
On March 21, the Standing Committee of the Bac Kan Provincial Party Committee issued Decision No. 1612-QD/TU on the establishment of the Steering Committee for the arrangement of administrative units and agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State. Comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation is the Head of the Committee. Comrades: Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee are Deputy Heads of the Committee. The fact that key leaders of the province are the Heads and Deputy Heads of the Steering Committee shows the responsibility and seriousness of the province with this extremely important task.
Based on the guidance and direction of the Central Government and the direct direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Steering Committee, all levels, sectors, localities and the entire political system have joined hands to implement the contents according to the prescribed time frames. For more than a month now, the Board of Directors and many specialized departments of the Department of Home Affairs have been working at full capacity, regardless of holidays, even working at night to ensure the progress and quality of assigned tasks.
In preparation for the 27th session of the Provincial People's Council, the Provincial People's Committee has directed specialized agencies to prepare contents, accordingly, it is expected that there will be 02 contents drafted by the Department of Home Affairs, including: Submission of the draft Resolution approving the policy of rearranging commune-level administrative units in Bac Kan province; Submission of the draft Resolution approving the policy of merging Bac Kan province and Thai Nguyen province.

Mr. Vu Van Yen, Deputy Director of the Department of Home Affairs: The workload is huge, and in a short time, the unit's leaders, officers and civil servants must make every effort to complete the assigned tasks in advising and organizing the implementation of the contents of administrative unit mergers. On April 15, the National Assembly Standing Committee issued Resolution No. 76/2025/UBTVQH15 on the arrangement of administrative units in 2025. Two days later, Bac Kan urgently organized to collect public opinions on the draft Project on merging commune-level administrative units and merging Bac Kan and Thai Nguyen provinces with the rate of voters agreeing up to nearly 100%. The different options were proactively developed by the sector in advance to comply with the Central Government's orientation on the rate of commune-level administrative units that need to be merged.
Mr. Ha Kim Oanh, Chairman of the People's Committee of Bach Thong district, shared: The entire political system has joined in the propaganda and mobilization to help people understand and agree with the Party's policy on administrative apparatus arrangement. Each vote represents the people's opinion, expressing their trust and expectation in the country's new development step.
Implementing the direction of the Central Committee and the Standing Committees of Thai Nguyen and Bac Kan Provincial Party Committees, the agencies and units of the two provinces have proactively coordinated to advise the Standing Committees of the Provincial Party Committees of the two provinces to effectively lead the work of propaganda, dissemination, and implementation of documents of the Central Committee, the Politburo, the Secretariat, and the Central Steering Committee on the arrangement of provincial-level administrative units. The Standing Committees of the two provinces have had 3 working sessions on the arrangement and merger of administrative units, clearly demonstrating a positive and proactive spirit in performing assigned tasks. The two sides have coordinated to develop plans for the arrangement of administrative headquarters of administrative units after the arrangement; prepare to arrange and perfect the organizational apparatus; arrange and assign cadres, civil servants, public employees, workers, etc.
In the coming time, the province will closely follow the timelines in the plan, ensuring that the work is carried out on schedule, especially important timelines such as: Before June 30, 2025, the amendment of the Constitution and related laws must be completed; the operation of new district and commune-level administrative units that have just come into operation from July 1, 2025 according to the transitional roadmap and completed before August 15, 2025; the merger of provinces must be completed before September 1, 2025, etc.
The work ahead is very busy, urgent, difficult and complicated, but with great determination, drastic actions of the entire political system, and high consensus of the people, we believe that Bac Kan will successfully complete this important political task, contributing to the whole country entering a new era./.
