Putting the Resolution into practice
In implementing Resolution 05 of the Ha Giang Provincial Party Committee on the renovation of unproductive gardens, Bac Quang district promptly established a Steering Committee and working groups from the district to the commune level, issued operating regulations, and developed a specific plan for implementation. Through the dissemination and thorough understanding of the content and objectives of the program to renovate unproductive gardens, the people in Bac Quang district have initially changed their awareness, way of thinking, and way of doing things, thus gradually bringing the Resolution into practice.
To proactively address and raise awareness, Bac Quang district has intensified propaganda efforts among officials, Party members, and the people regarding the goals and significance of the program to renovate neglected gardens. Particular emphasis has been placed on enhancing the role and responsibility of Party committees and authorities at all levels, and the role of leaders in directing the implementation of the garden renovation movement and household economic development. This has mobilized the entire political system from the district to the grassroots level to participate, guide, direct, and work together with the people, especially poor and near-poor households, to actively renovate neglected gardens, transforming previously abandoned and neglected gardens into opportunities to improve their quality of life.
By the end of June 2023, Bac Quang had conducted 732 awareness campaigns, reaching 34,415 people. These campaigns helped people understand the Party and State's policies and guidelines on the program for renovating neglected gardens, and also helped them understand their rights and benefits when participating in the renovation.

According to Mr. Ha Viet Hung, Secretary of the District Party Committee and Head of the Steering Committee for the Program to Renovate Unproductive Gardens in Bac Quang District, after more than two years of implementing Resolution No. 05 on renovating unproductive gardens, developing household garden economies, creating livelihoods for people, and achieving sustainable poverty reduction, initial positive changes have been achieved in both the political system and the people. Farmers have gradually identified their role as key players in renovating unproductive gardens, participating actively, thus improving the productivity and quality of many crops and livestock. Successful models and scientific and innovative approaches have been replicated, and the linkage between farmers and businesses in production and product consumption has seen positive changes, facilitating the sale of agricultural products and the application of science and technology in agricultural production. The rural environment has undergone significant improvements, and the material and spiritual lives of the people have been enhanced.
"The sweet fruits" should be multiplied.
To date, a total of 412 households have participated in the program to renovate neglected gardens, including 160 poor and near-poor households (95 near-poor households and 65 poor households), achieving 100% of the registered households. The total disbursed funds to date amount to 4.8 billion VND, including 1.86 billion VND disbursed to 62 households in 2021; 2.16 billion VND disbursed to 72 households in 2022; and 780 million VND disbursed to 26 households in the first six months of 2023. Socialized capital mobilized from individuals and organizations reached 348 million VND, plus 4,344 man-hours of labor contributed by various organizations and associations to support the renovation of neglected gardens.
Regarding the area for renovating unproductive gardens, Bac Quang district has so far completed 30.4 hectares, with the largest focus on renovating areas for planting fruit trees, various types of crops, aquaculture, and building livestock shelters...; 134 gardens have been evaluated, 133 household gardens meet the criteria and 1 garden does not. Other criteria such as application of science and technology, environment, and landscape have shown significant initial improvements, and household gardens are currently being guided by technical staff to complete the process.
In particular, the economic, social, and environmental benefits have been clearly demonstrated to date. Total household income after renovation reached 6.8 billion VND, profit after deducting expenses reached 2.9 billion VND, creating jobs for more than 346 workers, and actively contributing to poverty reduction and the new rural development program in the locality.

According to Mr. Tran Minh Huu, Head of the Department of Agriculture and Rural Development, the renovation of neglected gardens has truly become a part of people's lives and significantly changed their perceptions. As a result, households have unanimously supported the initiative. Besides bringing enormous economic benefits to over a hundred households, it has also contributed to improving the rural environment through practical actions such as cleaning up garden areas, ponds, and roads to create a green, clean, and beautiful environment.
In practice, many exemplary individuals and models have emerged in transforming unproductive gardens, rising out of poverty, and achieving a comfortable economic status. A prime example is Mr. Nguyen Thanh Luan's household, a near-poor household in Ke Nhan village, Dong Yen commune, who borrowed 30 million VND in 2022 to invest in free-range chicken farming, fish pond renovation, and combined orange cultivation. To date, his family's annual income has reached over 200 million VND. In addition, dozens of poor and near-poor households, thanks to access to the Unproductive Garden Renovation Program and the National Target Program on Poverty Eradication, have gradually improved their income and risen out of poverty.
