Criteria for evaluating the effectiveness of science, technology, innovation and digital transformation

On October 13, the Prime Minister issued Decision No. 2244/QD-TTg promulgating a set of criteria for assessing the effectiveness of science, technology, innovation and digital transformation in socio-economic development.

The Decision applies to state management agencies on science , technology, innovation and digital transformation; specialized state management agencies related to science, technology, innovation and digital transformation activities in Vietnam.
46 evaluation criteria

The set of criteria includes 46 criteria divided into 4 main groups, used as a basis to evaluate the effectiveness of science, technology, innovation and digital transformation activities for socio -economic development at the national level.

Specifically, the criteria groups include:

Input criteria group (2 criteria): Human resources in science, technology, innovation and digital transformation; Investment in science, technology, innovation and digital transformation.

Result criteria group (10 criteria), including:

Evaluation of scientific and technological research and innovation results (6 criteria): Number of Vietnamese articles published in scientific and technological journals; number of patent and utility solution applications of Vietnamese organizations and individuals; number of patents and utility solution exclusive rights granted to Vietnamese organizations and individuals; number of applications for protection of plant varieties, livestock and aquatic products of Vietnamese organizations and individuals; number of certificates of protection of plant varieties, livestock and aquatic products of Vietnamese organizations and individuals; number of people trained through scientific and technological tasks;

Evaluation of transfer and application results (4 criteria): Rate of inventions, utility solutions, plant varieties, livestock and aquatic products applied and transferred; transfer value of inventions, utility solutions, plant varieties, livestock and aquatic products; number of registered and licensed technology transfer contracts; value of registered and licensed technology transfer contracts.

Group of efficiency criteria (5 criteria), including: Assessment of economic efficiency (3 criteria): Contribution ratio of science, technology, innovation and digital transformation in GDP; contribution ratio of science, technology, innovation and digital transformation to GDP growth; average labor productivity growth rate; assessment of efficiency for enterprises (2 criteria): Proportion of revenue from new products; ratio of management and operating costs reduced thanks to digital transformation.

Impact criteria group (29 criteria), including: Assessment of economic impact (7 criteria): Proportion of digital economy in GDP; proportion of added value of digital economy in GDP; added value of products of economic sectors contributing to GDP; total revenue of organizations and enterprises operating in high-tech zones, high-tech agricultural zones, concentrated digital technology zones; proportion of export value of high-tech products in total export value of goods; export value of information technology industrial products; revenue from services in the fields of science, technology, innovation and digital transformation;

Assessment of social and environmental impacts (10 criteria): Percentage of workers working in enterprises and organizations operating in the fields of science, technology, innovation and digital transformation; percentage of people with access to lifelong learning opportunities; percentage of administrative units applying smart monitoring and management systems; level of digitalization of national cultural resources; level of innovation in promoting national cultural values; percentage of medical facilities applying digital technology in medical examination and treatment; 5G mobile broadband coverage rate per population; percentage of cashless payment transactions; percentage of renewable energy in the energy consumption structure; number of applied environmental technologies.

Assessment of the impact of public administration and services (8 criteria): Rate of activation of electronic identification accounts for citizens; number of VNeID accounts of organizations and individuals; rate of online public services; rate of people using online public services on the National Public Service Portal; level of people's satisfaction with online public services; rate of complete online records; number of transactions via the National Data Coordination and Sharing Platform (NDXP); number of digital signature certificates issued;

Comprehensive impact assessment (4 criteria): E-Government Development Index; Global Cybersecurity Index; Global Innovation Index (GII); Human Development Index (HDI).

The Ministry of Science and Technology shall preside over and coordinate with ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and cities to collect and synthesize information and data for calculation and assessment of the effectiveness of science, technology, innovation and digital transformation for socio-economic development; report to the Prime Minister periodically every year or suddenly when requested.

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities, based on their functions, tasks and assignments under this Decision, shall organize the collection and synthesis of information and data to serve the calculation of relevant indicators; send the results to the Ministry of Science and Technology before April 15 every year. At the same time, apply the set of criteria issued under this Decision to evaluate the effectiveness of science, technology, innovation and digital transformation in accordance with the characteristics of the industry, field and locality.

This Decision comes into force from the date of signing and promulgation (October 13, 2025).
