Aiming to become the leading science and technology data center in Southeast Asia by 2030

DNVN - On October 12, 2025, the Ministry of Science and Technology officially issued Decision No. 3152/QD-BKHCN approving the Data Strategy of the Ministry of Science and Technology to 2030, with the goal of turning Vietnam into a center of science and technology data in Southeast Asia.

The Ministry of Science and Technology has just approved the Ministry's Data Strategy to 2030.

Data is a national asset

The Data Strategy 2030 has a vision to 2030, the Ministry of Science and Technology will become a pioneer in digital government, while leading the national science, technology, innovation and digital transformation data ecosystem.

The strategy affirms that data will become a strategic resource, created, managed, shared, exploited and used effectively, safely, transparently and responsibly. Scientific and technological data is identified as a valuable national asset, the country's digital knowledge foundation, contributing significantly to making Vietnam a start-up and innovative nation based on knowledge, technology and data.

The overall objective of the Strategy is to develop and perfect the ecosystem of science and technology data, innovation and digital transformation in a synchronous, unified, transparent, safe and effective manner. Data must be ensured to become essential infrastructure and important resources, serving state management, administrative procedure reform, scientific research, technology development, innovation, digital transformation, and promoting the development of the digital economy , digital society and digital government.

Notably, the Ministry of Science and Technology aims to make Vietnam a leading center for science, technology, innovation and digital transformation data in Southeast Asia by 2030.

To achieve the above general goal, the Ministry of Science and Technology sets a series of specific goals such as: Completing the legal corridor related to the construction and development of science and technology data; Completing and putting into operation national digital platforms; ensuring integration and connection of 100% of data from ministries, branches and localities via digital platforms.

Ensuring that 100% of online public services of the Ministry of Science and Technology are provided in full and integrated on multiple platforms; data replaces all paper copies in administrative procedure records; Ensuring that 100% of national and specialized databases meet the criteria of "correct, sufficient, clean, alive, unified, shared", are deployed to ensure information security at level 3 or higher, and are synchronously connected with the National Population Database and the National General Database.

Digitize 100% of data on science and technology, innovation and digital transformation under the Ministry of Science and Technology. Complete and put into use the Science and Technology Open Data Portal, publish at least 5,000 open data sets.

By 2030, 100% of staff in the entire science and technology sector will be able to proficiently use data in policy planning, direction and administration.

9 groups of tasks and solutions

To achieve the above goals, the Strategy proposes 9 main groups of tasks and solutions:

Building and perfecting the legal corridor : Including reviewing and amending legal documents, issuing a list of databases, open data, big data, shared data and a common set of rules on "data culture" in the industry.

Developing data infrastructure : Building a unified platform for integrating and sharing data of the Ministry of Science and Technology. Maintaining the connection of the Ministry of Science and Technology's cloud computing platform with the Government's cloud computing platform and with the enterprise cloud connected to the National Electronic Information Portal. Ensuring that 100% of databases running on the cloud computing platform reach information security level 3 or higher before 2028.

Data creation and development : Promote the comprehensive collection and creation of data within the scope of science and technology management. Standardize master data, specialized data, shared data and build large data sets and open data.

Developing data applications : Building and operating the National Digital Platform for Science, Technology and Innovation Management and the National Information System on Science, Technology and Innovation. Developing a national open access platform on science and technology and synchronously deploying advanced technologies such as Big Data, Artificial Intelligence (AI), Cloud Computing, Blockchain technology to serve data exploitation and management.

Ensure data security, information safety and personal data protection : Implement measures to protect state secrets, data security and establish data backup and recovery mechanisms.

Cooperate, connect and share data : Establish a mechanism for sharing and connecting data between units under the Ministry and with ministries, branches, localities, research institutes and universities. Encourage cooperation and develop the "Make in Vietnam" digital transformation platform.

Improve data quality and management : Standardize, digitize and clean current data; research, master data analysis technology and develop AI/Blockchain models applied to big data.

Human resource development : Organize training and capacity building for staff, civil servants and public employees in data management and exploitation; build a team of data science experts.

International cooperation : Actively participate in international forums and initiatives on science and technology data (such as sharing research data - open science) and apply international data governance standards and models.
