Ensuring continuous state budget collection activities after merger

Implementing the arrangement of provincial administrative units and the 2-level local government model, the People's Council of Dong Nai province has consolidated the state budget estimates according to the guidance of the Prime Minister and the Ministry of Finance.

To carry out the task of collecting state budget revenue according to the new administrative unit, in the last 6 months of 2025, tax and customs units will quickly stabilize their apparatus and accelerate the review of revenue sources throughout the province.

No disruption to the state budget collection management system

Along with administrative and public service units nationwide, in early July 2025, Dong Nai 's customs and tax units simultaneously announced the Central Government's decisions on administrative boundaries, operations, and personnel work.

In the first 6 months of 2025, the Regional Customs Branch XVIII has completed the set targets. In the work of collecting state budget from import and export (XNK), the customs sector achieved over 50% (about 10 trillion VND). In addition to the task of collecting state budget, the work of fighting smuggling, trade fraud, counterfeit goods, fake goods, goods with fake origin... also achieved outstanding results. The entire customs sector has promoted responsibility, strengthened discipline and administrative discipline for officials and civil servants, in order to create a favorable environment for import and export businesses in Dong Nai.

According to statistics from the Provincial People's Committee, by June 30, 2025, the total state budget revenue of the province after the arrangement reached over 44.3 trillion VND, reaching 63% of the estimate assigned by the Prime Minister and 60% of the estimate assigned by the Provincial People's Council. Of which, domestic revenue was over 33.2 trillion VND, reaching 68% of the estimate assigned by the Central Government and 64% of the estimate assigned by the Provincial People's Council.

In the field of domestic tax collection, immediately after the restructuring of administrative units for the tax sector, Dong Nai Provincial Tax Department quickly stabilized the apparatus and personnel, ensuring continuous and uninterrupted service to taxpayers. Regarding the electronic tax application system, the software connecting tax authorities and enterprises, the tax sector updated information according to the new administrative units, and at the same time notified and instructed taxpayers to update information promptly.

In particular, recently, a series of tax policies have taken effect, attracting great attention from taxpayers, such as: Law on Value Added Tax and new adjustments; regulations on the use of electronic invoices generated from cash registers connected to tax authorities; regulations on lump-sum tax for business households; regulations on on-site import and export goods... These tax policies will directly impact the state budget revenue. Therefore, the relevant agencies focus on strengthening supervision and updating new information to taxpayers.

Determined to complete the year-end collection task

According to estimates, in 2025, Dong Nai province will only collect over 73 trillion VND in state budget revenue. Therefore, to complete the collection task, tax and customs units must accelerate the implementation of solutions.

Head of the Region XVIII Customs Branch Le Van Thung said that in the last 6 months of the year, the world situation is forecasted to continue to have many complicated developments, affecting import-export activities and state budget collection. However, with close coordination and active support from provincial leaders and related sectors, the Region XVIII Customs Branch will focus on efforts to successfully complete the task of collecting state budget in the last 6 months of the year. Ensuring the completion of the task assigned by the province, the state budget collection will increase by 2 digits.

Mr. Le Van Thung emphasized that the customs sector is focusing on managing the area well and developing import-export activities. To do this well, the customs agency is promoting reform and modernization of customs procedures, quickly implementing digital transformation to facilitate businesses...

In order to ensure that administrative procedures for people and businesses are handled smoothly and seamlessly during the process of reorganizing the tax sector according to the new model, and at the same time effectively implementing the 2-level local government model, Head of Dong Nai Province Tax Department Nguyen Toan Thang said that the tax sector has proactively implemented support solutions. In particular, focusing on creating conditions for taxpayers to receive timely and convenient support in the process of fulfilling tax obligations. Specifically, functional departments have established Zalo groups with businesses under their management to enhance information exchange, ensuring quick and effective support.

In the last 6 months of 2025, to complete the task of collecting state budget revenue, the tax sector will continue to review all revenue sources, remaining revenue, losses and revenue sources affected by policies. On that basis, conduct detailed analysis by industry and taxpayer, in order to improve the efficiency of tax collection and prevent tax losses, and at the same time check and review tax obligations for all branches in the province.

Currently, the tax and customs sectors focus on reviewing transactions with signs of suspicion, doubt or high risk to promptly detect and handle cases of non-compliance with regulations. Strengthen inspection work in the fields of the tax and customs sectors. In particular, the authorities must strictly manage tax collection from business households, retail and food businesses and deploy electronic invoices, use invoices generated from cash registers to prevent tax losses as well as import and export work...
