On the Government side, there were representatives from the Central Organizing Committee, the Ministry of Home Affairs, the Ministry of Justice and relevant agencies.
Two draft Resolutions include: Resolution of the National Assembly Standing Committee stipulating the number of Vice Chairmen of People's Councils, Vice Heads of People's Councils at provincial and communal levels and the arrangement of full-time delegates of People's Councils at provincial and communal levels; Resolution of the National Assembly Standing Committee guiding the determination of the expected structure, composition, and allocation of the number of people nominated to run for People's Councils at all levels for the 2026-2031 term.

Further analysis on the scale, nature, location and classification of administrative units
Presenting the Report on the issuance of the Resolution of the National Assembly Standing Committee regulating the number of Vice Chairmen of the People's Council, Vice Heads of the People's Councils at the provincial and communal levels and the arrangement of full-time delegates of the People's Councils at the provincial and communal levels, Deputy Minister of Home Affairs Truong Hai Long stated that the draft Resolution regulates the number of Vice Chairmen of the People's Council, Vice Heads of the People's Councils at the provincial and communal levels; the arrangement of full-time delegates of the People's Councils at the provincial and communal levels and the regime and policies for full-time members of the Committees of the People's Councils at the provincial and communal levels. The regulation applies to People's Councils at the provincial and communal levels.

Presenting the draft Report on the review of the draft Resolution, Vice Chairwoman of the Delegation Work Committee Ta Thi Yen said that the Committee agreed with the necessity of issuing the Resolution.
Regarding the number of Vice Chairmen and Deputy Heads of the People's Councils at the provincial and communal levels, according to Submission No. 905/TTr-CP dated October 12, 2025 of the Government, the drafting agency, based on Conclusion No. 187-KL/TW dated August 29, 2025 of the Politburo, the Secretariat determines the number of Vice Chairmen and Deputy Heads of the People's Councils at the provincial and communal levels.

The Delegation Work Committee believes that, in regulating the number of deputies in local agencies and organizations, in addition to the criteria stated in Conclusion No. 187-KL/TW as in the draft Resolution, it is necessary to further analyze the scale, nature, location, and classification of administrative units (special administrative units, type I have more deputies than type II, type III). It is recommended that the drafting agency continue to research and express the regulations on the number of Vice Chairmen of the People's Council, Vice Heads of the People's Councils at the provincial and communal levels in the draft Resolution in a more appropriate manner.
Determine the number of People's Council delegates based on population data provided by the Ministry of Public Security
According to the Submission on the issuance of the Resolution of the National Assembly Standing Committee guiding the determination of the expected structure, composition, and allocation of the number of people recommended to run for the People's Council deputies at all levels for the 2026-2031 term, presented by Deputy Minister of Home Affairs Truong Hai Long, the draft Resolution stipulates that based on the number of elected People's Council deputies, the principle of ensuring redundancy when making the list of candidates for People's Council deputies. The Standing Committee of People's Councils at all levels, after reaching an agreement with the Standing Committee of the Vietnam Fatherland Front Committee and the People's Committee at the same level, shall specifically plan the structure, composition, and allocation of the number of people of agencies, organizations, and units (for commune level, still in villages and residential groups) in the area recommended to run for the People's Council deputies at their administrative units.

The planning of the structure, composition, and allocation of the number of people recommended to run for the People's Council in each administrative unit must ensure democracy, impartiality, objectivity, and transparency; attach importance to quality, ethics, and prestige; and at the same time ensure a reasonable structure in agencies, organizations, and units (for commune level, still in villages and residential groups); with representatives of social components, professions, religions, ages, etc.
Presenting the draft Report on the examination of the draft Resolution of the National Assembly Standing Committee guiding the determination of the expected structure, composition and allocation of the number of candidates for election to People's Councils at all levels for the 2026-2031 term, Vice Chairwoman of the Delegation Affairs Committee Ta Thi Yen stated that the Committee found that the draft Resolution basically followed the Conclusions and Directives of the Politburo, the Secretariat, and the Party's regulations on organizational apparatus; at the same time, some contents have been adjusted to comply with the new regulations of the Law on Election of National Assembly Deputies and People's Council Deputies as well as the 2-level local government organization model.


Point a, Clause 1, Article 2 of the draft Resolution determines the number of People's Council delegates elected in each administrative unit based on the population of each administrative unit and taken from population statistics in the National Population Database.

However, the Delegation Affairs Committee proposed that the time to determine population data be up to August 31, 2025 to be consistent with the population data provided by the Ministry of Public Security to the National Assembly Standing Committee to calculate the allocation of National Assembly deputies, in order to ensure consistency in the use of population data.

“The draft Resolution needs to add the responsibility of the Ministry of Public Security in officially providing the population of each administrative unit to ensure transparency, consistency and legal validity when using this population data as a basis for determining the number of People's Council delegates elected in each administrative unit,” the Deputy Head of the Delegation Affairs Committee emphasized.


Concluding the discussion, Chairman of the Delegation Work Committee Nguyen Thanh Hai stated that the delegates believed that the two draft resolutions closely followed and clarified the political and legal bases; and agreed to submit the draft resolutions to the National Assembly Standing Committee for promulgation according to the shortened procedures.


The Chairman of the Delegation Work Committee emphasized, "The drafting agency and the reviewing agency need to coordinate closely to ensure that the development of the two draft Resolutions is easy to understand, easy to remember, and easy to implement."
