General Phan Van Giang held talks with the Lao Minister of National Defense, agreeing to strengthen defense cooperation, human resource training, prepare for the 50th anniversary of Laos' National Day and conduct three-country exercises.

On the afternoon of October 14, in the capital Vientiane (Laos), Senior Lieutenant General Khamliang Outhakaysone, member of the Central Committee of the Lao People's Revolutionary Party, Minister of National Defense of Laos, presided over the welcoming ceremony for General Phan Van Giang, member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam, on the occasion of General Phan Van Giang leading a high-ranking delegation of the Ministry of National Defense of Vietnam to officially visit Laos, attend the annual meeting between the three Ministers of National Defense and the joint search and rescue exercise between the armies of the three countries Vietnam-Laos-Cambodia in Laos.

Immediately after the welcoming ceremony, General Phan Van Giang held talks with Senior Lieutenant General Khamliang Outhakaysone.

General Phan Van Giang expressed his pleasure at meeting Senior Lieutenant General Khamliang Outhakaysone again; congratulated the successful organization of the Congress of Delegates of the Lao People's Army Party Committee for the 2025-2030 term; and believed that, under the wise leadership of the Lao People's Revolutionary Party and the Standing Committee of the Lao Ministry of National Defense Party Committee, the Lao People's Army will continue to achieve even greater achievements, actively contributing to the cause of building and defending the Lao Fatherland and fostering the great friendship between Vietnam and Laos.

General Phan Van Giang expressed his deep gratitude for the great, valuable, wholehearted, righteous and effective support and assistance that the Lao Party, State, Army and people have given to the Party, State, Army and people of Vietnam.

Senior Lieutenant General Khamliang Outhakaysone expressed his condolences for the great losses in lives and property of the Vietnamese people due to recent storms and floods; congratulated the successful organization of the Congress of the Party Committee of the Vietnam People's Army for the 2025-2030 term; expressed his joy at meeting General Phan Van Giang again; congratulated Vietnam on its outstanding and comprehensive achievements in recent times; affirmed that Laos always remembers and appreciates Vietnam's support, assistance and great contributions to Laos in the past struggle for national liberation and reunification as well as in the current cause of innovation, construction, protection and development of the country.

At the talks, General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone were pleased to see that the contents of the Cooperation Protocol for the 2025 - 2029 period and the Cooperation Plan for 2025 have been effectively and substantially coordinated and implemented by the agencies of both sides in all aspects such as close coordination, good propaganda and education work on the great friendship between Vietnam and Laos; exchanging information and situations, thereby effectively advising the Party and State leaders on strategic issues affecting the defense and security of each country; cooperation between military, service, logistics, technology, and defense industry has been promoted.

General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone agreed that in the coming time, the two sides will continue to coordinate and effectively implement propaganda and education work on the history, significance and importance of the great Vietnam-Laos relationship, especially for the younger generation; continue to attach importance to cooperation in human resource training, considering this an issue of long-term strategic significance, serving as the core to consolidate the foundation of the special relationship between the two countries and the two armies; strengthen cooperation in technical logistics, capacity development and information technology infrastructure; continue to support each other in multilateral forums; continue to maintain the mechanism of the Annual Meeting between the three Defense Ministers and the Joint Search and Rescue Exercise between the armies of the three countries of Vietnam, Laos and Cambodia with rich and substantial forms and contents, in accordance with the tradition and solidarity between the three neighboring brotherly countries.

General Phan Van Giang emphasized that this year, the Lao Party and State will celebrate the 50th anniversary of the National Day of the Lao People's Democratic Republic. This is a great event not only for Laos but also for the common joy of the Vietnamese people.

With experience in organizing major events in the past, the Vietnamese Ministry of National Defense is ready to support and accompany the Lao Ministry of National Defense to carry out this important task. The Vietnamese Ministry of National Defense respectfully presents the Lao Ministry of National Defense with 3 Vinfast command vehicles, white gloves, and gaiters for the parade; and at the same time presents the Lao comrades with fireworks produced by the Vietnamese defense industry to celebrate this historic anniversary.

General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone also believed that the annual meeting between the three Defense Ministers and the joint search and rescue exercise between the armies of Vietnam, Laos and Cambodia taking place on October 15 would be a great success, continuing to deepen the solidarity and close relationship between the three countries in general and the three armies in particular in the context of the extremely complicated developments in the world and the region.

At the end of the talks, General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone signed a Memorandum of Understanding between the Vietnamese Ministry of National Defense and the Lao Ministry of National Defense on enhancing cooperation in the field of training, coaching and human resource development.

Earlier, in the afternoon of the same day, General Phan Van Giang led a high-ranking delegation of the Vietnamese Ministry of National Defense to offer incense and lay flowers at the Monument to Heroic Martyrs in the capital Vientiane, Laos./.
