The Political Report must be "worth every word and sentence."

(MLĐO) - According to General Secretary To Lam, the Political Report must be "precious in every sentence and every word" to truly be a "monument," a torch illuminating the path for the country's development.


On March 15th, at the Party Central Headquarters, General Secretary To Lam , Head of the Document Subcommittee for the 14th Party Congress, chaired a meeting of the Document Subcommittee to provide feedback on the draft Political Report prepared by the Editorial Team, based on feedback from the 10th Central Committee Meeting and the General Secretary's directives at meetings with the Standing Committees of the 14th Party Congress Subcommittees, to be submitted to the Politburo and the Central Committee at the 11th Central Committee Meeting.

Attending the meeting were members of the Subcommittee: Politburo member and President Luong Cuong; Politburo member and Prime Minister Pham Minh Chinh; Politburo member and Chairman of the National Assembly Tran Thanh Man; Politburo member and Standing Secretary of the Party Central Committee Tran Cam Tu; and members of the Document Subcommittee and the Standing Committee of the Document Editorial Team.

At the meeting, Mr. Nguyen Xuan Thang - Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council, Standing Member of the Subcommittee, and Head of the Document Drafting Team - presented the Subcommittee's report on the acceptance and refinement of the Draft Political Report to be submitted to the 14th Party Congress and some key tasks to the 11th Central Committee Meeting, 13th term.

Based on the General Secretary's suggestions for discussion, the members of the Document Subcommittee engaged in lively discussions, contributing many insightful ideas for the Editorial Team to incorporate and finalize the Draft Political Report to be submitted to the Politburo before presenting it to the 11th Central Committee Conference.

Concluding the meeting, General Secretary To Lam acknowledged the efforts of the Document Drafting Team, highly appreciating their proactive and responsible work in submitting the document to the Subcommittee; he assessed that this draft Political Report has been significantly streamlined, reflecting the view of building a concise, easy-to-understand, easy-to-implement, and easy-to-act document, reducing academic rigor, ensuring high actionability, and facilitating immediate implementation after the Congress; serving as a model for the drafting of Political Reports by other Party organizations.

The General Secretary requested continued review, revision, and refinement of the Political Report to ensure its actionability, documentary value, and feasibility; while also ensuring balance and harmony between chapters, sections, and subsections, and that every word and phrase is carefully chosen so that the Political Report truly serves as a "monument," a guiding light for the country's development in the coming period.

Regarding the specific content, this draft Political Report has presented many new points, closely adhering to the requirements of reality. The General Secretary noted that some contents have been clarified, but there are still issues that need further research and analysis to be perfected.

Regarding the economy, the General Secretary requested continued research to clarify the meaning of Vietnam's "new growth model" for the coming period, especially emphasizing the fundamental factors for rapid and sustainable development. This includes correctly identifying the roles of economic sectors, highlighting the role of the private sector as the most important driving force for GDP growth, labor productivity increase, and job creation. Early preparation in infrastructure and human resources for achieving double-digit growth in the coming period is also crucial.

Further innovation is needed in human resource development, especially in education and training; we should learn from the experiences of countries with advanced education systems to build a modern national education system. The potential of the Vietnamese people is not inferior to that of any other nation in the world; we must maximize that potential so that the country can rise and develop...

Furthermore, a more in-depth study and evaluation of the results of implementing the policy of streamlining the political system and reorganizing administrative units at all levels is needed. This is not simply a matter of adjusting administrative boundaries, but also a matter of adjusting economic space; adjusting the division of labor and decentralization; and adjusting the allocation and combination of economic resources…

Regarding science and technology, the General Secretary stated that Resolution 57 of the Politburo clearly addressed this issue. It identified it as "the main driving force for the rapid development of modern productive forces, the improvement of production relations, the renewal of national governance methods, socio-economic development, preventing the risk of backwardness, and enabling the country to achieve breakthrough development and prosperity in the new era."

The General Secretary also requested that the draft report include a review and deepening of the content on science and technology development and digital transformation, reflecting a consistent approach across all aspects of social life, from national governance to economic development, ensuring national defense and security, and addressing social issues.

The General Secretary emphasized the need to continue reviewing the contents to ensure a balance between economic development and cultural and social development, with the ultimate goal of improving and better meeting the material and spiritual needs of the people, clearly demonstrating the superiority of socialism; and to continue researching how to quantify specific policies so that people can see and evaluate them.

The General Secretary suggested continuing to analyze, forecast, and supplement new developments in the world and regional situation affecting Vietnam; updating achievements in defense, security, and foreign affairs; and identifying viewpoints, orientations, policies, and solutions for the coming period; demonstrating more clearly Vietnam's proactive approach to international integration; and its positive contributions to common issues of the world and the region…

Regarding Party building, the General Secretary emphasized that the Standing Committee and the Editorial Team should continue to coordinate with the Subcommittee on Party Charter to supplement and refine the viewpoints and policies on Party building in the coming period, commensurate with the Party's particularly important role and mission in this historical period. The Party must always be in a pioneering position, steering the Vietnamese revolutionary ship towards the goals of prosperity and strength; continue to research and supplement the content of implementing Uncle Ho's words, "Our Party is moral, it is civilized"; the Party must constantly improve itself, purify itself, and enhance its capabilities and intellect to meet the very high demands of the revolutionary cause in the coming period.

From now until the 14th National Congress of the Party, many important tasks must be carried out simultaneously; the global and regional situation will continue to be complex, and there may be many new developments beyond forecast. The General Secretary requested that the comrades in the Document Drafting Subcommittee, with innovative thinking, closely follow the situation, organize thorough research and discussion, and incorporate opinions from all levels; maximize their efforts, coordinate closely and regularly with other subcommittees and the Standing Committee of the Editorial Team of other subcommittees to continue supplementing and perfecting the draft Political Report with high quality.
