On June 28th, under the chairmanship of Comrade Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, the Standing Committee of the Provincial Party Committee held a meeting to assess the socio -economic development situation in the first six months of the year; set out directions and tasks for the last six months of 2024 and many other important contents.

Attending the conference were: Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Comrade Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; Deputy Chairmen of the Provincial People's Council and Deputy Chairmen of the Provincial People's Committee; representatives of the Central Inspection Committee ; leaders of provincial departments and agencies; leaders of the Provincial Party Committee Office, the Office of the Provincial National Assembly Delegation and People's Council, and the Provincial People's Committee Office.

The economy experienced high and fairly consistent growth across all sectors.

The draft report on the implementation of socio-economic development in the first six months and tasks for the last six months of 2024, presented by Comrade Do Quoc Canh, Provincial Party Committee member and Chief of the Provincial Party Committee Office, clearly states: In the first six months of 2024, despite facing many difficulties and challenges, with the spirit of unity, proactiveness, creativity, and striving of the Party Committee, government, business community, and people of all ethnic groups in the province, the province's socio-economic situation remained stable and continued to develop. Economic growth was high and fairly uniform across all sectors; many indicators increased significantly compared to the same period last year, such as industrial production, state budget revenue, total tourism revenue, exports, and investment attraction; the yield of the Winter-Spring rice crop reached its highest level ever. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 ranks.

Socio-cultural development has progressed significantly. The province has successfully organized many major events with strong impact, receiving widespread public support and high praise. The quality of comprehensive education has improved, and specialized education has maintained its position among the top in the country. Social welfare has been taken care of, and people's lives have improved. The campaign to support the construction of housing for poor households, policy beneficiary households, and households facing housing difficulties in the province has been implemented comprehensively and extensively, mobilizing all levels, sectors, the business community, and all segments of the population to participate.

National defense and security, and social order and safety are ensured. The work of building and rectifying the Party and the political system has achieved positive results; the system of institutions, mechanisms, policies, and plans under the province's authority continues to be supplemented, amended, and newly issued, becoming increasingly complete; many difficulties and obstacles have been addressed and resolved, creating a favorable environment and conditions for socio-economic development.

Impressive and outstanding figures

The gross regional product (GRDP) growth rate is estimated at 11.5%, ranking third nationwide and first among the top 10 provinces and cities with the largest economies in the country.

Four more communes achieved the New Rural Area standard, 13 communes achieved the advanced New Rural Area standard, and nine communes achieved the model New Rural Area standard. An additional 34 products were ranked as OCOP products at the provincial level, bringing the total number of provincial-level OCOP products to 497.

The entire province is estimated to welcome 9.78 million visitors, an increase of 16.1%; tourism revenue is estimated to reach 19,848.5 billion VND, an increase of 30.2% compared to the same period.

Capital mobilized for development investment is estimated at 65,885 billion VND, equivalent to 48.8% of the plan, an increase of 3.2% compared to the same period last year.

Export value is estimated at US$2,881.6 million, an increase of 21.9%; import value is estimated at US$5,612.7 million, an increase of 30.8% compared to the same period.

The province has 84 out of 90 students winning awards in the National Excellent Student Examination, leading the country in the award-winning rate (93%); and 4 students winning awards in international Olympic competitions.

In the past six months, the province has admitted 5,157 new party members, reaching 63.5% of the plan.

Clearly identify the causes and set new tasks.

The draft report highlights eight shortcomings and identifies the subjective causes as follows: the analysis, forecasting, and resolution of difficulties and obstacles in some sectors and fields have not been timely or realistic; the capacity for advising and organizing the implementation of tasks in some specialized agencies is limited and does not meet requirements; a segment of officials, civil servants, and public employees, including leaders and managers, have limited capacity, lack dedication, and fear responsibility, leading to fear of making mistakes, shirking, avoiding tasks, working half-heartedly, rigidly, and causing difficulties and inconvenience in resolving issues; the inspection, monitoring, supervision, and urging of subordinates to perform tasks in some sectors, fields, localities, and units have not been thorough or decisive; administrative discipline and order in the performance of official duties have not been strictly enforced in some cases and places.

Based on forecasts of the global and domestic situation, the draft report outlines nine groups of tasks and solutions to be implemented in the last six months of 2024, aiming to continue the vigorous, synchronized, creative, and effective implementation of the set goals and targets.

The Standing Committee members noted that: In the first six months of 2024, the global economic, political, and security situation continued to be complex and unpredictable; the global economy showed a tendency towards slower growth. Domestically, the economy continued to recover; however, production and business in some sectors and fields still faced many difficulties... Within the province, there were many opportunities, advantages, difficulties, and challenges intertwined, but the difficulties and challenges remained very significant.

In this context, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and all levels and sectors have focused on leading, directing, and implementing decisively, synchronously, and effectively the tasks and solutions set forth in various fields, with the spirit of "Discipline - Responsibility - Action - Creativity - Development"; along with the active participation of the entire political system, the efforts of the business community and all strata of the people, the province's socio-economic development continues to progress, national defense and security are ensured, and the work of Party building and the political system has achieved positive results.

