Former land fund center official arrested for fraud and misappropriation of assets.

Mr. Le Duy Sang, a former official of the Land Development and Geodetic Engineering Center (Department of Natural Resources and Environment of Ha Tinh province), has been indicted and temporarily detained for investigation on charges of fraud and appropriation of property.

On January 16th, information from the Investigation Police Department of Ha Tinh province indicated that they had issued a decision to initiate a criminal case, indict and temporarily detain Mr. Le Duy Sang, a former official of the Land Fund Development and Geodetic Engineering Center (Department of Natural Resources and Environment of Ha Tinh province), to investigate the crime of fraud and appropriation of property.

Mr. Le Duy Sang has been charged and taken into custody for investigation on charges of fraud and misappropriation of property.

According to investigation documents, in 2019, the People's Committee of Ha Tinh province approved the planning scheme for the implementation of a rural residential area infrastructure project in Bac Thuong village, Thach Dai commune, Thach Ha district, Ha Tinh province (now Thach Dai commune, Ha Tinh city) and assigned the Department of Natural Resources and Environment to prepare the necessary documents and procedures to organize the auction of land use rights for the project.

In July 2021, the People's Committee of Ha Tinh province organized an auction, and Ha My Hung Group Joint Stock Company won the bid for the land to implement a residential project at a price of over 400 billion VND.

After the People's Committee of Ha Tinh province approved the auction results, in December 2021, Ha My Hung Group Joint Stock Company began construction of the residential project and started selling units in July 2023.

At that time, Mr. Le Duy Sang was an officer at the Center for Land Development and Geodetic Engineering (Department of Natural Resources and Environment of Ha Tinh province) assigned to assist other specialists in the agency in building the dossier and procedures for auctioning the land use rights of this plot of land.

Despite having no responsibility, authorization, or affiliation with Ha My Hung Group Joint Stock Company, Mr. Le Duy Sang provided false information, claiming to have purchased land plots and apartments in the residential project at the original price.

Trusting Sang's words, Mr. LVT (36 years old, residing in Nam Ha Ward, Ha Tinh City) gave the suspect more than 7 billion VND to buy land plots. However, after receiving the money from Mr. T., Mr. Sang did not carry out the purchase but used it for personal expenses and debt repayment.

After realizing he had been deceived, Mr. T. filed a complaint with the Criminal Investigation Department of the Ha Tinh Provincial Police, accusing Mr. Sang of fraud and misappropriation of property.
