Ensuring market stability

Maintaining market stability, controlling prices, and detecting and preventing smuggling and trade fraud early on are key tasks that the city's industry and trade sector is focusing on implementing, especially at the end of the year and leading up to the Lunar New Year of the Horse 2026, in order to protect consumer rights and contribute to a joyful and healthy Tet holiday.

Stimulating domestic consumption

In 2025, the Da Nang market recorded positive growth signals and a clear recovery, especially after the merger, creating strong potential for economic development. According to the city's Department of Industry and Trade, the cumulative retail sales of goods and consumer service revenue in Da Nang for the first 11 months of 2025 are estimated to reach VND 230,539 billion, an increase of 23.1% compared to the same period last year. This clearly reflects the positive consumer trend and the optimistic market sentiment in the face of new opportunities.

Ms. Do Thi Quynh Tram, Deputy Director of the Department of Industry and Trade, said that the department has encouraged businesses, supermarket chains, distributors, and manufacturers to participate in promotional activities; providing quality services and standard products at reasonable prices to stimulate year-end shopping. Notably, the Da Nang Spring Fair 2026, taking place from January 22nd to 27th with more than 250 booths, will create a rich and safe shopping space, meeting people's tastes; and at the same time help consumers easily access products with clear origins and guaranteed quality. Through these programs, events, and fairs, the Department of Industry and Trade also hopes to promote the development of the domestic market, stimulate consumer demand, and increase purchasing power during the year-end and Lunar New Year period.

Alongside efforts to stimulate consumer demand, the Department of Industry and Trade also directed its subordinate units to strengthen inspection and control measures to maintain market stability. According to the assessment of the City Market Management Sub-department, in the past year, prices of some goods fluctuated slightly upwards during peak periods, but generally remained consistent with market principles, with no sudden price increases or shortages. Notably, no cases of speculation, hoarding, or illegal stockpiling causing supply-demand imbalances or creating public panic were recorded.

In 2025, the city's market management force detected and handled numerous cases related to the trading of smuggled goods, goods of unknown origin, counterfeit goods, and substandard goods. The main categories of infringing goods included: clothing, shoes, bags, eyeglasses, cosmetics, pre-packaged food, and household goods… Many cases involved goods of significant value and high penalties, contributing to increased deterrence, maintaining market order, and curbing profiteering during peak shopping seasons.

Anticipating a surge in smuggling and trade fraud before, during, and after the Lunar New Year, the City Market Management Department proactively developed and implemented a plan to inspect and control the market before, during, and after the 2026 Lunar New Year (Year of the Horse) from the beginning of November 2025 throughout the city. Simultaneously, 100% of the market management force was mobilized to intensify inspections and controls in key areas, sectors, and product categories prone to violations and impacting people's production and consumption.

According to Mr. Pham Ngoc Son, Head of the City Market Management Department, market management forces are also focusing on inspecting pre-packaged goods in the form of gifts. This is a form that is easily exploited to mix in expired goods, goods nearing their expiration date, or substandard products before they are put on the market.

At the same time, inspections of compliance with legal regulations on pricing, measurement, quality, and food safety and hygiene have been strengthened. The Sub-Department will focus on vigorously combating the trading of counterfeit and substandard goods; resolutely preventing speculation, hoarding, and unreasonable price increases, thereby contributing to maintaining stable supply and demand and stabilizing market prices during the Tet holiday.

In addition to regular inspections, authorities will innovate inspection methods, increase surprise inspections and thematic inspections, focusing on goods with a high risk of violations. Simultaneously, inter-agency coordination will continue to be strengthened, closely linking market management forces with local authorities, police, customs, and other relevant agencies in the city in the fight against smuggling, trade fraud, and counterfeit goods.

“Our stance is to strictly handle violations wherever they are detected, with no forbidden areas and no exceptions. The Sub-Department will promote the application of information technology and digital transformation in management, operation, and market inspection and control to improve the effectiveness of combating smuggling, trade fraud, and counterfeit goods. This is considered a long-term solution, contributing to building a healthy and transparent business environment, maintaining market stability, and protecting the legitimate rights of consumers so that people can celebrate the Lunar New Year 2026 in peace and safety,” Mr. Son emphasized.
