Universal health insurance coverage

Health insurance is one of the fundamental social security policies, embodying profound humanistic and compassionate values, and demonstrating a deep sense of community sharing, which is highly valued by the Party and the State of Vietnam. Health insurance helps alleviate the financial burden on citizens, while also reflecting the State's concern for their health and well-being, contributing to the stability and development of society.

In the spirit of mobilizing community contributions, sharing the risks of illness, reducing the financial burden on individuals when they are sick, creating a source of funding to support healthcare activities, and ensuring fairness and humanity in the field of protecting and caring for people's health, the health insurance policy has been actively and effectively implemented by all levels, sectors, and localities, including Quang Ninh province, in recent years, thereby contributing to ensuring social security for all citizens.

To continue effectively implementing this meaningful and humane policy, the Party Central Committee has issued Directive No. 52-CT/TW on the implementation of universal health insurance in the new phase, setting a target of over 95% of the population having health insurance cards by 2026 and aiming for universal health insurance coverage by 2030.

In this regard, the Party Central Committee Secretariat requested Party committees, Party organizations, and governments at all levels to strengthen leadership and guidance in effectively implementing policies, laws, programs, and plans on health insurance; considering this a regular, continuous, and long-term political task; incorporating health insurance coverage targets into annual and long-term socio-economic development resolutions, programs, and plans; coordinating closely and synchronously among state management agencies in implementing health insurance policies; focusing on expanding the number of health insurance participants and promoting health insurance coverage by household. The State will continue to increase health insurance support for policy beneficiaries, people in poor and near-poor households, people with disabilities, and vulnerable groups, ensuring the sustainable maintenance and increase of the health insurance participation rate; by 2026, the health insurance coverage rate will reach over 95% of the population, and by 2030, the goal of universal health insurance coverage will be achieved.

Quang Ninh province strives to achieve a health insurance coverage rate of 96.6% in 2026, aiming for 100% by 2030, thereby further improving healthcare for the people.

Focus on revising, supplementing, and perfecting the system of policies and laws on health insurance to meet the goal of universal health insurance coverage; research raising health insurance contribution rates to match the expansion of benefits and coverage levels; pilot and diversify health insurance packages and supplementary health insurance according to people's needs; strengthen linkages and cooperation between health insurance and health insurance provided by insurance companies to avoid duplication of medical expense payments; encourage and facilitate the development of diverse types of health insurance; mobilize, diversify, and expand revenue sources, ensuring the sustainability and development of the Health Insurance Fund to serve the protection, care, and improvement of people's health.

From 2026 onwards, gradually increase the rate and level of payment for disease prevention, early diagnosis, and treatment of certain diseases and priority groups, in line with the roadmap for increasing health insurance contributions and the balancing capacity of the Health Insurance Fund. This includes expanding the scope of health insurance coverage to include certain medical services such as disease prevention, nutrition, chronic disease management, routine health check-ups, and screening examinations as required by medical professionals…

In Quang Ninh province, in order to continue implementing social welfare policies for the happiness of the people, along with previous policies, the Provincial People's Council has just issued Resolution 91/2025/NQ-HĐND stipulating policies to support health insurance contributions for certain groups of people in the province during the period 2026-2030. Accordingly, the applicable subjects are: people currently receiving monthly social allowances as prescribed by the province; people aged 65 and above who have not received health insurance support from other policies; ethnic minorities living in communes, wards, special zones in ethnic minority and mountainous areas, villages, hamlets, and neighborhoods in ethnic minority and mountainous areas as decided by competent authorities; people belonging to households that have escaped poverty and near-poverty as recognized by competent authorities; people belonging to near-poor households according to the multidimensional poverty standard of the Government; People belonging to households engaged in agriculture, forestry, or fisheries who have an average standard of living as defined by law.

With support ranging from 30% to 100% depending on the target group, the policy from Resolution 91/2025/NQ-HĐND is of practical significance for those with difficult economic circumstances, helping people have the opportunity to access healthcare.

In 2025, the province achieved a health insurance coverage rate of 95.75%. In 2026, Quang Ninh aims to reach 96.6%, with a target of 100% by 2030. Also starting this year, health insurance benefits have been significantly expanded, most notably the policy of providing free periodic health check-ups or disease screenings at least once a year for residents.

With profound humane policies and initiatives that contribute to ensuring social security, the Party and State, as well as Quang Ninh province, once again affirm their concern and care for the health and happiness of the people.
