of Bach Thong District, shared: "The entire political system has joined forces in propaganda and mobilization, helping people understand and agree with the Party's policy on restructuring the administrative apparatus. Each vote reflects the people's opinions, entrusting their faith and expectations for a new phase of national development."
Following the directives of the Central Committee and the Standing Committees of the Thai Nguyen and Bac Kan Provincial Party Committees, the agencies and units of the two provinces have proactively coordinated to advise the Standing Committees of the two Provincial Party Committees on effectively leading the dissemination, understanding, and implementation of documents from the Central Committee, the Politburo, the Secretariat, and the Central Steering Committee on the reorganization of provincial-level administrative units. The Standing Committees of the two provinces have held three working sessions on the reorganization and merger of administrative units, clearly demonstrating a positive and proactive spirit in carrying out the assigned tasks. Both sides have coordinated in developing plans for the arrangement of administrative headquarters after the reorganization; preparing for the reorganization and consolidation of the organizational structure; and arranging and assigning cadres, civil servants, public employees, and workers.
In the coming period, the province will closely adhere to the timelines in the plan, ensuring that all tasks are carried out on schedule, especially important milestones such as: completing the amendment of the Constitution and related laws before June 30, 2025; beginning the transitional period for newly operational district and commune-level administrative units from July 1, 2025, according to the transition roadmap, and completing all of them before August 15, 2025; completing the merger of provinces before September 1, 2025...
The work ahead is immense, urgent, and fraught with difficulties and complexities, but with great determination, decisive action from the entire political system, and strong consensus from the people, we are confident that Bac Kan will successfully complete this important political task, contributing to the country's entry into a new era.
