Bac Ninh: Upgrading grassroots healthcare

BAC NINH - Implementing the digital transformation policy, the health sector and localities are focusing on supporting and investing in infrastructure and equipment to deploy electronic medical records at health stations. Modern software and equipment have been put into operation, contributing to optimizing the examination and treatment process and bringing practical benefits to the people.

At Chi Lang Health Station, along with a comprehensive review of the information technology infrastructure, the station is focusing on standardizing professional procedures to ensure they are compatible with the application of electronic medical records in practice.

Similarly, Yen Dinh Health Station has implemented numerous digital solutions to improve the quality of service for the people. Station staff have been trained and are proficient in using software for managing medical examinations and treatments, updating electronic health records, and carrying out medical examination and treatment procedures using chip-embedded citizen identification cards.

Mr. Ha Van Chuong, residing in Nhan Dinh village, Yen Dinh commune, said: “I have had high blood pressure for several years now, and I have to go to the Health Station every month for check-ups and outpatient medication. Implementing electronic medical records helps patients receive faster and more convenient service, reducing the need to fill out information multiple times.”

Building a 4.0 health center.

Following the directive of the Provincial People's Committee to complete the deployment of electronic medical records at 100% of medical examination and treatment facilities in the province before June 30, 2026 (6 months earlier than the Ministry of Health 's roadmap), in early April 2026, the Department of Health worked with the People's Committees of communes and wards to agree on a plan and roadmap for implementation.

Accordingly, the Department of Health established working groups and assigned officials to each area to monitor and expedite the implementation progress at health stations. With their responsibilities, the People's Committees of communes and wards allocated resources, invested in information technology infrastructure, and purchased equipment to support digital transformation at the grassroots level.

To date, 99 out of 99 health stations in the province have implemented medical examination and treatment using chip-embedded citizen ID cards and the VNeID application; 100% of medical staff have installed and are using electronic health records.

Ms. Hoang Thi Ha, Vice Chairman of the People's Committee of Yen Dinh commune, said: "To implement electronic medical records, the People's Committee of the commune has allocated more than 250 million VND to purchase necessary equipment for the Health Station, prioritizing the addition of tablets, laptops, and equipment for updating and managing medical examination and treatment data."

Despite positive developments, assessments indicate that most health centers are currently in the early stages of implementing electronic medical records. In many units, the information technology infrastructure is still lacking in uniformity; the number of computers is limited and their configurations are low; and many devices have deteriorated after prolonged use…

To achieve the set goals of building 4.0 health centers, the Bac Ninh Health Department is focusing on intensive, hands-on training for health centers, providing specific guidance to medical staff on each step of the electronic medical record process, from receiving and updating data to managing and storing medical examination and treatment records on a digital platform.

Review and upgrade information technology infrastructure; deploy digital signatures for healthcare workers and standardize a common software platform to ensure data interoperability across the entire sector. The Department of Health, in coordination with localities, will promote the use of chip-embedded citizen identification cards, the VNeID application, and electronic health records for medical examinations and treatment; gradually forming a digital environment starting from the grassroots level.

Mr. Dao Khac Hung, Deputy Director of the Department of Health, said: “To ensure we meet the deadline, the Department of Health requires health stations to report on the implementation progress weekly to promptly identify and resolve difficulties and obstacles. Initially, the Department's working groups will focus on guiding and supporting 8 health stations in the former Son Dong district in implementing electronic medical records, and then expand it to the remaining units.”
