To boost economic growth, Dong Thap province is focusing on removing bottlenecks, reactivating existing drivers, and creating new ones. This is considered a crucial step that will determine the province's potential for breakthroughs in the 2026-2030 period.

Overall, Dong Thap 's growth strategy is shifting from extensive to intensive development. This is an inevitable shift as traditional growth opportunities gradually shrink.

FOCUS ON REMOVING "BOTTLES"

Economic growth has been identified as a central and overarching task in the province's socio-economic development plan.

Dong Thap will focus on removing "bottlenecks" in transportation infrastructure to boost growth.

From the Provincial Party Committee to the Provincial People's Committee, from departments and agencies to local authorities, there has been a high degree of consensus in understanding and action.

Therefore, a series of action programs and specific plans have been issued, creating a framework for each sector and level to proactively implement them.

Instead of a mindset of waiting and relying on others, localities are beginning to develop their own growth scenarios, linked to their advantages and actual conditions. This proactive approach makes governance more flexible and creates synergy throughout the entire political system.

According to Nguyen Phuoc Cuong, Chairman of the People's Committee of My Tra Ward, Dong Thap Province, to promote growth, the ward has identified the need to leverage its advantageous location on important transportation routes such as the N2 economic corridor and inter-regional connecting routes passing through the area.

At the same time, focus on developing key projects such as: Quang Khanh Industrial Cluster, An Binh Industrial Cluster, along with new urban and residential area projects.

These projects will drive growth through increased investment, job creation, and the development of trade and services in the area. The local authorities are committed to implementing comprehensive solutions to achieve the set growth targets.

According to the Provincial People's Committee, to promote growth in the 2026-2030 period, one of the key solutions proposed is to effectively implement the province's five strategic breakthroughs: industry, transportation, agriculture, science and technology and innovation, and human resources.
These five strategic breakthroughs reflect the five pillars of long-term growth: capital, infrastructure, technology, human resources, and institutions.

In this context, institutions and the quality of governance are considered decisive factors, as they serve as the "foundation" for the efficient allocation and maximization of other resources. Without strong institutional reforms, the remaining breakthroughs will find it difficult to create the expected ripple effect.

Along with implementing strategic breakthroughs, Dong Thap is focusing on removing bottlenecks; immediately channeling currently stagnant and wasted resources into serving economic growth. In particular, the province will focus on removing bottlenecks in transportation infrastructure.

According to Nguyen The Hong Trung, Director of the Department of Construction of Dong Thap province, in order to contribute to the successful achievement of growth targets, in the coming time, the construction sector will advise the Provincial People's Committee to implement synchronized solutions to complete key projects in the 2021-2025 period.

Simultaneously, coordinate the preparation and implementation of investment in key transportation projects for the 2026-2030 period. In particular, actively cooperate with the central government to invest in the complete and synchronized construction of key regional connectivity projects such as: the Dinh Ba - Cao Lanh, Cao Lanh - An Huu, Duc Hoa - My An, and My An - Cao Lanh expressways; and the expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway.

Dong Thap will propose to the Central Government to allocate investment capital for upgrading and expanding national highways passing through the province; coordinate the implementation of the Muong Khai - Doc Phu Hien canal upgrading project; and invest in dredging and clearing national waterways through the province.

Simultaneously, the province will call for investment in three seaports on the Tien River, the Hau River, and the Go Cong general seaport. At the same time, it will proactively accelerate the implementation of the Southern Tien River Road Infrastructure Project and the Coastal Roadway, financed by ADB loans.

In addition, the province will focus on building main urban arterial roads and ring roads according to the plan to expand urban space and create urban aesthetics; and continue to invest in inter-communal roads and important regional linkage arteries - Comrade Nguyen The Hong Trung further informed.

Another "bottleneck" that is being focused on is the slow-moving projects. The province has identified these as "frozen" resources that need to be activated.

Accordingly, Dong Thap will focus on removing difficulties and obstacles to accelerate the progress of public investment projects. In particular, it will support businesses in quickly completing investment procedures for the construction of infrastructure in industrial zones and clusters.

This will attract secondary projects to industrial zones and clusters; and support the early implementation of projects that have already been granted investment registration certificates…

IMPLEMENTING SOLUTIONS IN A SYNCHRONIZED MANNER

In addition to focusing on removing bottlenecks, Dong Thap is implementing a comprehensive set of solutions to boost economic growth.

Attracting investment has been identified by Dong Thap as one of the main drivers of growth.

Accordingly, the province will focus on improving investment efficiency, labor productivity, creating breakthroughs in science, technology, innovation, and digital transformation to boost growth drivers.

Dong Thap province is focusing on finalizing its list of investment projects for the 2026-2030 period, striving to attract approximately 280 investment projects, including 87 FDI projects.

At the same time, we will create a breakthrough in attracting foreign direct investment. This includes a strong shift from attracting investment based on quantity to attracting investment selectively, prioritizing quality, efficiency, advanced technology, and high added value, in line with the province's development orientation.

Another key solution is to combine efforts to promote expansion of scope and scale with a rapid increase in added value across all sectors: agriculture, industry, construction, and services.

Accordingly, Dong Thap will make a breakthrough in restructuring its industrial sector to act as a driving force for economic growth.

Simultaneously, the focus is on developing a modern, high-quality service sector. The emphasis is on attracting investment and accelerating the implementation of large-scale commercial infrastructure projects, bringing into operation shopping malls and supermarkets that have received investment approval as soon as possible.

The province will develop a comprehensive tourism service ecosystem to extend the length of stay and increase spending by tourists…

In the coming period, the province will focus on exploiting new growth opportunities from economic corridors and localities. Specifically, this includes organizing development space, forming five key economic corridors to boost economic growth; completing the adjustment of the Provincial Planning for the period 2021-2030 and the vision to 2050… in order to achieve growth targets.

To fulfill the socio-economic development tasks of Dong Thap province for the period 2026-2030, in conjunction with achieving double-digit economic growth by 2030, the Chairman of the People's Committee of Dong Thap province, Pham Thanh Ngai, requested that all departments, agencies, and localities immediately implement their assigned tasks.

First, implement the newly delegated tasks; review outstanding work, especially stalled projects with a high risk of waste, in order to focus on resolving difficulties.

Comrade Pham Thanh Ngai requested that departments, agencies, and localities focus on administrative reform to boost investment attraction, contributing to achieving growth targets; and concentrate on implementing key resolutions for economic development.

Specifically, it is necessary to focus on removing obstacles and accelerating the implementation of industrial zones and clusters. Simultaneously, the province needs to focus on speeding up the disbursement of public investment capital; and bringing science and technology into daily life and production…

In reality, achieving growth targets is not something that can be done overnight, but rather requires a long-term effort.

However, if the right "bottlenecks" are removed, the right driving forces are activated, along with high determination and responsibility, Dong Thap has every reason to not only achieve its growth targets but also create a more sustainable development model for the long term.
