Thanh Hoa makes a breakthrough to become one of the leading countries in industrial development.

Towards the 20th Provincial Party Congress, Thanh Hoa aims to make strong breakthroughs and implement strategic breakthroughs to soon become a modern industrial province and a dynamic economic center of the North Central region.

In recent years, the socio -economic situation of Thanh Hoa province has made remarkable progress; many new programs, projects, policies and models have been and are being effective, and people's lives have been increasingly improved.

Towards the 20th Thanh Hoa Provincial Party Congress, term 2025-2030, VNA reporter interviewed Mr. Nguyen Hoai Anh, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Thanh Hoa Provincial People's Committee about the outstanding results in implementing socio-economic development in the 5 years (2020-2025) and expected a number of policies that the 20th Provincial Party Congress, term 2025-2030 will discuss and decide to bring Thanh Hoa province to a new step of development.

- Could you tell us what outstanding results have been achieved in implementing the Resolution of the 19th Thanh Hoa Party Congress for the 2020-2025 term on economic development?

Mr. Nguyen Hoai Anh: Thanh Hoa province implemented the Resolution of the 19th Provincial Party Congress, in conditions with many advantages intertwined with many difficulties and challenges, but with the attention and support of the Central Government, the Party Committee, the government, the army and the people of all ethnic groups in the province, they promoted the revolutionary tradition, solidarity, creativity, took advantage of opportunities and advantages, promoted potentials and advantages, proactively overcame difficulties and challenges, and strived to implement the Resolution of the 19th Provincial Party Congress, achieving important and quite comprehensive results.

The notable results are that the economy has grown quite well; the average growth rate of gross regional domestic product (GRDP) in the 2021-2025 period is estimated at 10.24%. The scale of GRDP in 2025 will reach nearly 358 trillion VND, 1.9 times higher than in 2020; GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times higher than in 2020.

The dynamic economic centers continue to receive investment attention and play an important role in promoting the economic development of the province. Economic sectors continue to develop, production capacity increases sharply, many fields are in the top group of the country.

Business development and state budget collection exceeded the Congress's target. Socio-economic infrastructure continued to be invested in a synchronous and modern direction; urban and rural areas had many improvements.

Culture and society have made progress, social security has been ensured, people's lives have been improved; efforts have been made to complete the construction of 14,780 houses for poor households, policy families, and people with housing difficulties in the province; timely response to natural disasters and climate change.

National defense, security, and social order and safety are ensured. Foreign affairs, cooperation, and international integration continue to be expanded, gradually going into depth…

- The results achieved in the last term were great, so in your opinion, what are the remaining limitations in socio-economic development that need to be overcome for a better next term?

Mr. Nguyen Hoai Anh: In addition to the achieved results, the socio-economic situation of the province still has shortcomings, limitations, and weaknesses that need to be focused on overcoming in the coming time, such as economic growth is quite good but not sustainable and has not reached the set target; the role of some economic driving centers, growth pillars, and economic corridors is still limited and unclear.

The progress of implementing some large, key industrial projects is still slow, not attracting many FDI projects, large-scale, high-tech projects. Large-scale, high-tech, value-chain agricultural production is still limited. Tourism activities have not overcome seasonality. State budget revenue in the area is not sustainable.

Administrative reform and improvement of the investment and business environment are still limited; the cooperative economy and cooperatives develop slowly and are ineffective. Infrastructure, especially in mountainous areas, is still not synchronized and fails to meet development requirements.

Currently, there is still a shortage of teachers at all levels; the quality of the primary health care system is still low. The quality of human resources, especially high-quality human resources in the new context, is still limited. Violations of the law on land, mineral resources, and environmental protection still occur.

- Could you please tell us what breakthrough solutions Thanh Hoa province plans to implement in the next term to further strengthen the province's socio-economic development?

Mr. Nguyen Hoai Anh: With the motto of action "Solidarity - Discipline - Responsibility - Creativity - Development", the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025-2030 will discuss and decide on key tasks, breakthroughs, groups of tasks, main solutions on Party building and political system and groups of tasks, main solutions on socio-economic development, ensuring national defense - security, and foreign affairs.

Therefore, along with focusing on seriously, synchronously and effectively implementing the resolutions and conclusions of the Party, National Assembly and Government, to make a breakthrough in socio-economic development, Thanh Hoa province will soon become a modern industrial province.

The province plans to focus on implementing three breakthroughs: Building and completing a synchronous and modern socio-economic infrastructure system, focusing on transport infrastructure; infrastructure of economic zones, industrial parks and industrial clusters; infrastructure of mountainous areas; infrastructure adapting to climate change; information technology and digital transformation infrastructure; and tourism infrastructure.

Besides, promote applied research, science and technology transfer, innovation and digital transformation in all fields.

The province builds a team of cadres, civil servants, and public employees, especially leaders and managers, with adequate qualities, qualifications, capacity, prestige, daring to think, daring to do, daring to take responsibility for the province's development; builds a team of businessmen with heart, vision, law-abiding, with the desire to get rich legitimately, and responsible to society; a team of good experts, workers with high professional and technical qualifications, meeting the development requirements of the province's key economic sectors.

Along with the three breakthroughs mentioned above, the province will implement key tasks of socio-economic development. In particular, promoting economic restructuring associated with in-depth growth model innovation; focusing on building and developing 4 dynamic economic centers according to the Provincial Planning, 3 development pillars (processing and manufacturing industry; large-scale, high-tech agriculture; tourism), creating a spillover effect to promote the development of industries, fields, regions, areas and the whole province; maximally mobilizing and effectively using resources for development investment.

Thanh Hoa promotes administrative reform, creates an open, healthy, transparent and equal investment and business environment to encourage the development of economic sectors, especially the development of the private economy to become the most important driving force of the economy; diversify investment forms, especially investment from non-budgetary capital sources.

The province arranges, uses reasonably and improves the efficiency of public investment to promote its leading role, attract social investment capital sources, and create momentum for fast and sustainable economic development.

The province continues to invest in completing the infrastructure of Nghi Son Economic Zone, focusing on the infrastructure of industrial parks, completing the Nghi Son Seaport system; researching and proposing a master plan for a port in the Me Island area; urgently implementing LNG power projects; promoting the implementation of phase 2 of the Nghi Son Refinery and Petrochemical Project; creating favorable conditions and prioritizing the attraction of petrochemical projects, petroleum depots, high-tech industrial projects, logistics services, turning Thanh Hoa into a center of energy, processing and manufacturing industry and logistics services.

All levels and sectors in the province will integrate and synchronously and effectively implement national target programs to harmoniously develop between urban and rural areas, between lowland and mountainous areas, between economy and culture, and improve the material and spiritual life of the people.

Along with that, we focus on taking care of people's health; improving the quality of education and training; taking care of people with meritorious services and policy families; effectively solving pressing social issues that people care about; building an orderly, disciplined, safe and civilized society.