However, through practical guidance and management, the members of the Provincial Party Standing Committee have pointed out limitations and weaknesses, analyzed and clearly identified the causes, and proposed solutions to address them in order to strive to achieve the set goals and targets.

In his concluding remarks, Provincial Party Secretary Do Trong Hung stated: Entering the year 2024, along with the rest of the country, Thanh Hoa province faces a mix of favorable opportunities, difficulties, and challenges. However, thanks to the tremendous efforts of the entire political system, the business community, and all sectors of the population, the province has achieved many commendable results in the first six months of the year.

Through practical experience in leadership and management, Provincial Party Secretary Do Trong Hung has drawn five lessons learned: The lesson of unity, solidarity, and sharing within the Party, the political system, society as a whole, and the people. Leadership and guidance have been proactive, flexible, creative, and effective; leaders from the provincial to the grassroots level have always upheld a high sense of responsibility and dedication to the common good. Coordination between different levels and sectors in resolving issues has been smooth and focused on removing bottlenecks and obstacles...

Provincial Party Secretary Do Trong Hung also highlighted the lesson of maximizing the leadership and guidance of higher levels; the lesson of doing a good job in mass mobilization work, especially government-led mass mobilization, and winning the support of the people.

Regarding the tasks for the last six months of the year, Provincial Party Secretary Do Trong Hung requested that Party committees, governments, localities, and units at all levels demonstrate high determination, great effort, and decisive action to focus on implementing tasks, striving for a growth rate of 11% or more in the last six months of the year.

Specifically, focus should be placed on implementing the nine key tasks outlined in the report: Continuing to strengthen, maintain, and promote the spirit of unity, determination, decisiveness, and creativity in leadership, direction, management, and task implementation; striving to achieve the highest possible results for the 2024 goals and tasks; developing a highly ambitious, breakthrough, and feasible plan for 2025 to ensure the successful implementation of the 2021-2025 Five-Year Plan objectives; leading and directing the effective implementation of plans, programs, projects, mechanisms, and policies in accordance with Resolution No. 58-NQ/TW of the Politburo and the Resolution of the 19th Provincial Party Congress; and leading and directing the synchronized and effective implementation of solutions to boost investment, production, and business activities, and promote economic growth. Promote digital transformation, administrative reform, significantly improve the investment and business environment, and boost enterprise development. Lead and direct the decisive, synchronized, and effective implementation of tasks and solutions to increase budget revenue, striving for a 10% increase compared to 2023. Strengthen the management, exploitation, and sustainable use of resources, protect the environment, and respond to climate change. Continue to improve the quality of cultural, educational, and health activities; effectively address employment issues, reduce poverty, and ensure social security. Ensure strong national defense and security, social order and safety, creating a favorable environment and conditions for socio-economic development. Continue to enhance the leadership capacity and fighting strength of Party committees at all levels, the direction and management of the government, and the operation of the political system to meet the requirements for successfully implementing the set goals and tasks.

To successfully achieve all the goals set for 2024, the Provincial Party Secretary requested that each member of the Provincial Party Standing Committee, leaders of departments, agencies, mass organizations, and local units from the provincial to the grassroots level continue to uphold a spirit of high determination, great effort, decisive and effective action, using the results of 2024 as a foundation to enter 2025 and complete the goals and tasks of the entire term so that Thanh Hoa becomes a new growth pole in the North of the country.

At the conference, the members of the Provincial Party Standing Committee gave their opinions on the submission from the Party Committee of the Provincial People's Committee regarding the draft Plan for implementing the Provincial Planning for the period 2021-2030, with a vision to 2045; on the proposal to issue a Resolution repealing Resolution No. 387/2021/NQ-HĐND dated April 26, 2021, of the Provincial People's Council on regulating some expenditure levels for the election of deputies to the 15th National Assembly and deputies to the People's Councils at all levels, term 2021-2026, in Thanh Hoa province; and on the proposal to issue a Resolution amending and supplementing some contents in Article 1 of Resolution No. 64/2017/NQ-HĐND dated July 12, 2017, of the Provincial People's Council regulating the working allowance regime and the expenditure regime for organizing conferences for state agencies and public non-business units in Thanh Hoa province. Regarding the completion of the Provincial Party Standing Committee's Directive on the campaign to donate land for investment, renovation, upgrading, and beautification of infrastructure, focusing on transportation routes in rural and urban areas of the province in a synchronized and modern direction; regarding the investment in the construction of police headquarters in communes and towns of the province; regarding the allocation of investment funds for the Thanh Hoa Provincial Police Detention Center project; regarding the amendment and supplementation of Article 1 of Resolution No. 05/2022/NQ-HĐND dated December 11, 2022, of the Provincial People's Council on the regulations on support levels for independent, private, and non-governmental preschools, children, and teachers at private and non-governmental preschools in industrial zones of Thanh Hoa province; regarding the recruitment and hiring of accounting and administrative staff in public preschools and primary and secondary schools in the province; Regarding the number, titles, and policies for part-time officials at the commune, village, and neighborhood levels in the province; proposing key targets for 2030 in the draft Resolution of the Provincial Party Committee on continuing to build and develop Thanh Hoa's culture and people in the new era; and many other important contents.
