Bac Lieu: An attractive destination for investors.

With the motto "always accompanying and sharing difficulties with businesses and investors," Bac Lieu has been considered a "bright spot" in attracting investment from domestic and foreign businesses in recent times.

With its coastal location and extensive river system connecting to the sea, the province is ideally suited for developing high-tech shrimp farming models.

Rich in potential and strengths.

Bac Lieu is a coastal province in the Mekong Delta region, located within the Ca Mau Peninsula, bordering the provinces of Ca Mau, Kien Giang, Hau Giang, and Soc Trang. It is 280km from Ho Chi Minh City and 120km from Can Tho City. With its mild climate, flat land, minimal impact from natural disasters and floods, and its location bordering the sea with three distinct ecological zones (saline, freshwater, and brackish), Bac Lieu possesses many potentials and advantages for development, especially in agriculture. Its main product is shrimp, with the Bac Lieu High-Tech Agricultural Zone specializing in shrimp farming being the only one of its kind in the country.

In particular, Bac Lieu has a 56km long coastline, with year-round sunshine and wind of relatively good intensity, making it very suitable for developing wind and solar power projects. Currently, Bac Lieu has 8 operational wind power plants with a total capacity of over 469MW (ranking 3rd nationwide), along with 2 wind power plant projects under implementation with a capacity of 191MW. At the same time, the province has attracted the Bac Lieu LNG Gas Power Plant Project, with a capacity of 3,200MW and a total investment of 4 billion USD, which has been added to the National Power Development Plan VII by the Prime Minister , identified as an important and priority power source project for the electricity sector. This is an important prerequisite for Bac Lieu to become one of the national clean energy centers.

Furthermore, Bac Lieu possesses significant tourism development potential, with 12 recognized tourist destinations in the Mekong Delta region, accounting for the highest number of tourist attractions compared to other provinces in the area. These include famous landmarks such as the Bac Lieu Prince's House complex, the Quan Am Buddhist temple, the Southern Traditional Music and Cao Van Lau Memorial Area, and offshore wind farms, which not only attract tourists but also affirm Bac Lieu's appeal as a promising destination on the Vietnamese tourism map. Moreover, situated between the provinces of Ca Mau, Kien Giang, Hau Giang, and Soc Trang – an area with a relatively large and rapidly developing population – Bac Lieu has many potentials and opportunities for investment in trade, services, and especially high-quality healthcare and education.

TRANSPORTATION DEVELOPMENT

Although Bac Lieu is located far from major economic centers, its transportation system is constantly being invested in and boasts high connectivity. Currently, the province has three national highways: National Highway 1, Quan Lo - Phung Hiep National Highway, and the Southern Hau River National Highway. Simultaneously, the Ministry of Construction and Transport is implementing the Hau Giang - Ca Mau section of the North-South Expressway Eastern section; and the Ho Chi Minh Highway construction project, Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections (including a section passing through Bac Lieu province).

In addition, Bac Lieu is implementing key provincial road projects such as: the Mekong Delta regional connecting road project, the Ganh Hao - Gia Rai - Pho Sinh - Canh Den road connecting to the Ho Chi Minh Highway (Pho Sinh - Canh Den section); the project to build a road from Phuoc Long town (Phuoc Long district) to Ba Dinh (Hong Dan district)... In the period 2026 - 2030, the Government and Bac Lieu will continue to invest in key projects according to the plan such as: the Ha Tien - Bac Lieu expressway, expanding National Highway 1, upgrading provincial roads DT.978, DT.976, DT.981, DT.982...

The aforementioned key projects, once operational, will make a significant contribution to Bac Lieu in terms of goods circulation and transportation, promoting socio-economic development of Bac Lieu province and the Mekong Delta region.

The inland waterway transport system alone comprises 18 main canal routes (6 of which are managed by the central government and 12 by the province), interconnected by longitudinal and transverse routes. Important national waterways such as the Bac Lieu - Ca Mau longitudinal canal, the Quan Lo - Phung Hiep canal, the Ganh Hao River, the Ganh Hao - Ho Phong canal connecting to the East Sea, and local transverse canals such as Gia Rai - Pho Sinh, Ho Phong - Chu Chi..., significantly contribute to Bac Lieu's waterway transport of goods both domestically and internationally. With advantages such as carrying large volumes of goods and long-distance transport, it facilitates the flow of goods between provinces in the region and major economic centers (Can Tho City, Ho Chi Minh City), seaports, and vice versa.

Leveraging these potentials and strengths, Bac Lieu has been actively focusing on attracting investment in five key areas: agricultural development, with a focus on high-tech agriculture and improving the efficiency of shrimp and rice production; industrial development, with a focus on renewable energy (including wind and solar power) and gas-fired power; tourism development; high-quality trade, services, education, and healthcare development; and marine economic development while ensuring national defense and security.

In general, Bac Lieu focuses on attracting investment projects by selectively choosing high-quality projects with high added value, utilizing modern technology, biotechnology, new materials, being environmentally friendly, and creating many local jobs. The province will strengthen efforts to attract large-scale investment projects, selecting large, reputable investors with strong financial capabilities. At the same time, it will prioritize medium and small-scale projects that are suitable to the province's potential, strengths, and conditions. The province will also strengthen efforts to attract domestic and foreign investment capital…
