
Many trust in the new leadership team
From early morning, an atmosphere of excitement and confidence spread throughout Ho Chi Minh City as people turned their attention to the 1st Party Congress - the first congress after the merger, opening a new chapter for the most dynamic city in the country.
Mr. Nguyen Van Lanh, Secretary of Di An Ward Party Cell, shared that after watching the opening session on the morning of October 14, he was particularly impressed with the speech of General Secretary To Lam and the orientation presentation of City Party Secretary Tran Luu Quang. According to Mr. Lanh, the highlight of the leader's message is the deep concern for people's lives, putting people at the center of all policies, especially the spirit of "leaving no one behind".
“Di An is home to hundreds of thousands of workers living and working. The city leaders' emphasis on improving material and spiritual life, taking care of healthcare, education and social welfare makes us very excited. I believe that the new Executive Committee will be a united, creative collective, building Ho Chi Minh City into a truly smart, modern and compassionate city,” said Mr. Lanh.

From Con Dao special zone, Mr. Nguyen Phi Phuc, a young generation resident, also expressed his pride when the sacred island officially became a part of Ho Chi Minh City from July 1, 2025. He said that this is a historic turning point, opening up opportunities for Con Dao to grow stronger, both preserving historical values and developing tourism and marine economy.
“We hope that the new Executive Committee will soon have solutions to remove traffic infrastructure bottlenecks, especially air routes, to help Con Dao get closer to the mainland. We young people hope that the City will pay more attention to living space, entertainment areas, and the education system so that everyone has the opportunity to develop and contribute,” Mr. Phuc shared.
Mr. Nguyen Thanh Tin, a teacher at Nguyen Binh Khiem Primary School (Sai Gon Ward) felt the spirit of innovation spreading from the Congress. Mr. Tin expected breakthrough policies in the fields of science, technology and education, especially the investment in building modern training institutions, helping teachers improve their qualifications and skills, thereby inspiring creativity and humanity for the younger generation.
The business community also has a lot of confidence in the new term. Mr. Cao Hong Phong, Deputy General Director in charge of Gemalink Port, expressed his joy when Vung Tau officially became a part of Ho Chi Minh City. This is a golden opportunity to form the Cai Mep - Thi Vai - Can Gio deep-water port cluster following the model of a digital super port and a smart logistics system, operated by big data and digital technology.

“The fact that the World Bank and S&P Global Market Intelligence ranked Cai Mep among the 11 most efficient container ports in the world shows the great potential of this area. Businesses expect Ho Chi Minh City to take full advantage of that, turning the city into a regional logistics and trade center, strongly attracting new-generation FDI capital flows,” said Mr. Phong.
Towards comprehensive development goals
Speaking upon receiving his new assignment, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said: "This is both a great honor and a heavy responsibility before the Central Committee, the Party Committee and the people of the City. In the coming time, I will work with the City's leadership to strive to properly implement the motto of action "Solidarity - Democracy - Discipline - Breakthrough - Creativity", associated with the drastic implementation of the goals and tasks in the Congress Resolution".

The Secretary of the Ho Chi Minh City Party Committee said that the expectations of the people, the trust of businesses and the aspirations of intellectuals have merged into a common flow, demonstrating the determination to build Ho Chi Minh City into a new stage of development. The 2025 - 2030 term is identified as a period of strong breakthroughs in institutions, infrastructure and quality of life, towards the model of a modern, dynamic and creative "regional megacity". The city will play the role of a locomotive, a center for coordinating economic connections in the South, while reaching out to the Southeast Asian region, affirming its position as a global city imbued with Vietnamese cultural identity, a place where the intelligence, technology and development aspirations of the entire nation converge.
Meanwhile, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the City entered a new term with three strategic breakthroughs, which are perfecting institutions and policies; developing synchronous and modern infrastructure; improving the quality of human resources, meeting the requirements of digital transformation and green growth.
Accordingly, the City will restructure the development space in a multi-polar - integrated - super-connected direction, forming "3 regions - 1 special zone - 3 corridors - 5 pillars". The three regions include: Binh Duong (formerly) - industrial and high-tech center; Ba Ria - Vung Tau - marine economy, clean energy, logistics; Ho Chi Minh City center - finance, services, high technology.
Three development corridors include the North - South along the Saigon River, the East corridor connecting Ba Ria - Can Gio, and the East - West corridor connecting Dong Nai - Tay Ninh.
The five pillars include high-tech industry; logistics associated with seaports - airports - free trade zones; international financial center; tourism and cultural industry; education - healthcare - science and technology.

According to Mr. Nguyen Van Duoc, this is a strategic development model, helping Ho Chi Minh City maintain its position as the leading economic center of the country, and at the same time become a connecting urban area in the Southeast region, creating a driving force for the entire Southern key economic region. The city will focus on developing a knowledge-based economy, creative economy and green economy, enhancing global competitiveness, promoting digital transformation and comprehensive green transformation.
“Not only focusing on economic growth, Ho Chi Minh City identifies people, culture and social security as the foundation of sustainable development. The city must become a livable place, where every citizen is respected and guaranteed the rights to development and happiness,” Mr. Nguyen Van Duoc emphasized.
Secretary of the City Party Committee Tran Luu Quang also added that the long-term goal of the City is not only to develop rapidly and strongly, but also to develop harmoniously, sustainably, humanely and happily. When the government has enough creative capacity, society has enough consensus and businesses have enough trust, Ho Chi Minh City will not only develop rapidly but also develop sustainably.
