National Assembly Chairman Tran Thanh Man signed and issued Resolutions of the National Assembly Standing Committee.

The issued Resolutions include: Resolution No. 99/2025/UBTVQH15 of the Standing Committee of the 15th National Assembly promulgating the Regulations on the organization and operation of the Jury; Resolution No. 105/2025/UBTVQH15 of the Standing Committee of the 15th National Assembly on the 2026 Legislative Program; Resolution No. 1849/NQ-UBTVQH15 of the Standing Committee of the 15th National Assembly on the establishment of the Organizing Committee of the Forum on law-making and the duties and powers of its members.

In Resolution No. 99/2025/UBTVQH15, the Standing Committee of the National Assembly resolved: To promulgate, together with this Resolution, the Regulations on the organization and operation of the Jury. The Supreme People's Court, the Ministry of National Defense ; the People's Council, the Standing Committee of the Vietnam Fatherland Front Committee of provinces and cities; the People's Court of provinces and cities, the People's Court of regions; the Central Military Court, the Military Court of military zones and equivalent, the Military Court of regions; the Jury; relevant agencies, organizations and individuals are responsible for implementing this Resolution.

This Resolution takes effect from October 1, 2025. Resolution No. 1213/2016/UBTVQH13 dated June 13, 2016 of the National Assembly Standing Committee promulgating the Regulations on the organization and operation of the Jury shall cease to be effective from the effective date of this Resolution. The People's Jury for the 2021-2026 term who are performing trial duties at the People's Courts of provinces, cities, and regional People's Courts as prescribed in Clause 7, Article 3 of Resolution No. 225/2025/QH15 dated June 27, 2025 of the National Assembly shall participate in activities at the People's Jury of provinces, cities, and regional People's Jury where they perform trial duties until the end of their term. The organization and operation of the People's Jury shall be implemented according to the Regulations issued with this Resolution.

Pursuant to Resolution No. 105/2025/UBTVQH15, the Standing Committee of the National Assembly resolved to submit to the National Assembly for consideration and approval at the First Session of the 16th National Assembly (April 2026) 13 draft laws: Law on Civil Status (amended); Law on Procedures for Issuing Administrative Decisions; Law on Access to Information (amended); Law on Beliefs and Religions (amended); Law on amending and supplementing a number of articles of the Law on Social Insurance; Law on amending and supplementing a number of articles of the Law on Notarization; Law on amending and supplementing a number of articles of the Law on Representative Agencies of the Socialist Republic of Vietnam Abroad; Law on amending and supplementing a number of articles of the Law on Real Estate Business; Law on amending and supplementing a number of articles of the Law on Housing; Law on amending and supplementing a number of articles of the Law on Prevention and Control of Tobacco Harms; Law on amending and supplementing a number of articles of the Law on Environmental Protection Tax; Law amending and supplementing a number of articles of the Law on Legal Aid; Law amending and supplementing a number of articles of the Law on Emulation and Commendation.

The Standing Committee of the National Assembly resolved: Submit to the National Assembly for consideration and approval at the Second Session of the 16th National Assembly (October 2026) 21 draft laws and 1 draft resolution: Vietnam Maritime Code (amended); Postal Law (amended); Petroleum Law (amended); Law on Property Auction (amended); Law on Mediation at the Grassroots Level (amended); Law on Lawyers (amended); Law on Adoption (amended); Law on Prevention and Control of Proliferation of Weapons of Mass Destruction; Law on Dissemination and Education of Law (amended); Law on Public Debt Management (amended); Law on Handling of Administrative Violations (amended); Law on Amending and Supplementing a Number of Articles of the Law on Measurement; Law on Amending and Supplementing a Number of Articles of the Law on Donation, Taking and Transplantation of Human Tissues and Organs and Donation and Collection of Cadavers (implementing the development of policy procedures according to the provisions of Clause 1, Article 27 of the Law on Promulgation of Legal Documents); Law amending and supplementing a number of articles of the Law on Support for Small and Medium Enterprises; Law amending and supplementing a number of articles of the Law on Environmental Protection; Law amending and supplementing a number of articles of the Law on Architecture; Law amending and supplementing a number of articles of the Law on International Agreements; Law amending and supplementing a number of articles of the Law on Publishing; Law amending and supplementing a number of articles of the Law on Commerce, the Law on Competition, the Law on Foreign Trade Management, the Law on Electricity, the Law on Protection of Consumer Rights; Law amending and supplementing a number of articles of the Law on Physical Training and Sports, the Law on Tourism, the Law on Cinema, the Law on Libraries, the Law on Cultural Heritage; Law amending and supplementing a number of articles of the Law on State Compensation Liability; Resolution of the National Assembly on coordination mechanisms and specific policies to improve the effectiveness of preventing and resolving international investment disputes.

At the same time, submit to the National Assembly Standing Committee for consideration and approval in 2026 for 1 draft ordinance and 3 draft resolutions: Ordinance on Overcoming Post-War Consequences of Bombs and Mines; Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating state budget expenditures; Resolution of the National Assembly Standing Committee on principles and criteria for dividing value-added tax for each locality; Resolution of the National Assembly Standing Committee on the Environmental Protection Tax Schedule.

Pursuant to Resolution No. 1849/NQ-UBTVQH15, the Standing Committee of the National Assembly resolved: Establish an Organizing Committee to organize the Forum on law-making according to Plan No. 1405/KH-UBTVQH15 dated August 29, 2025 of the Standing Committee of the National Assembly.

The Organizing Committee consists of 15 members, with Politburo member and National Assembly Chairman Tran Thanh Man as Head of the Committee; Party Central Committee member and National Assembly Vice Chairman Nguyen Khac Dinh as Standing Deputy Head of the Committee.

The Deputy Heads of the Committee include members of the Party Central Committee and members of the National Assembly Standing Committee: Chairman of the Committee on Law and Justice Hoang Thanh Tung; Chairman of the Committee on Science, Technology and Environment; Chairman of the Committee on Economics and Finance Phan Van Mai; Chairman of the Committee on National Defense, Security and Foreign Affairs Le Tan Toi; Permanent Deputy Head of the National Assembly Office Le Quang Manh; Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh.

+ Vice Chairman of the National Assembly Tran Quang Phuong also signed and issued Resolution No. 1861/NQ-UBTVQH15 of the Standing Committee of the 15th National Assembly approving the Chairman of the Committee on National Defense, Security and Foreign Affairs of the 15th National Assembly.

Accordingly: Approval of Mr. Tran Duc Thuan, National Assembly delegate of Nghe An province, member of the National Assembly, full-time member of the National Defense, Security and Foreign Affairs Committee, to hold the position of Vice Chairman of the National Defense, Security and Foreign Affairs Committee of the 15th National Assembly. During his term as Vice Chairman of the National Defense, Security and Foreign Affairs Committee of the 15th National Assembly, Mr. Tran Duc Thuan received a position allowance coefficient of 1.30.
