Bac Ninh: Permission granted to cut dike for emergency construction of Cam Bao pumping station.

The People's Committee of Bac Ninh province has just issued a decision allowing the cutting of dikes to construct components of the emergency Cam Bao pumping station project. This large-scale project directly relates to dike safety, flood control, and drainage in the area.

According to a decision by the People's Committee of Bac Ninh province, Nam Song Thuong One-Member Limited Liability Company is permitted to cut the left embankment of Cau River in Xuan Cam commune to implement items belonging to the Cam Bao pumping station project.

Specifically, construction will take place at several locations along the dike, including: building a discharge culvert through the dike at K20+436; constructing an irrigation pumping station and pipeline through the dike at K20+247; and simultaneously demolishing the old drainage and irrigation culverts at K20+300 and K20+400. In addition, the left bank dike of the Cau River, from K20+222 to K20+850, will also be renovated and upgraded simultaneously.

Notably, the cutting of the dike for construction was carried out on a considerable scale. The culvert section alone involved a section of the dike cut exceeding 55 meters, while other sections ranged from approximately 10 meters to over 20 meters.

Decision No. 613/QD-UBND was signed by Vice Chairman of Bac Ninh Provincial People's Committee Le Xuan Loi on April 12, 2026.

The People's Committee of Bac Ninh province has set strict requirements regarding construction progress to ensure safety in flood prevention and control. Accordingly, main items such as the culverts through the dike and the removal of the old drainage culverts must be completed before May 31, 2026 (the start of the rainy season).

Specifically, the Decision states that digging or excavating dikes is not permitted during the rainy season (from May 31st to October 31st, 2026) to avoid risks to the safety of the dike system.

The next phase involves the construction of the irrigation pumping station, irrigation pipelines across the dike, and the complete removal of the old Cam Bao pumping station's irrigation culvert, starting from November 1, 2026, and to be completed before April 30, 2027.

For the construction unit, the People's Committee of Bac Ninh province requires them to fully implement technical measures such as grouting for waterproofing, foundation reinforcement, and ensuring the stability of the dike body; and at the same time, prepare contingency plans in case of floods or incidents during construction.

The decision also clearly defines the responsibilities of the investor and related units. Specifically, Nam Song Thuong One-Member Limited Liability Company must review the design and supplement the detailed construction plan, especially for high-risk items such as deep foundation excavation, weak geological conditions, and areas prone to sand flow and sand accumulation.

In addition, traffic flow on the dike during construction must be ensured; if necessary, alternative routes should be arranged to facilitate construction.

Specialized agencies such as the Department of Agriculture and Environment and the Bac Ninh Irrigation Sub-Department are responsible for inspecting and monitoring the implementation process. They recommend that the Bac Ninh Provincial People's Committee revoke the permit if violations or non-compliance with the permit's contents occur during construction.
