On the evening of March 28, information from the Bac Kan Provincial Police, the Security Investigation Agency (PA3) said that the Provincial Police had just executed an arrest warrant for the suspect for temporary detention, and a search warrant for Hoang's residence and workplace. Hoang Thanh Binh (born 1977, residing in group 8B, Phung Chi Kien ward, Bac Kan city) is the Electricity Director of Na Ri district, Bac Kan province.

According to initial investigation results, during the period from 2021 to 2023, Hoang Thanh Binh, in his role as Electricity Director of Na Ri district, appropriated an amount of over 300 million VND.
The case is being further investigated and clarified.
Article 356 of the 2015 Penal Code stipulates the crime of abusing positions and powers while performing official duties as follows:
Any person who, for personal gain or other personal motives, takes advantage of position or authority to act against official duties, causing property damage from 10 million VND to under 200 million VND or causing other damage to the interests of the State, legitimate rights and interests of organizations and individuals shall be sentenced to non-custodial reform for up to 3 years or imprisonment from 1 year to 5 years.
Committing a crime in one of the following cases shall be punished with imprisonment from 5 to 10 years:
a) Organized;
b) Committing the crime 2 times or more;
c) Causing property damage from 200 million VND to less than 1 billion VND.
Committing a crime that causes property damage of 1 billion VND or more, the person shall be sentenced to imprisonment from 10 to 15 years.
Offenders are also banned from holding certain positions for 1 to 5 years and may be fined from 10 million VND to 100 million VND.
