According to forecasts, this year, the Vietnamese civil aviation market will continue to recover and develop. However, the aviation industry is still expected to face many difficulties due to the lack of aircraft (due to the engine recall order of the Pratt & Whitney factory, causing the A321NEO fleet to stop flying), the supply of aircraft equipment is still very difficult and delayed. Along with that, fuel prices are increasing due to the impact of political fluctuations and conflicts in the world.
The Aviation Safety Risk Control Council focused on analyzing the causes and shortcomings in ensuring aviation safety in 2024, emphasizing that the factors threatening safety are caused by human factors (non-compliance with maintenance procedures, standard operating procedures; flight operations methods, etc.). The Council decided to include errors related to human factors as potential risks that threaten flight safety and requested the implementation of contents to minimize errors due to human factors in 2025.
In order to ensure absolute safety in civil aviation activities, the Civil Aviation Authority of Vietnam requires airlines, maintenance and training organizations, airport operators, flight operations, and aviation service providers to thoroughly eliminate subjectivity, negligence, and complacency.

Units need to review, update, and supplement policies, standards, and experiences of aviation staff in each position of the organization, ensure adequate quantity and quality of staff in the operation chain, comply with duty and rest time for all staff in the system; effectively implement training (initial, periodic, advanced training), and continuously improve and enhance the capacity of aviation staff.
“Units need to strengthen internal inspection and supervision, identify and assess risks to promptly detect deficiencies and limitations in the system, factors affecting safety such as obstacles at airports, airfields... to proactively and promptly overcome them effectively; improve the quality of safety investigations, thoroughly analyze and evaluate causes to make appropriate and effective safety recommendations to prevent incidents,” requested Director of the Civil Aviation Authority of Vietnam Uong Viet Dung.
In addition, the Civil Aviation Authority of Vietnam also reminded units to seriously and effectively implement the work of preventing and combating negativity in recruitment, training, education, licensing, assessment, and authorization to perform tasks; pay attention to the legitimate rights and interests of employees in the spirit of objectivity and transparency, contributing to improving aviation safety.
Aircraft operators and aircraft maintenance organizations shall minimize the approval of deviations or delays in repairs and failures related to aircraft operations and maintenance; review and compare regulations on the control of items containing lithium batteries; notify and identify items containing lithium batteries as well as accurately and completely convey safety information to air passengers. At the same time, refer to documents of the International Civil Aviation Organization (ICAO) to develop procedures for handling situations that occur during operations.
Airport authorities need to strengthen inspection and supervision of airport safety, strictly handle violations related to airport safety; organize discussions and draw lessons from violations of airport safety regulations and airport safety incidents to relevant units, etc.
According to the Civil Aviation Authority of Vietnam, in 2024, Vietnam's civil aviation activities will have a positive recovery, especially international passenger and cargo transport. Notably, during the recent Lunar New Year peak, the aviation industry safely operated 25,328 flights with a total output of more than 2.5 million passengers (an increase of 17.8% over the same period in 2024).
In 2024, the ICAO Global Aviation Safety Inspection Team USOAP conducted a comprehensive assessment of the safety assurance capacity of the entire Vietnamese aviation industry and recorded an average score of 78.14% in the safety assurance performance index of the entire industry, an increase of 12.58% compared to the 2016 assessment results (65.56%).
