Bac Ninh promotes comprehensive digital transformation, creating a breakthrough for digital economic development

In that context, digital transformation is identified as the inevitable path for this locality to solve challenges, build a comprehensive and modern development model and aim to become a centrally-run city in the near future.

With strong political determination, Bac Ninh is implementing a comprehensive digital transformation strategy, laying a solid foundation for three main pillars: digital government, digital economy and digital society. In 2025, the province plans to spend more than 327.7 billion VND on digital infrastructure investment, helping to cover 4G network to 99% of the population and 5G network to 53%, ready for high-tech applications in production and life.

Up to now, the whole province has established 269 dedicated data transmission lines, ensuring high speed and security, and synchronous connection between administrative agencies. 100% of communes and wards are equipped with online conference systems, ensuring smooth direction and operation. In particular, the rate of online submission of documents reached 96.3% and 100% of mandatory documents have been digitized, contributing to the construction of an e-government to effectively serve people and businesses.

Sharing with Bac Ninh Newspaper and Radio and Television about the advantages of digital infrastructure, Ms. Pham Thi Huong, Director of Autotech Vietnam Machinery Manufacturing Joint Stock Company (Dai Dong commune), said: "Bac Ninh is the first province to bring 5G waves to industrial parks, creating outstanding competitive advantages for technology enterprises.

Thanks to that, our company can develop modern machinery and automation systems to serve the electronics, automobile - motorbike, food industries... and become a trusted partner of many big brands such as Samsung, Dreamtech, VinFast or Vinamilk ."

Not only promoting the industrial sector, digital transformation also spreads strongly to agriculture, helping to form many high-tech production areas. Typical examples include the Yen The hill chicken farming area with a scale of about 15 million chickens/year, bringing in a value of 1.5 - 1.7 trillion VND, or the lychee growing area with a growing area code and traceability of nearly 30 thousand hectares, reaching a value of 6 - 7 trillion VND per year. Trade promotion activities and agricultural product consumption on digital platforms have also been promoted by the province, helping to connect farmers with domestic and foreign markets.

In daily life, the digital economy is clearly present. The rate of online payment in Bac Ninh reached nearly 79%, the habit of online shopping, without using cash has become popular among all ages. Ms. Vu Thi Thu (Kinh Bac ward) shared: "Because of my busy work, I often buy things online through Shopee or TikTok. Reasonable prices, fast payment, and time saving." Not only young people, many elderly people also use smartphones to pay taxes, look up health insurance or receive public service information.

Thanks to the right orientation, the proportion of digital economy in Bac Ninh GRDP in 2025 is estimated to reach 40.5%, 2.9 times higher than the national average, making the province one of the leading localities nationwide in digital transformation. Bac Ninh is also in the Top 10 provinces and cities with the highest DTI and PII indexes, affirming the province's position in the field of innovation and information technology development.

According to Mr. Nguyen Van Dung, Director of the Department of Science and Technology of Bac Ninh, the Resolution of the 1st Provincial Party Congress sets a target for the digital economy to account for about 45% of GRDP in the coming term, making Bac Ninh an innovation center of the Northern region.

To achieve this goal, the province will improve institutions, develop synchronous digital infrastructure, train high-quality human resources, promote digital transformation of enterprises and build a creative startup ecosystem. Bac Ninh will also invest in concentrated information technology zones, smart computing centers, high-tech agricultural processing industrial zones and regional high-tech research institutes.

Responding to National Digital Transformation Day, Bac Ninh launched a campaign with the theme "Comprehensive, all-people digital transformation to accelerate and break through the development of Bac Ninh province's digital economy", aiming to spread the spirit of digital transformation widely among all classes.

It can be affirmed that digital transformation is not only the destination but also the beginning of a new development journey for Bac Ninh. With a solid technology foundation, the consensus of the government, businesses and people, Bac Ninh is gradually realizing its aspiration to become the leading technology and innovation center in the North, contributing significantly to the goal of building a modern and sustainable digital economy in Vietnam.
